JERUSALEM — Israel plans to build a 200-room hotel next to the Old City of Jerusalem, the Interior Ministry announced Tuesday, drawing a mild protest from the United States at a time when Israeli construction on land Palestinians claim for a state has become a contentious issue in U.S.-Israel relations.

The new hotel was approved by the Interior Ministry's planning committee, according to a statement. The hotel is to be built into the side of a hill across from the Old City, and its roof would double as a public square, the statement said.

An official at the U.S. consulate in east Jerusalem expressed concern about demolition of Palestinian properties that are part of the construction plan. The official, speaking on condition of anonymity because the U.S. did not issue a statement, said that Israeli media reports of a rift over the hotel issue were "exaggerated."

Israel captured east Jerusalem, including the Old City, in the 1967 Mideast war. Unlike the West Bank and Gaza, Israel annexed east Jerusalem shortly after the war, a move that has not been recognized by any other country. The Palestinians claim east Jerusalem as the capital of the state they want to establish.

Ir Amim, a group that opposes Israeli construction projects in east Jerusalem, charged that the hotel was part of a larger plan to build a "biblical kingdom" in the area, a way of solidifying Israeli control. Ir Amim said a kindergarten and wholesale market would be destroyed to make way for the hotel.

"The Interior Ministry is heavy-handedly violating the city's delicate balance and undermining its stability," Daniel Seidmann of Ir Amim said in a statement.

The Interior Ministry statement said, "a number of existing businesses will receive alternative locations in the commercial areas that are part of the proposed project."

While previous Israeli governments indicated readiness to relinquish control of parts of the city to the Palestinians in a peace deal, current Prime Minister Benjamin Netanyahu has reverted to earlier policy that stated that all of Jerusalem is Israel's capital, and it will not be divided.

Israel is already on a collision course with the administration of President Barack Obama over settlements in the West Bank. Obama and his secretary of state, Hillary Rodham Clinton, have demanded a total freeze of construction in Jewish settlements, while Netanyahu has demanded the right to keep building inside existing settlements for "natural growth."

About 300,000 Israelis live in 121 settlements in the West Bank, and another 180,000 live in a ring of Jewish neighborhoods built around the Arab section of Jerusalem since the territory was captured in 1967.

Palestinians and most world bodies consider all of them illegal settlements that must be removed, though previous rounds of failed negotiations moved in the direction of accommodation by allowing some to remain by trading land in Israel for them.

The American consulate official repeated U.S. policy that the status of Jerusalem must be determined in peace negotiations, but noted that the hotel plan would change the status on the ground, and the U.S. is opposed to that.

Disputes over Jerusalem's holy sites have been more damaging to past peace efforts than disagreements about the Jewish neighborhoods. An Old City hilltop is the site of the Al Aqsa Mosque compound, built over the ruins of the biblical Jewish Temples. Both sides claim sovereignty over the site. The dispute has triggered several rounds of bloody clashes between the two sides over the years.

The President does not "hate" Israel. Ii is in ISRAEL'S interest to have a peaceful, stable Palestinian state.

Teh only other alternative (which the Settler Movement seems determined to achieve) is to have a very large (and resentful) Palestinian population WITHIN Israel.

ANd their numbers are growing. If there is only one state, what does Israel do when the Palestinians (or Arabs-- it matters little what you call them) outnumber the Jewish population?

And they are demanding citizenship? What then?

This scenario is what Obama is trying to prevent, but it will require compromises from BOTH Israelis and Palestinians. It will require effort from both communities to control their extremist elements (if we think they are going to let go without a struggle, we are kidding ourselves)

Simple solution: eliminate our foreign aid to Israel 100% - - and do it tomorrow!

We could easily use those billions of U.S. taxpayers dollars (annually) to provide health care coverage to all Americans.

I say this as a staunch supporter of Israel's right to exist in the Holy Land: if we are going to continue to make them the largest recipient of US aid, then we need to be able to stop them from enflaming the Arab world with such blatant construction.

And you are about 42 years too late with your message. Lyndon Johnson (then President of the US) is no longer in office. I believe Barack Obama was about 6 years old.

Actually, I believe Levi Eshkol and LBJ were in close contact during those days.

Also, If I'm not mistaken, the IDF Chief of Staff at the time was Yitzhak Rabin, and he tried to effect a peace process, which bascially would have resulted in a two state solution.

But it was an Israeli-- (not a Palestinian) a SETTLER-- who chose the bullet over the ballot.

It seems to me (and I will never forget that afternoon/­evening--I was, ironically, at the John F Kennedy Library when we got the news) that not enough Israelis got "determined" (my choice of words) to finish Prime Minister Rabin's work and see the process through.

We can point you in the right direction, even use incentives and threats (mainly monetary), but ultimately, this is something you and the Palestinians (and make no mistake about this- no matter what you do, you are going to have them as neighbors) are going to have to decide to do this. We can't do it for you.

If natural population growth and the need for housing are the main driving force for these controversial new settlements, is there a reason why Israel couldn't just build HIGHER on land it already controls and not WIDER into Palestinian communities?
