WASHINGTON — President Barack Obama assured the nation his recovery plan was on track Monday, scrambling to calm Americans unnerved by unemployment rates still persistently rising nearly four months after he signed the biggest economic stimulus in history.

Obama admitted his own dissatisfaction with the progress but said his administration would ramp up stimulus spending in the coming months. The White House acknowledged it has spent only $44 billion, or 5 percent, of the $787 billion stimulus, but that total has always been expected to rise sharply this summer.

"Now we're in a position to really accelerate," Obama said.

He also repeated an earlier promise to create or save 600,000 jobs by the end of the summer.

Neither the acceleration nor the jobs goal are new. Both represent a White House repackaging of promises and projects to blunt criticism that the effects haven't been worth the historic price tag. And the job estimate is so murky, it can never be verified.

The economy has shed 1.6 million jobs since the stimulus measure was signed in February, far overshadowing White House announcements estimating the effort has saved 150,000 jobs. Public opinion of Obama's handling of the economy has declined along with the jobs data.

For the first time, the administration admitted the economic forecasts it used to sell the stimulus were overly optimistic.

"At the time, our forecast seemed reasonable," Vice President Joe Biden's top economic adviser, Jared Bernstein, said Monday, explaining that the White House underestimated the scope of the recession. "Now, looking back, it was clearly too optimistic."

By now, according to earlier White House economic models, the nation's unemployment rate should be on the decline. The forecasts used to drum up support for the plan projected today's unemployment would be about 8 percent. Instead, it sits at 9.4 percent, the highest in more than 25 years.

Some analysts believe the White House is still not being realistic, that Obama will be lucky if any real job creation from his recovery effort is seen by the end of the year, let alone the employment explosion he predicts.

"I think these estimates are overly optimistic," said Arpitha Bykere, a senior analyst with RGE Monitor.

Obama spoke Monday about "modest progress" in the economy, citing fewer jobs lost last month than expected. He said he hopes to build on that in the months ahead with stimulus programs.

"We've done more than ever, faster than ever, more responsibly than ever, to get the gears of the economy moving again," he said.

But he acknowledged, "I'm not satisfied. We've got more work to do."

Americans apparently agree. Obama's disapproval rating on the economy has risen from 30 percent in February to 42 percent, according to a Gallup poll completed May 31. Sensing weakness on a signature issue of Obama's presidency, congressional Republicans are renewing their criticisms that the stimulus plan has not shown results, only mounting debt.

"This is President Obama's economy, and his administration must provide results and specifics rather than vague descriptions of success that seem to change by the week," House Republican Whip Eric Cantor of Virginia said. "The administration looks dramatically out of touch as they highlight the creation of temporary summer employment in the face of job losses unseen in decades, record unemployment and massive deficits."

By any measure, spending $44 billion in less than four months _ and with unprecedented openness _ is an uncharacteristic feat in Washington: The $44 billion amounts to about 9 percent of the stimulus money that is not going to tax cuts. But the expectations have been even higher.

Several economists said Monday the economy is unlikely to see much boost from the stimulus before next year.

"It takes time to organize projects, to get the bids in, the funds out and the work started," said Nigel Gault, chief U.S. economist at IHS Global Insight.

Obama answered his critics Monday by announcing a list of stimulus projects, including many already previously outlined, saying the work will have a huge affect on the economy this summer.

There is money for expanded health services in local clinics; improvements in national parks and medical centers for veterans; money for police and school jobs; and more than 1,800 public works projects.

Without naming names, Obama shot back at skeptics during the Cabinet meeting.

"Now, I know that there's some who, despite all evidence to the contrary, still don't believe in the necessity and promise of this recovery act."

"And I would suggest to them that they talk to the companies who, because of this plan, scrapped the idea of laying off employees and, in fact, decided to hire employees. Tell that to the Americans who received that unexpected call saying, 'Come back to work.'"

If it were ubiquitous corruption, he would still be able to serve, right?

Anyone can get away with a crime for a while before it gets noticed.

That doesn't mean there there is some sort of consorted effort on the part of guvment.

When Congressman Jefferson was caught with cold cash, he was thrown out by his own party. If this were truly a corrupt guvment, he would still be in power without any problem.


Larry Craig did something wrong and he was charged with a crime. Where was the widespread corruption to hide Larry Craig's secret?

So let me get this right, government can't work because either the people don't know what they're doing, or they're rich corrupt politicians, only looking after their rich friends.

So we should let the corporations take over things because the people who run corporations know what they're doing, and they never mess things up...or we let the corporations take over things, to get these endevors out of the hands of the rich, corrupt politician (who only looks after the rich people) and into the hands of the rich people themselves.

Is that about it?

