Cheney personally oversaw at least four briefings with senior members of Congress about the controversial interrogation program, part of a secretive and forceful defense he mounted throughout 2005 in an effort to maintain support for the harsh techniques used on detainees.

Because it's hard. I want it , most posters at this site want it , but I don't think there is a national will - yet. The more they speak , the more people come to the light. Nothing convicts like arrogance.
As an aside , if your country is a signor of the Geneva Conventions - or perhaps as a part of your membership in the United Nations , then your nation might have the standing to insist upon an investigation. That would move the debate.
