WASHINGTON — CIA Director Leon Panetta told a federal judge Monday that releasing documents about the agency's terror interrogations would gravely damage national security.

Panetta sent a 24-page missive to New York federal judge Alvin Hellerstein, arguing that release of agency cables describing tough interrogation methods used on al-Qaida suspects would tell the enemy far too much about U.S. counterterrorism work.

The CIA director filed the papers in a lawsuit brought by the American Civil Liberties Union. The suit has already led to the unveiling of Bush administration legal memos authorizing harsh methods _ among them waterboarding, a type of simulated drowning, and slamming suspects into walls _ and a fight over releasing long-secret photos of abused detainees.

"I have determined that the disclosure of intelligence about al-Qaida reasonably could be expected to result in exceptionally grave damage to the national security by informing our enemies of what we knew about them, and when, and in some instances, how we obtained the intelligence," Panetta wrote.

Panetta acknowledges in the court papers that the CIA destroyed 92 videotapes of detainee interrogations that took place in 2002. Officials have previously said that a dozen of those tapes showed the so-called "enhanced interrogation techniques," which critics call torture. The destruction of the videotapes has spurred a criminal investigation into why they were destroyed.

The tapes _ and the interrogations _ are also an issue in the ACLU's lawsuit.

The CIA is fighting efforts to force release of the documents, including dozens of agency cables. The cables, Panetta said, describe in detail the methods used on terror suspects, the information gleaned from them and what U.S. officials still did not know at the time the suspects were being questioned.

The CIA last month denied a request by former Vice President Dick Cheney to declassify secret memos that detail whether valuable intelligence was gained from the use of the harsh interrogation techniques. Cheney said the documents show that the tactics prevented terrorist attacks and saved lives, contrary to the Obama administration's criticism of the Bush-era policies.

President Barack Obama also said last month he would try to block the court-ordered release of photos showing U.S. troops abusing prisoners, reversing his position out of concern the pictures would "further inflame anti-American opinion" and endanger U.S. forces in Iraq and Afghanistan.

As someone else stated below, Obama, I believe, don't want Americans to see their children in those compromising positions of torture that we can't imagine. These are our sons and daughters who did those torturous things and to see one of our children in a photo like that would be horrendous. He's protecting not only the soldiers, but the families of these soldiers also. So I can agree with him in that one aspect only. If there's a way to release the information and photos without names or pictures of the people involved, then we should request that to happen instead. Because it's the one's in charge who are responsible anyway.

There's a lot of merit to the argument that the photos should be released to a judge and jury only, for now, for purposes of trying the crimes pictured in the photos. During the trial we can have the court give a detailed description of each photo, for our information. After that, they could be sequestered until all the living victims have either died or given permission for their release. History definitely deserves to have these photos, so we can write history books that stop this from ever happening again, but you're right that there is no real need for the public to see these photos, and the victims have a right to not be further humiliated by being shown to the world.

On the other hand, it appears that descriptions of the photos are not enough to actually inform the public about the photos, because descriptions have existed for years and the vast majority of people still don't realize the pictures show children in prison, being tortured by the US. We swept up children in raids and kept them in prison with the adults instead of putting them in decent foster care or with their relatives. Yeah. So I for one am glad that most of the photos are already leaked onto the internet.

Use the tried-and-true method that the FBI insisted on -- rapport-building. It worked on Saddam Hussein; ABC News had an excellent interview with Hussein's interrogator. It worked on bin Laden's former bodyguard; he was a diabetic, so the FBI gave him sugar-free cookies, and he cracked. Go ahead, google "al qaeda cookie".

It's clear that Che ney intentionally caused this controversy "what techniques work" thingy ! What he has failed to explain to the world is the fact that "torture" is just that !!!

What I'm not getting is ... all crime scenes are evidentary and are supposed to be protected/preserved for trials ... since WE are not sworn-in jurors weighing such evidence why would WE want to taint the evidence with public scrutiny ! Many criminal cases have been tossed because of tainted evidences ... mistrials have had to be adjudicated in those instances !

I believe truth drugs should be legalized under tight restrictions, only in a "24" situation. Although they produce a stream-of-consciousness narrative that contains as much fantasy as fact, a skilled psychologist could work with the detainee, both sober and on the drug, and figure out pretty quickly what was actually going on.

We're not allowed to do that because the drugs rob people of their dignity and their ability to exercise their right to decline to incriminate themselves, but we could ameliorate those by doing it only in private with just the psychologist and the detainee, keeping it as confidential as any other psychological records, and making anything learned from the drug immune from prosecution, just use it to actually find the accomplices still at large and capture them.

Once the situation is defused and no more accomplices are outstanding, then everything should return to the normal American justice system, which applies to all people within our power and comes directly from our Constitution, forbidding all cruel and unusual punishment, and providing a system of due process.

