WASHINGTON — President Barack Obama assured the nation his recovery plan was on track Monday, scrambling to calm Americans unnerved by unemployment rates still persistently rising nearly four months after he signed the biggest economic stimulus in history.

Obama admitted his own dissatisfaction with the progress but said his administration would ramp up stimulus spending in the coming months. The White House acknowledged it has spent only $44 billion, or 5 percent, of the $787 billion stimulus, but that total has always been expected to rise sharply this summer.

"Now we're in a position to really accelerate," Obama said.

He also repeated an earlier promise to create or save 600,000 jobs by the end of the summer.

Neither the acceleration nor the jobs goal are new. Both represent a White House repackaging of promises and projects to blunt criticism that the effects haven't been worth the historic price tag. And the job estimate is so murky, it can never be verified.

The economy has shed 1.6 million jobs since the stimulus measure was signed in February, far overshadowing White House announcements estimating the effort has saved 150,000 jobs. Public opinion of Obama's handling of the economy has declined along with the jobs data.

For the first time, the administration admitted the economic forecasts it used to sell the stimulus were overly optimistic.

"At the time, our forecast seemed reasonable," Vice President Joe Biden's top economic adviser, Jared Bernstein, said Monday, explaining that the White House underestimated the scope of the recession. "Now, looking back, it was clearly too optimistic."

By now, according to earlier White House economic models, the nation's unemployment rate should be on the decline. The forecasts used to drum up support for the plan projected today's unemployment would be about 8 percent. Instead, it sits at 9.4 percent, the highest in more than 25 years.

Some analysts believe the White House is still not being realistic, that Obama will be lucky if any real job creation from his recovery effort is seen by the end of the year, let alone the employment explosion he predicts.

"I think these estimates are overly optimistic," said Arpitha Bykere, a senior analyst with RGE Monitor.

Obama spoke Monday about "modest progress" in the economy, citing fewer jobs lost last month than expected. He said he hopes to build on that in the months ahead with stimulus programs.

"We've done more than ever, faster than ever, more responsibly than ever, to get the gears of the economy moving again," he said.

But he acknowledged, "I'm not satisfied. We've got more work to do."

Americans apparently agree. Obama's disapproval rating on the economy has risen from 30 percent in February to 42 percent, according to a Gallup poll completed May 31. Sensing weakness on a signature issue of Obama's presidency, congressional Republicans are renewing their criticisms that the stimulus plan has not shown results, only mounting debt.

"This is President Obama's economy, and his administration must provide results and specifics rather than vague descriptions of success that seem to change by the week," House Republican Whip Eric Cantor of Virginia said. "The administration looks dramatically out of touch as they highlight the creation of temporary summer employment in the face of job losses unseen in decades, record unemployment and massive deficits."

By any measure, spending $44 billion in less than four months _ and with unprecedented openness _ is an uncharacteristic feat in Washington: The $44 billion amounts to about 9 percent of the stimulus money that is not going to tax cuts. But the expectations have been even higher.

Several economists said Monday the economy is unlikely to see much boost from the stimulus before next year.

"It takes time to organize projects, to get the bids in, the funds out and the work started," said Nigel Gault, chief U.S. economist at IHS Global Insight.

Obama answered his critics Monday by announcing a list of stimulus projects, including many already previously outlined, saying the work will have a huge affect on the economy this summer.

There is money for expanded health services in local clinics; improvements in national parks and medical centers for veterans; money for police and school jobs; and more than 1,800 public works projects.

Without naming names, Obama shot back at skeptics during the Cabinet meeting.

"Now, I know that there's some who, despite all evidence to the contrary, still don't believe in the necessity and promise of this recovery act."

"And I would suggest to them that they talk to the companies who, because of this plan, scrapped the idea of laying off employees and, in fact, decided to hire employees. Tell that to the Americans who received that unexpected call saying, 'Come back to work.'"

I am really getting tired of this "SAVE OR CREATE" phrase. Bloomberg is using it in all of his re-election ads too. Why doesn't the press call any of them out on using this phrase? One creates jobs and the other one doesn't. Say you have a 10 million jobs. If you save 600,000 of them at the end you still have 10 million jobs. If you create 600,000 jobs at then end you have 10.6 million jobs. Thats a pretty big distinction to me and to anyone who has a brain. Unless you can actually create some jobs I don't want to hear that phrase again.