Since when has a President made our lives better? Name me one government in history that has not ultimately oppressed the people. Wake up! The people we have given this power to are all wealthy career politicians. Their job is to be reelected. They don't represent us. Their rich and we are poor. If this was truly a government by the people then at least half of Congress would be made up of small businessmen or average workers. No. It's the wealthy taking care of their wealthy friends and handing us the bill. Sorry but your Obama God is going to let you down just like every President you have ever known. Who was running around buying up Revolutionary war bonds that had been used to pay off American Patriots for their service to this country at huge discounts?? Didn't the Constitution establish this oppressive government you are railing against??? Isn't it funny how so many anti-government types wind up in the government!!!! And yet the government never goes away. Reagan said government wasn't the solution then he proceeded to do what he considered to be all kinds of good things from the office of President. I am not rich but my customers are. The rich simply being rich provide many jobs and buy a lot of crap that keep people working. Who do you think builds their homes and cars. They also employ most people and give tons to charity. Also they set an example of what you can accomplish if you work hard.

BO owns it now and they have had over 5 months to get this "E.M.E.R.G.E.N.C.Y" funding out where it can help small businesses create jobs. Remember, we were told that if the stimulus bill didn't pass the economy would collapse? I have been one of the loudest supporters of BO but I don't see the sense of urgency in the admin's actions. He is the pres. , the bill passed, what is the problem? Stop flying to New York and Paris to romance your wife and start doing what we hired you to do!

This gov't has been heading this direction for decades and I don't like it. They have been and continue to cater to corporations while We the People pay all the bills. They've been bought and paid for by special interests and this goes beyond party lines.

I understand your justification of the "GWB model" but if you think about it for a second it really doesn't serve your purpose. Would your point be better made if you took the "high road"?

As for President Obama, I choose to believe that he meant all the things he said on the campaign trail but upon arriving in DC he's realized he may have bitten off more than he can chew. I wish him well. The cast of characters that have been picked to assist him are what concerns me. They are mostly recycled and aren't going to be of much help to him. He must feel like a one legged man in an @ss kicking contest.

US socialism will be more onerous
than the Euro variety. Here's why. The Euros have been moving there over the last 100 years. They have an infrastructure in place to deal with some of the downsides. Good mass transit is in place to handle the fact that very few people can afford a car or gas to put in it. The culture and economy is set up to deal with stagflation. Affluence is a closed corporation. As Bialosky noted, only 7 per cent go to university. These are heavily legacy slots. With opportunity so limited, nepotism becomes much more of a factor. Rags to riches is an American phenomenon. Clarence Thomas, Sonia Sotomayor, Colin Powell and Bill Gates have no Euro equivalents i know of.

Since when is replacing our crumbling infrastructure socialism. In the late 50s and early 60s we constructed an interstate highway system. I don't remember anyone calling that socialism. In fact, I don't remember McCarthy once railing against the interstate highway system. But now that it is in place resurfacing it is socialism. Wow, the right really has constructed an alternative universe haven't they??

These figures and stats are so rigged this is very disingenuous...

We need to create 150,000 jobs per month just for those entering the job market...so right now that's a 150,000 job deficit..

Then the 133,000 legal immigrants we are still admitting many of them seeking jobs as well..

That's up to a 283,000 job deficit...per month..!

Then what kind of jobs $8.00 per hour or $12.00 per hour...?

Also there is always the summer job market for kids who work during the summer as I did and so many from lifeguard to landscaping caddying you name it ...painting houses etc...

They know this will occur so this is a cynical and disingenuous shell game by our president who promised change we can believe in..!

Obama has blown a great opportunity and mandate for real change, squandered it...!

He chose the banks over the American people and those who put their faith in him...

I think he is starting to realize he sold his soul to the devil...but it may already be too late...to turn things around..

Remember at any time this President can declare an "Emergency" and Nationalize and order any change or reform of any industry or institution so it best serves the people and our National interest under NSPD-51 and HSPD-20...

With all these prior even distasteful Presidential Directives, almost no President has even had greater very real powers ironically thanks to G.W. Bush..!

Even just hinting that this is on the table if need be, would turn things around...

I support Obama as he is OUR President. That doesn't mean I like everything that he's doing.

I make it a point to refrain from hatred as best I can because in the end, it mostly hurts me so you must have me confused with someone else.

I have been out in my rural community voicing disgust at the waste of our corrupt gov't and warning people of the oncoming tailspin that we now find ourselves in.
Why do you mimick the actions of those you so obviously despise?

It's the Reich-wingers job to dispel anything a Democratic administration does or says. When the Dems are in power they keep the conservative news media and these talk shows ratings stable. In most cases they increase the numbers because a constant stream of negativism sells. Rush Limbaugh states it's his job to des.troy the image of the Democratic party.
