BERLIN — It's past midnight in downtown Berlin, and the prostitutes pace in front of the Hackescher Markt's stores. Signs of a slow economy are everywhere _ a sportswear store offers 40 percent markdowns, and bars advertise discounted drinks.

Like so many other businesses, Europe's largest legalized prostitution industry is having to adapt to the economic downturn. Customers are fewer or more frugal, competition has increased, and more clubs and brothels are offering discounts to drum up business.

Since late 2008, the number of English and American tourists has dropped and the street dynamic has changed, according to one prostitute in her mid-20s who requested anonymity because she did not want her family to know her profession. She still gets customers, she said, but they no longer pay for the extras.

"We have to be a lot more aggressive now," said the woman, wearing pink jeans and a black corset, who has worked the area for three years. "The customers used to come straight to you. Now they don't ask you as much."

Nevertheless, she said, the prostitutes in the area have been sticking to a set minimum price _ about euro80 ($110) for sex.

"If he doesn't pay our prices then he can't go home with me," she said, putting her hands on her hips. "That simple."

Prostitution is legal in Germany, with the same rights and benefits as other professions, such as health and unemployment insurance. There are about 450,000 prostitutes nationwide, according to 2008 numbers, with 10,000 in Berlin. Streetwalkers like those in the Hackescher Markt make up only about 3 percent, with the remaining 97 percent working in brothels, massage parlors or out of private residences.

Though the demand for prostitutes' services remains strong, the supply has increased as more people lose their jobs and turn to the profession, said Marion Detlefs, of the German prostitution advocacy group Hydra. The result is increased competition, she said.

In response, clubs and brothels are increasingly marketing themselves either as high-class, exclusive spas, or as bargain basements of delight.

The capital's biggest bordello, Artemis, is one of the former, with a wide variety of attractions. For an entry fee of euro80, guests gain access to a gym, free buffet, a pool and two erotic cinemas. The sex costs extra _ euro60 ($83) for 30 minutes, with set prices for a variety of other sexual services. On any given day, the bordello has 60 to 90 women working, said manager Vanessa Rahn.

Jenna, 30, a soft-spoken bottle blonde who works there, left a job in hotel hospitality to become a prostitute two years ago.

"It wasn't a very fun job, and I wanted to try something more interesting and fun," she said, requesting that her last name not be used.

Jenna said she hasn't seen a decrease in the number of her daily customers _ usually about 10 men _ but they have grown increasingly frugal. She also noted a drop in businessmen customers as fewer attend meetings at a nearby conference center.

"This is what the girls have been complaining about," Rahn said. "The number of customers is pretty much the same, but men only go once or twice to rooms, not three or four times, like before."

However, Artemis is working hard at bringing in customers through incentives such as discount cards and lowered prices for taxi drivers and senior citizens. The incentives have meant an increase in the number of regular customers, Rahn said.

At the other end of the spectrum is Berlin's Pussy Club bordello, which has branches in Heidelberg and Wuppertal.

It opened in mid-2008 with a focus on the discount-minded customer, offering an "all you can sex" flat-rate. For between euro70 and euro100, depending upon the time of day, customers can enjoy any sexual services with an unlimited number of women. For their work, the women are also paid a flat-rate wage.

"All the girls get a daily wage of euro100 to euro250 ($140 to $347), so they don't have to worry about money, which is good in this working atmosphere," manager Patricia Floreiou said in an e-mailed reply to questions. She noted a steady increase in applications since the Pussy Club's opening, attributing this in part to the bordello's flat-rate salary. "Many women in other clubs aren't earning enough anymore, and we offer steady, secure money."

Floreiou said the pricing structure has helped the bordello avoid any problems, despite the global market downturn, and that the number of customers has not gone down.

Back in Hackescher Markt, the American-German prostitute said she was thinking of a change in location, as she bent down to retie the laces on knee-high black patent leather boots with five-inch platform heels. She is planning to head soon to the U.S. to work in East Coast strip clubs, saying there was still ample work there, as well.

"I make more in one night just dancing than on the streets here," she said.

Artemis' Jenna, meanwhile, said she will eventually return to the quieter life working for hotels, but that she is in no rush to leave the high pay and dependability of prostitution.

"This type of job will always be in existence," she said. "People will always have money for fun."