If you "had a brain", as you put it, you'd see that NOT losing a job, is the same as creating a new one.

Lets say ANYTOWN USA has full employment- all 100 people.

Company A is preparing them to layoff 50 people. So there WOULD be 50 people unemployed, right? But then they get a contract (funded by the stimulus) and can keep all 50 people employed.

So the stimulus SAVED 50 people from being unemployed. Maybe you think there would be no economic impact by having 50 people now employed who otherwise wouldn't be.. but that is wrong.

The economic impact of those 50 people is EXACTLY the same as if those 50 folks got canned and the stimulus CREATED 50 new jobs instead. There is NO MATHEMATICAL DIFFERENCE if the jobs are lost and then created, or if they are saved in the first place.

"I am and anti-abortion woman.." You are falling into a trap that is the basis for all of this contentiousness. NOBODY is pro-abortion. The issue is choice. The issue is whether it is better to force a woman to follow through on what OTHERS hold as beliefs. I, personally, was unable to justify it as an option FOR ME. But, I was also able to come to terms with the consequence of continuing the pregnancy: the long-term commitment of raising the child, and the acceptance of the sacrifices I would have to make. I was at peace with the choice, because I knew that I was capable of following through, and that I would make a good mother for my child, and that it would be, in the end, a true gift.

When the awful truth a woman faces is that she is neither willing nor able to follow through, it should be respected as legitimate and not second-guessed by others who are in different circumstances. It is as personal a decision as anyone can make, and it is best just left that way.

We'll get 600,000 jobs--or save some part of those, too--over Summer, a 3 month period ending in what, Sept? That leaves us 3 months and a few days to see how many of the 3.5 Million jobs he promised get created or saved by year's end. Unemployment is 9.5% according to the talking heads, but actually much higher, and has been since before bush left office, so it seems their still just playing with the numbers and hoping we don't look.

I know Obama didn't give us a time line on those 3.5 million, so we can't really hold him to some expectation of fulfilling that in any set time. Though if you take the 600,000 he's saying we'll get in the summer quarter and extrapolate, we should hit his 3.5 number in 5-6 quarters, or about Spring of 2010?

Two problems--the economy is still losing jobs on the order of 300-600,000 per month, so even in a best case scenario, his plan barely covers the ongoing losses, and no one is certain that it can go for another year and a half with that many people losing the income that the recovery depends on to succeed.

Hmmm, either that or the money went to the wrong people, like banks. Deficit spending is always a risky thing, especially after 8 years of Bush's Borrow and Spend economics and wars paid for off the books. I don't know if Krugman is right, but I think that encouraging Industry--where the jobs are created--rather than Wall Street, would be a bigger help.

A couple of observations about Obama's job creations, statistics and expectations.
First, the stimulus money is going to jobs that are "shovel ready". Any job that is shovel ready and being paid for by tax dollars already had those funds allocated at least a year ago. I guess we'll pay for it twice and make it twice as good.
Second, Obama's economic team said the unemployment rate would not hit 9% until the end of the year, or the fall at the earliest, without the stimulus plan. We're at 9.4% now and now they're saying the numbers are better than expected since it was only 350,000 plus that lost their job instead of 5 or 6 hundred thousand. If the stimulus plan was supposed to keep the unemployment rate close to 7% and you're at 9.4, how can the numbers be better than expected.
The good news is that he saved tens of thousands of teachers jobs who are now breaking for the summer. That's my man!!

No- it goes to projects that either

A) Would be shelved because they are planned but not FUNDED

or

B) Would have been undertaken much later (perhaps years) after winding their way through a slow funding process.

Please show me where they said that... forecasting numbers WITHOUT the stimulus.

Teachers get paid one of two ways. They either get paid more during the school year (in which case they would have already gotten the benefit) or they get paid through the summer (in which case they are still being paid)... so either way THEY MAKE A ECONOMIC IMPACT ALL YEAR.
