UNITED NATIONS — Former U.S. President Bill Clinton said Monday that Israeli Prime Minister Benjamin Netanyahu's tough terms for a Palestinian peace deal are just the opening moves in a drama that will have a few more acts.

Clinton said it was a good thing that Netanyahu, who leads a hardline coalition, went on the record in support of "any sort of two-state solution."

A week after President Barack Obama addressed the Muslim world and strongly reiterated U.S. backing for independent Israeli and Palestinian states living side by side in peace, Netanyahu endorsed Sunday an independent Palestinian state beside Israel for the first time.

Netanyahu had previously refused to agree to negotiate a two-state solution, reversing the position of the previous Israeli government, which backed the road map to Mideast peace unveiled by the United Nations, the United States, the European Union and Russia in 2003.

But Netanyahu attached conditions that were immediately rejected by the Palestinians _ including recognition of Israel as the Jewish state, essentially means Palestinians refugees must give up their goal of returning to Israel. He insisted that a Palestinian state be demilitarized, and demanded that Jerusalem remain the capital of Israel. He also refused to freeze Israeli settlements in the West Bank, as the U.S. is demanding.

"Based on my experience with Mr. Netanyahu, he did what he thought he had to do to keep the ball rolling and not completely alienate the United States initiative," Clinton told reporters at the end of a news conference on his new role as the U.N. special advisor on Haiti.

"This is the opening play," he said. "This is his response to the Obama administration's first move."

"It's just the beginning, and it's a drama that will have a few more acts," Clinton said.

Reporters burst into laughter when Clinton said he hadn't gotten his talking points from the U.S. State Department and was speaking only for himself. His wife, Hillary Rodham Clinton, is secretary of state.

Clinton, as president, brokered Israeli-Palestinian peace talks in Maryland in 1998, at Camp David in July 2000, and in Taba, Egypt, in January 2001 _ all to no avail.

He said Netanyahu's proposal on Sunday was "completely unacceptable" to the Fatah-led Palestinian government, which controls the West Bank and would not lead the rival Hamas faction, which controls the Gaza Strip, "to give up violence and try to join the coalition government."

Israeli and Palestinian politics are also "more fractured" than they were during his presidency from 1993 to 2001, Clinton said. "So we're a long way from where we need to be," he said.

On the other hand, the Saudi peace initiative proposed by King Abdullah in 2002 and relaunched in 2007 "has the support of the entire Arab world _ save Syria _ and other Muslim countries."

It offers pan-Arab recognition of Israel in exchange for the return of Arab lands captured by Israel in the 1967 Mideast war.

Clinton said Obama, his secretary of state, and Mideast envoy George Mitchell "are basically taking the right position in trying to work through this in the right way."

"What would have been a disaster is if Netanyahu had not endorsed the possibility of a two-state solution," Clinton said.

Sorry, typo:

Keep in mind that these figures don't reflect the increases during the Bush years.
Does anyone think this is justified?

It's the opening gambit in a process that will consume eight years and accomplish nothing. Bibi will consider it a victory.

Israel should exist .. Palestine shoud exist ! When you remove yourself from my home, you know, mutually respected boarders, then we can talk about PEACE !

The fact is that Israel has existed with the assistance of our hard earned tax dollars, and they have done that with disparate treatment ! The U.N. can be enticed to render & enforce sanctions upon all those nations who act outside of world societal norms ... However, Israel has been allowed to totally ignore all U.N. resolutions with impunity ... why is that !???

I just wish we never got involved with this nonsense in the first place. I support neither side. I think both sides have done some truly awful things. Jewish settlers gave no thought whatsoever to the people who were already inhabiting the region when Britain gave them Israel out of 1/4 guilt and 3/4 not wanting poor European refuges flooding England.

Many founding Israelis just went in with a grandiose sense of self-entitlement despite the fact that the land hadn't been "theirs" in two thousand years. They've also committed egregious atrocities in the name of fighting their enemies and however justified acting may have been they carried it too far.

