WASHINGTON — Secretary of State Hillary Rodham Clinton will soon announce that gay American diplomats will be given benefits similar to those that their heterosexual counterparts enjoy, U.S. officials said Saturday.

In a notice to be sent soon to State Department employees, Clinton says regulations that denied same-sex couples and their families the same rights and privileges that straight diplomats enjoyed are "unfair and must end," as they harm U.S. diplomacy.

"Providing training, medical care and other benefits to domestic partners promote the cohesiveness, safety and effectiveness of our posts abroad," she says in the message, a copy of which was obtained by The Associated Press.

"It will also help the department attract and retain personnel in a competitive environment where domestic partner benefits and allowances are increasingly the norm for world-class employers," she says.

"At bottom, the department will provide these benefits for both opposite-sex and same-sex domestic partners because it is the right thing to do," Clinton says.

Among the benefits that will now be granted gay diplomats: the right of domestic partners to hold diplomatic passports, government-paid travel for their partners and families to and from foreign posts, and the use of U.S. medical facilities abroad.

In addition, gay diplomats' families will now be eligible for U.S. government emergency evacuations and training courses at the Foreign Service Institute, the message says.

The announcement, expected this week, was provided to the AP by a State Department official who is a member of the Gays and Lesbians in Foreign Affairs Agencies organization. Two department officials not affiliated with the organization confirmed its accuracy.

The officials spoke on condition of anonymity because they were not authorized to speak publicly about the changes.

Previously, the State Department had withheld some benefits from the families of gay diplomats, citing the Defense of Marriage Law, which had restricted federal recognition of same-sex marriages.

One former ambassador, Michael Guest, resigned from the foreign service in 2007 to protest the restrictions. Guest was a part of the Obama administration's State Department transition team and played a major role in lobbying for the changes.

Clinton told members of Congress last week that she would soon announce the revisions.

No one's said this better than Frank Rich. Change will never 'come' when we have a president who hasn't got the will to get it up. Obama only has that will when he wants to screw us royally and that's exactly what he's done. Gays have become Obama's convenient asset but only in the sense when he wants to appear as a "fierce advocate of Gay rights" and when he wants everyone to believe his devotion to Constitutional law; we've seen how much he really cares for it all by his actions and inactions. and not in regard to Gay rights e.g., detainees.

For DOMA, DADT and marriage, a lot of Gay people aren't going to stand for this any more. Myself included, all of my Gay friends who had voted for Obama and contributed money to his campaign will no longer be told to wait and then support him again. If not now, when? That question sums up our status with Obama as president in regard to Gay rights as much as Martin Luthur King's statement that being told to wait just means "never".

Some of us saw this coming and others didn't because this "fierce advocate of Gay rights" didn't take his fierce advocacy on the road with him when he spoke during the campaign outside major cities where there was a large Gay and very vocal community. Then you had that self-hating homphobe McClurkin and Rick Warren. The writing was clearly on the wall.

Don't misconstrue the words. In your statement about p e dos, you stated they were really attracted to adults, BUT acted differently. I just reiterated those sentiments as it relates to homosexuality.

Actually studies showed that homophobic men didn't get aroused at all. They only got aroused by pornography that had men either humping a woman, or two guys going at each other or it involved male transvestivies or shemales.

Heterosexual men who weren't homphobic on the other hand only showed sexual arousal when women were involved either with the she males, female transvestives, men, other women.

I was going to try and answer my critics separately­... but that won't work.

I don't think it SHOULD matter whether a person feels they are born gay or if they choose to be gay. Either way... they SHOULD NOT be discriminated against. I think the WEAKER argument is the "I'm born gay" argument..­. I think it's creates a side argument that really has nothing to do w/ whether or not people should be discriminated against. When homosexuals use that argument it seems more like you want people to feel sorry for you and give you what should already be yours for the taking. I think you'd have a stronger argument if you argued that it doesn't matter if you CHOSE to be gay... you're still an American citizen and as such have the same rights as any other American citizen.

unless you are in another person's skin you cannot know what their experience is. it is not about arguments: human rights are human rights. it sounds good when people assert that being gay is a choice (not to me anyway), but think about it: knowing what we know about discrimination and civil rights, do you really think people would choose "a lifestyle" that they know can get them killed, beaten or ostracized.

Actually I do. There are black people who CHOSE to move into white neighborhoods even though they knew it could get them killed, beaten or ostracized. Most things that have changed throughout history started w/ one or a few people who CHOSE to do it... even if it meant costing them their lives.

If same-sex orientation is a choice I wonder why Ted Haggard remains ostracized by his church. They pronounced him cured after his little scandal and, in their words, 100% heterosexual. Yet he can't come back. What happened to that "love the sinner, hate the sin" stuff ? Maybe, just maybe, they don't actually believe this choice nonsense either.

It is unreasonable to expect Obama to solve these deep rooted biases in 4 months, but come on what would it take to eliminate DADT or openly advocate for the legalization of gay marriage? You gotta start walking to even get home and this president has yet to even begin the journey he promised during his campaign. Dynamohum is absolutely correct on this issue. Why should he/she have to compromise on equal treatment? Why must there be any delay in government action to stop the institutional bigotry that exists in our country? DADT is a stain on us. It must end. The illegality of gay marriage is even worse. My wife receives benefits under the law from my job. Why should that be different if I were married to man? I'm sorry, but this is one of those issues where patience is definitely not the appropriate response. You can't stop individuals from bigoted thought, but our government institutions should not be a part of the problem. And sadly they are.
