This is an overly simplified statement I'm about to make, but anyway, Chinese culture is very much rooted in a "Follow the leader" mentality.
They rarely question what "The Powers That Be" provide for them unless someone dies, and sometimes not even then.
I'm not saying all Chinese people are the same, but in my personal experince it gets a little scary when people defer to someone with a bad idea just because of some inconsequential, "Percieved" higher status.
In my line of work I find it really limits their individual creativity.
