WELLINGTON, New Zealand — The tropical Pacific island nation of Palau announced Wednesday it will accept up to 17 Chinese Muslims who have languished in legal limbo at Guantanamo Bay despite a Pentagon determination that they are not "enemy combatants."

China's Foreign Ministry had no immediate reaction to the decision by Palau to grant Washington's request to resettle the detainees from China's Uighur minority who had been incarcerated at the U.S. Navy base in Cuba. Palau is one of a handful of countries that does not recognize China and maintains diplomatic relations with Taiwan.

President Johnson Toribiong said Palau was accepting the detainees "as a humanitarian gesture" intended to help them restart their lives. His archipelago, with a population of about 20,000, will accept up to 17 of the detainees subject to periodic review, Toribiong said in a statement released to The Associated Press.

"This is but a small thing we can do to thank our best friend and ally for all it has done for Palau," he said.

A former U.S. trust territory in the Pacific, Palau has retained close ties with the United States since independence in 1994 when it signed a Free Compact of Association with the U.S.

While it is independent, it relies heavily on U.S. aid and is dependent on the United States for its defense. Native-born Palauans are allowed to enter the United States without passports or visas.

The Obama administration sought a solution for the detainees after facing fierce congressional opposition to releasing them on U.S. soil despite a Pentagon determination that they were not "enemy combatants."

Palau, made up of eight main islands plus more than 250 islets, is best known for diving and tourism and is located some 500 miles (800 kilometers) east of the Philippines in the Pacific Ocean.

A federal judge last year ordered the Uighur detainees released into the United States after the Pentagon determined they were not "enemy combatants." But an appeals court halted the order, and they have been in legal limbo ever since.

U.S. officials have not said publicly where the detainees might be sent, but said privately that Palau was a prime candidate for their relocation.

Asked Tuesday about discussions with Palau on the Uighurs, State Department spokesman Ian Kelly declined to comment beyond saying the U.S. is "working closely with our friends and allies regarding resettlement" of detainees at Guantanamo.

Two U.S. officials, who spoke on condition of anonymity, said the U.S. was prepared to give Palau up to $200 million in development, budget support and other assistance in return for accepting the Uighurs and as part of a mutual defense and cooperation treaty that is due to be renegotiated this year.

The U.S. would not send the Uighurs back to China for fear they will be tortured or executed. Beijing says Uighur insurgents are leading an Islamic separatist movement in China's far west and wants those held at Guantanamo to be returned to China.

In 2006, Albania accepted five Uighur detainees from Guantanamo but has since balked at taking others, partly for fear of diplomatic repercussions from China.

The State Department said last week that Daniel Fried, the career diplomat who was named earlier this year to oversee Guantanamo's closure, had visited Palau but offered no details on his mission. Fried has been negotiating with third countries to accept many of the Guantanamo detainees.

Australia and Germany already have Uighur populations, making those countries obvious candidates.

Australia recently agreed to review a request to accept some Uighurs, after twice rejecting it from the United States. Germany has been reluctant to accept any detainees unless the United States takes some, too.

A lot of the commentary on Palau has been very jokey, like who are these people, as though they live isolated in a tropical paradise with no connection to war. In reality they are suffering a higher fatal casualty rate in the war in Iraq, by far, than the U.S.

For $12,000,000 apiece, these men will be allowed to live (?) on an island considered to be at great risk due to global climate change. The 21,000 population (spread across several islands) lives at a subsistance level, with inadequate fresh water, limited agriculture and fishing. Most of the younger men leave by enlisting in the US armed forces. The islands are just outside the hurricane belt -- they get hit regularly, however. The population does not, in general, speak English or Chinese, nor does it offer the detainees any hope of finding members of their own religion.

The detainees will not have access to advanced medicine or psychiatric assistance. The excessive monies that will transfer with them will not be available for their use. They will not be allowed to contact their families.

Now, what was that quote from Reverend Wright?

Wrong, wrong and wrong, Oregonbird. My wife and children are Palauan, and we go back quite a bit from the Northwest. They do not get hit regularly by typhoons (as they are called on the other side of the world) as Guam does. Everyone speaks English as well as Palauan, and there are many Chinese, as well as quite a few Banglideshi and Nepalese Muslims. Some of the island's young men join the military, but many more go to colleges across the country.

Well, at least you spelled Rev. Wright's name correctly. Go figure!

This is a disgrace. These men are innocent and have been wrongly imprisoned. A federal judge said that they should be freed and released in the U.S. The Uighuri population in Northern Virginia has offered to take them in and help them find homes and jobs. Yet again the Obama administration is continuing the evil ways of the Bush era and acting on the wrong side of history and the law. Shame on the administration, shame on Palau and shame on the American people for allowing this to happen.

They had a tribunal in 2004. They admitted to training in al Qaeda terror camps at Tora Bora. They asked for sympathy, and explained they were not planing terror attacks agauinst the US, but only against China. However, there are Chinese Uighurs fighting with Taliban in Pakistan.

The US and Obama do know these are al Qaeda trained terrorists.

Late 2003: The Pentagon quietly decided that seven of the Uyghurs detained were considered enemy combatants and 15 could be released, according to a Washington Post report in 2005. Five that were deemed eligible for release were simply in the wrong place at the wrong time, picked up by bounty hunters in Pakistan for cash from the United States. The other ten were determined to be low-risk detainees with beef with China, not the United States.

At some point the Government is going to have to take some of their responsibilities serious and start doing the right thing for some of these unfortunate people guilty of nothing and victims of the Bush crime family.

Obama's smooth talking is definitely working on some of the populations world wide but there is a huge segment of the world's population where past deeds will never be forgotten or forgiven.

For most of the Conservative trolls on these blogs that likely won't matter as they will probably never venture far from their respective trailer parks but my concern is for normal Americans that travel overseas and become vulnerable to those whose lives will likely be dedicated to revenge. To not consider this as a reality is to bury your head in the sand.

Of course I would give you more credit than that, I have shared your perspectives and enjoyed your insight often times on this and many other subjects in the past. Still, the solution of "Get Out of Afg. Now" is unreasonable and unattainable. It's akin to closing the barn door subsequent to the horse exiting the barn. As some of you know my pic is a depiction of my only child who served six years in these political atr0cities and remains on the shortlist of "ready to serve" should our govt decides his service status needs to be changed. You need never ask me where I stand on the issue as I have a personal stake in the cause. I just would prefer we keep the debate rational and realistic, as difficult as the opposing side makes that sometimes.
