Our first reaction is to recoil.

Think again.

In a country overburdened with the economic and human misery of a spreading AIDS epidemic, which would be better?

Compulsory testing and branding with a dramatic decrease in the spread of AIDS.

or

No compulsory testing and knowingly spreading the virus, with continued devastation from AIDS.

When civil rights cause the deaths of millions, perhaps it is better not to have the civil rights.

Your premise is startlingly wrong about civil rights. If women weren't so unempowered and helpless legally and socially against rape, that would help tremendously. 'Branding' would do nothing to stop that. Education and emancipation are worth a try, though. No credible AIDS organizations have called for anything like this. I'll trust them over goofy demagogues any day.