But as for the Palestinians, I can't abide by any group who carries out indiscriminate bombing campaigns no matter how bad things are. Colonialists and early government here treated the natives much worse than Israel has the Palestinians but I'd still be outraged if a group of modern day Apaches just mowed down our entire Olympics team, innocent athletes who had nothing to do with their cause whatsoever. Many Palestinian groups have actively made things worse and made their cause horribly unsympathetic and then wonder why more countries don't support them.

In the end neither side is "right" or "good" and I don't know that there is a way to work it out. It's like the abortion debate times a million. We shouldn't be involved. It's not like it's gotten us anything outside of a gigantic bullseye.

At least the Israeli's have options. Most have a decent living and freedom
and education. If they don't like Israel they can leave. Non of the above
is true for most Palestinians.

Good point. How many Palestinians have been allowed to emigrate to the US during the past year?

I think Bill is right, this is just an opening gambit. That's how any any bargaining is done and they have been doing it in the middle east for generations. The fact that Netanyahu is even willing to make such a statement is pretty momentous for him. It makes me wonder if there is a little arm-twisting going on-after all, Obama has made it pretty clear he does not intend to continue Bush's "Israel First" policy-and the US gets a staggering amount of money from the US. I don't think most Americans know just how much of our tax revenue is going to Israel-and how it's being used. It would enrage most people if they knew.

I'm sure Obama has talked to Bibi...
Israel has brought it's conditions to the table...now it's up to the Arabs and Palestinians to bring what they want and will compromise on.
Baby steps.

Oh this is rich. Very ridiculous "....has brought its conditions to the table....".this is so funny.

Israel will pay dearly for everything it has done to the Palestinian people. It's just a matter of time before the world community will sternly rebuke Israel for its grotesque policies in the middle east. The best thing to happen to the Palestinians is to have a jerk like Netanyahu who can't see further than his own interests, and will therefore tip the glass of water. That is all that is needed. It's just a matter of time.

Israel is the Master of Manipulation, Conspiracies, Deception, therefore don't be too hopeful. Just pay your taxes, send 3 billion to Israel so that they get free health care and other freebies while we DON'T get free healthcare and are drowning in debt.

Netanyahu & Lieberman are STILL a disaster; there will be no progress toward peace until they are ousted and replaced with people actually interested in securing peace for Israel, rather than conducting a war of conquest against Palestine. That may never happen because there may not actually BE any people like that in Israel. All we can see from here are gangsters, racists and hate mongers, but we can still hope for change.

That's always been the problem with Israeli politics... They keep recycling the same leaders... and therefore the same foolish ideas from 20-30 years ago.

And, perhaps in Iran !!!!

I have been watching American media coverage of Bibi Yahu's speech yesterday and all I heard was "Israel endorses Palestinian state!" and that's it. Hardly anything about the ridiculous conditions and how this so-called endorsement is actually NOT even endorsement of a sovereign independent Palestinian state but rather an endorsement of a restricting ghetto.

Watch this get spun around in the media to make it look like the Palestinians are being unreasonable even after Israel offered them a state of their own and that nothing will satisfy those good-for-nothing people.

The opening act sucked. Get on with the 2nd act and it better be good!

This is true, at least of the MSM. They aired Netanyahu's disappointment with the refusal and of course implied that the Palestinians were not interested tin the peace process-but I have yet to hear one word about just what the offer was-other than they objected to the Palesitnians having an army. If it weren't for the internet nobody would know the truth of the matter. AND I wish the media would have the stones to let the American people know just how much Israel is costing them.

Baby steps.

I was appalled by it too. what can we do about it ?

U.S media reporting on anything that relate to Israel is biased to the point of stupidity.

They don't ask Israeli officials the tough questions or question the hypocrisy of their comments.

The netanyahu speech was a complete rejection of the U.S plan to establish a free Palestinian state.
Yet, you will never hear or see a wide-ranging, broad discussion of the speech in the U.S.

The Netanyahu speech was full of re-runs of how Israel is justifying the occupation of Palestine.

will the U.S media make the headline ,, "ISRAEL REJECTED PRESIDENT OBAMA'S TWO-STATE SOLUTION."

you will never see that; the reason why ; dig deep and find out.
