PHNOM PENH, Cambodia — Khmer Rouge guards killed babies by battering them against trees under an official policy to ensure the children of the brutal Cambodian regime's victims could never take revenge for their parents' deaths, the group's chief jailer testified Monday.

Kaing Guek Eav, alias Duch (pronounced Doik), said he was to blame for the brutal killing of infants as the commander of the Khmer Rouge's notorious S-21 prison in Phnom Penh during the 1970s. As many as 16,000 men, women and children are believed to have been tortured there before being sent to their deaths.

"I am criminally responsible for killing babies, young children and teenagers," Duch, 66, told a U.N.-assisted tribunal. He never mentioned if he had personally carried out such killings. "It was done by my subordinates. I do not blame them because this was under my responsibility."

Duch is being tried by the genocide tribunal for crimes against humanity, war crimes, murder and torture. An estimated 1.7 million Cambodians died under the 1975-79 communist Khmer Rouge regime from forced labor, starvation, medical neglect and executions.

Last year, the tribunal took Duch to S-21 _ which is now a museum _ and the area where prisoners were executed, and he was shown drawings of Khmer Rouge guards swinging babies by their legs and pounding their heads against tree trunks.

"The horrendous images of the babies being smashed against the trees, I didn't recognize it at first," said Duch. But he admitted that after also seeing photographic portraits of children who had been held at the facility, he recalled that such things had happened.

Duch said official Khmer Rouge policy dictated that the detained offspring of prisoners at S-21, also known as Tuol Sleng, must be killed to prevent retaliatory action.

"There is no gain to keep them, and they might take revenge on you," Duch said, reciting the policy that he said he learned from the regime's former defense minister, Son Sen.

It is not known how many young children were killed at S-21. Photographers kept meticulous records of adult prisoners, but pictures were not routinely taken of babies and young prisoners.

Duch denied one of the grisly allegations in the prosecutor's indictment: that children of S-21 prisoners were taken from their parents and dropped from third-floor windows to break their necks. Duch told the tribunal that hurling children from windows would have panicked other prisoners, which would have run contrary to his orders. He said prisoners were supposed to be kept in the dark of their destiny to be killed.

Duch is the first senior Khmer Rouge figure to face trial and the only one to acknowledge responsibility for his actions. Senior leaders Khieu Samphan, Nuon Chea, Ieng Sary and Ieng Sary's wife, Ieng Thirith, are all detained and likely to face trial in the next year or two.

So unbelievably depraved. I can see why people (myself included) wish their was a benevolent God looking out for us. The reality that our children are exposed to in this world we have created is just too harsh to contemplate sometimes.

Im sorry to say, but the Khmere Rouge were not the FIRST men to smash babies. People say they were merely ideological extremists are ignorant of reality.

Men wage war. War pushes men to extremes which defy all humanity, from cannibalism, to fratricide, to genocide.
SE Asia had been at war for decades, going back to French colonial occupation and before that WWII and before that colonization. The Khmer Rouge was a communist party that started in 1950s as part of the communist resistance to French colonial occupation. It was Cambodian response to the instability of the region and the overwhelming powers which caused that local instability, namely Western imperial powers. American bombing campaigns in Cambodia drove the peasantry to support the Khmer Rouge. As well, the communists of Cambodia recieved aid and guidance from N Vietnam and China.
In the end, Khmer policies were to eradicate Western imperial ideas like capitalism and Western intellectualism which they saw as mechanisms by which Westerners gained power in the region. They took their policies to extremes out a the pursuit of ideological purity. So has the West in in more ways than one.

Remember that the Khmer Rouge were communists- atheists with an ideology. So for people who always blame religions for the world's problems, please take note that atheists have the same potential to cause unconscionable violence and suffering.

That's the "They do it too" defense, which is totally void of moral merit. All humans have the potential to inflict violence and suffering, but religion and radical political idiologies of all types provide the motive, rationale and justification.

So what was the radical political ideology which drove America to systemically torture Iraqis? The violent potential of human nature is a reality. But major religions have tempered mankind's potential far more than unleashed it. The development and dominance of the secular ideology in the 19th and 20th centuries resulted in the 20th century being the bloodiest in human history.

Ideological purity for the manmade ideology culminates in the kind of aberrations in human societies. GOP commitment to pure capitalism- deregulation and privatization- resulted in America's worst economic disaster in 80 years and arguably the biggest economic fraud in human history.

That's a good defense. Too bad there are way more examples of religious atrocities then of atheist. Besides there is only one true religion that trumps them all as the cause of the worlds problems. A religion who's power knows no bounds. That religion is the Monetary System where cash is king and you are it's wage slave. But my words are just the words of a godless heathen and should be taken with a grain of salt. Your time might be better spent waging a war, man.

He only recalled the events after being shown drawings? So he had forgotten them? How can anyone forget that? And I don't doubt for a second that babies were dropped from window. If they killed babies the way he admits to, then this, too, must have happened.

Verdict is in; Government of Sri Lanka wants Tamil civilians dead. Sending aid away while there is not enough milk powder for babies or medical supplies for the injured.. hiding behind paper work when their UK embassy and other officials were notified of the mission..

There won't be peace in Sri Lanka until they have freedom of the press, embrace the federal idea, take steps to reform their military/police Re: ethnic tolerance and allow NGO's access to all the IDP camps.

That's all well and good but now, when are Bush and Cheney et. al. going to appear before a tribunal to account for all the babies, teens, women, men, soldiers, Americans, Iraquis that were blown up and shot up and hacked to death because of their decisions and actions.