It makes me wonder if presidents don't have a secret code between them that they use to absolve each other of their criminal behavior while in office. If anyone knows of this secret union, please let everybody else know so we can try to dissolve it. Unions and pacts like those used in Skull and Bones for instance are the reason we do not have justice in our governmental entities. Just about every agency in the government is infiltrated with Skull and Bones members and they all have an agenda.

Until we break these entities up, we, the people, will NEVER be free from their tyranny. Secret societies are and will always be the downfall of societies throughout the world.

Collateral damage, the rich have to be able to sell their weapons, perfecting them is not on the table, eliminating them is definitely not on the table, how would they afford their yachts, golf courses, and and extended vacations? Not to mention stockpiling their trust funds in order to allow their offspring to continue to perpetuate the injustice as a way to make an easy living.

The weird part to me though is that over the years our secret defense advanced research teams have taken billions and billions of dollars and gone off and done who knows what with it, but then they do come back on deadline with these nonlethal weapons for our approval. And every time, the nonlethal weapons get forbidden to be used, for various reasons.

They made a ray that causes temporary blindness. That would stop a battle right quick, I'd imagine. But in a small percentage of cases, the blindness is permanent. So that's "maiming" people, and against the law. All those people have to die instead. Me, I think even the guys who got permanently blinded would want to be alive. If they thought blindness was an unbearable burden they could always end their lives later on their own terms. But nope, everybody's got to go on using bullets.

What's up with that? That's only one of a whole catalog of weapons we could be using, if we cared to reduce the loss of life in war, all shelved.

What many of you pseudo military supporters fail to realize, is that once this information is released, not only will our troops suffer in the war zones, they will be ridiculed and persecuted here in the United States as well.

There may have been a cover up of these crimes, but there is nothing that suggest to me that this type of behavior was instructed or encouraged, so these are decisions made by military personnel, and I would find them as offensive as I would any perpetrator of a violent sexual crime. I would lose all respect for these soldiers, and their service to our country would be superseded by this blatant disservice to our country's honor.

I too don't believe that that "close look" should be done by the public or the world at this point ! Just as in any criminal investigation, the evidence must be preserved especially if it's to be used as evidence.

What we do know is that some very badddd, shameful chit has happened in our names and we ought to protest that and that that dishonor be investigated thoroughly !

Your comment is gibberish. It sounds as if you have not been following the news, or if you have, that it did not penetrate the knowledge section of your brain. Simple logic would tell you that people don't destroy tapes for no reason; that these photos are indicative of policy (why else would they be taken and be in the CIA's possession?); that Bush-Cheney retroactively sought legal cover for these actions; that preemptive pardons were strongly urged and considered, if not issued (and why should pardons be needed if the actions were legal?); and that anyone who participated in these atrocities on any level should be exposed, investigated, and if found guilty, excluded from decent society by prison or death.

I'm sorry, I hope I didn't give the impression that I don't want an investigation or prosecutions, and I'm certainly not suggesting that torture was not ordered. However, I personally don't want to see any more than I've already seen. These pictures and videos do not sound like entertainment for public consumption. They should be used as evidence in the trials, and should be preserved for such matters.

If it was policy to rape children in front of their mothers, hopefully it will come out in the trials; I don't need to see pictures, and I hope no one here has that desire.

Remember Sessions has stated that the VP's office was where the buck stopped (in other words).

Sincere question : How does exposure of the pictures endanger the troops and our national security ?

These soldiers are already in grave danger by virtue of being sent to the battle fields in Iraq and Afghanistan. Are there "enemy combatants" that are currently keeping their powder dry out of gratitude for our discretion ? Are there plotters out there who are licking their chops because seeing these pictures would give them some strategic info that will help them to breach our national security ?

That doesn't make sense to me. What does make sense is that these pictures may be so horrific that they will force America to take a good long look in the mirror and acknowledge what the rest of the world already knows : We are no longer as great as we think we are, we have ceded our moral authority,and we refuse to hold ourselves to the same standards of decency that we demand of others.

Show pictures and , for example, 1 more person is angry...

So instead of 10 people now there is 11...

There are a couple of reasons:

(1) The pictures do have recruiting value. And if they show the sexual crimes that are alleged to have happened, there will be a severe reaction. The folks in the ME share a lot with their cousins on the other side of the Mediterranean with respect to "honor". An attack on honor requires revenge.

(2) There is a concern that release will re-ignite the Sunni resistance since most of the folks brutalized were Sunnis, We don't want our puppet (shared with Iran) to fall while they still have oil. And this Administration doesn't want to be blamed for "losing" Iraq.

As to your comment about self-image extremely valid. And this may be the most important reason.

A serious inquiry into torture would reveal that

(a) it did not begin under Former President Pan.
(b) it has been part and parcel of our foreign policy tools since 1946
(c) the number of people around the world affected is mind boggling

And so revelation might force a serious examination of who we are versus who we say we are. That could unravel the entire foreign policy of this nation by eroding support at home.

Protecting against that manifest "danger" enjoys broad bipartisan support in this country.
