WASHINGTON — Secretary of State Hillary Rodham Clinton will soon announce that gay American diplomats will be given benefits similar to those that their heterosexual counterparts enjoy, U.S. officials said Saturday.

In a notice to be sent soon to State Department employees, Clinton says regulations that denied same-sex couples and their families the same rights and privileges that straight diplomats enjoyed are "unfair and must end," as they harm U.S. diplomacy.

"Providing training, medical care and other benefits to domestic partners promote the cohesiveness, safety and effectiveness of our posts abroad," she says in the message, a copy of which was obtained by The Associated Press.

"It will also help the department attract and retain personnel in a competitive environment where domestic partner benefits and allowances are increasingly the norm for world-class employers," she says.

"At bottom, the department will provide these benefits for both opposite-sex and same-sex domestic partners because it is the right thing to do," Clinton says.

Among the benefits that will now be granted gay diplomats: the right of domestic partners to hold diplomatic passports, government-paid travel for their partners and families to and from foreign posts, and the use of U.S. medical facilities abroad.

In addition, gay diplomats' families will now be eligible for U.S. government emergency evacuations and training courses at the Foreign Service Institute, the message says.

The announcement, expected this week, was provided to the AP by a State Department official who is a member of the Gays and Lesbians in Foreign Affairs Agencies organization. Two department officials not affiliated with the organization confirmed its accuracy.

The officials spoke on condition of anonymity because they were not authorized to speak publicly about the changes.

Previously, the State Department had withheld some benefits from the families of gay diplomats, citing the Defense of Marriage Law, which had restricted federal recognition of same-sex marriages.

One former ambassador, Michael Guest, resigned from the foreign service in 2007 to protest the restrictions. Guest was a part of the Obama administration's State Department transition team and played a major role in lobbying for the changes.

Clinton told members of Congress last week that she would soon announce the revisions.

I also said that their behavior is never acceptable, because they were victimizing children who cannot consent.

Yet any qualified mental health professional will tell you that ped o philia is an innate condition that cannot be changed.

Similarly---but without the victimization---some folks are attracted to blondes, some th slender folks, some to tall folks, and so on.

No one analyzes those things, because they are natural and harm no one.

I bet you have back and neck problems from being so tense.
It's hard work to hew so tightly to a dogmatic ideology.
I know it's your comfort zone, but I bet if you do a physical evaluation, you will find you are tense in every part of your body.

Being fair, separating dogma and religion from fairness will help you start loosening up.

It doesn't matter if it's choice or biology. A person is a person and deserves respect and equal treatment under the law. It's that simple. We can argue about why until the cows come home but if we are to be a truly great nation, then we must live up to the ideal that all of mankind is created equal. Unless we include everyone in that, this country is just talking the talk, not walking the walk.

Kudos to the state department for taking that first step!

Are you comparing the loving ,consentual acts between two adults to the abuse of children by a pedophile? They are hardly the same thing because the child is not able to give consent. I'm sorry, I just don't see the correlary. Pedophiles, whether they are born that way or choose to be with children, as you put it, are breaking the law and harming someone. Gay marriage harms no one.

A problem with a lot of relgions is that the practitioners feel they have a right to play G-d and judge others.. I intend to go through my life (and I am religious) treating everyone with respect, dignity and kindness and if G-d has a problem with it, he can deal with me later. Somehow, I'm not afraid.

Our country may have flaws, but I am inspired by the way we always end up choosing fairness, equality, and rationality over bigotry, hate, and zealotry (well, mostly always). THAT is what separates us from countries that execute gays, beat women in the street, and implement caste systems that border upon law. Go ahead and flame me for sounding like repubs when I say this - wait, then again, don't. I think it's okay for a hardcore lib such as myself to say this is truly the greatest nation on earth. After all, other nations may be more liberal, may offer their citizens more in the way of civil rights, but are they coming from the puritan, white supremacist, patriarchal roots from which we grew? For us to have come this far in just 234 years....INSPIRING.

We are a country that is bigoted to it's core. We have a history of slavery and treating the weakest among us with no respect. We provide little in the way of health care for our people and under-educate the masses. We proclaim a separation of church and state but do not practice it. We imprison other nationals without trial, we torture, we invade other countries for no just cause and if these things are brought up the one who does is painted with the un-American brush. We have a long way to go here.

"We have a long way to go here." Agreed, but you'll notice that the issues you've noted are issues that are part of the current national conversation, that our own president has vowed to address. He's working on universal health care, he was the first president to publicly acknowledge citizens of "no religion" (like me!), he is working to close Gitmo, he has ended the US policy of torture, etc. And this is the guy who got the majority of votes in the last election. Now go to, say, increasingly Taliban-controlled Pakistan and try to initiate a national conversation on the rights of women. Best of luck.

We have a long way to go, but I believe in this country enough to believe we'll get there. But thank YOU for being a citizen willing to constructively recognize the flaws of his/her own country, my definition of a true patriot.