Take back the trillions of $$$ given to the banks, who just sit on it and make it totally ineffective then start government incentive to create realistic industries that give employment and generate real productive income, some of which would hopefully be from exports.

Every other country, especially China and most of Europe have goverment incentives to protect it's industries. No matter what you call it it's a form of protectionism and its inevitable. We should stop being naive and take care of our own house. The only ones who win if we don't are the multinational corporations who don't care where they get their hand out.

This is bad news to the extent it drives people into human trafficking, whether as trafficked victims, traffickers, or "consumers" of trafficked persons. Huge and growing problem - see the 2009 US State Dept report at http://www.state.gov/g/tip/rls/tiprpt/2009/index.htm . Please share this information, since one of the greatest obstacles is lack of awareness. I don't know how many of Germany's reported 450,000 prostitutes are trafficked, but it's got to be a significant number - even one would be too many.
According to the 2009 report, although Germany's government is among the leaders in fighting trafficking, "Germany is a transit and destination country for men and women trafficked for the purposes of commercial sexual exploitation and forced labor. Victims were trafficked to Germany from other parts of Europe, Africa (primarily Nigeria), Asia, and the Western Hemisphere. Approximately one-quarter of sex trafficking victims were German nationals trafficked within the country. In 2007, the latest year for available trafficking statistics, declines in the number of Czech, Romanian, and Polish victims were observed as well as increases in the number of Bulgarian, Hungarian, and Nigerian victims. Twelve
percent of trafficking victims were younger than 18 years old. The majority of identified sex trafficking victims were exploited in bars and brothels. Reported incidents of forced labor occurred mainly in restaurants, catering, and the domestic work and agriculture sectors."

Trafficking is false justification to continue prohibiting prostitution in the US, or to increase its combat globally. Try to apply critical thinking and analytical skills to understand the issue, or objectively consider it.

Human Trafficking is a terrible thing. The vast majority of those trafficked are trafficked for manual labor. But, some are trafficked for forced prostitution. Germany may be a TRANSIT point for trafficked persons for prostitution. However, you make an unsubstantiated and inaccurate leap, that is common for folks that don't understand the issue, and haven't lived in such countries, or experienced the different systems you're freely commenting on. That being that trafficked persons in large numbers populate German brothels.

The truth is, very few if any trafficked persons populate German, or Dutch, or any other legal prostitution country's legal and regulated brothels. Why, because prostitution is LEGAL. It is regulated and taxed. Providers must be and are registered to work-need a card (prevents underage and trafficking), providers are tested for diseases and drugs, are unionized, and provided all social benefits including health insurance-see article.

Most trafficked sex slaves end up working in countries that outlaw and prohibit prostitution, where it is underground, with strong organized crime influence. Like Isreal, the US, the middle East. Or, in former USSR countries where the social custom is accomodating, but the legal and regulatory framework is not in place.

Human trafficking is a perfect reason to legalize, and regulate prostitution as in Holland and Germany. Not the inverse.

First, let's be clear about what I said (and did not say) and what the report said. I said that one trafficked person would be too many. I did not say anything about a relationship between legalization of prostitution and human trafficking, although I noted that Germany reportedly is a leader in combating trafficking, which might indicate a positive relationship, as you suggest.

The report said that "Approximately one-quarter of sex trafficking victims were German nationals trafficked within the country. ... Twelve percent of trafficking victims were younger than 18 years old. The majority of identified sex trafficking victims were exploited in bars and brothels." That sounds like there's a substantial number of victims including German nationals, although it's hard to tell if that is a substantial percentage of prostitutes working in Germany.

That said, my point was not to condemn or even express a position on legalized prostitution. Although it may very well be that criminalization leads to trafficking in the same way that prohibition led to greater illegal use of alchohol and the "war on drugs" led to highly profitable and illegal trafficking of drugs in the US, I'm not expressing a position on that issue. I'm simply trying to point out that plenty of sex workers are trafficked persons, and since trafficking is the fastest growing criminal enterprise, our own humanity demands that we be on the lookout for such victims and find out what we can do to help them and reduce their numbers.

"Say, how's that war on drugs working for you?"

That's really the first thing that comes to mind. I am getting your point, however, the only way to stop drug use and human trafficking is to get all of this out in the open. The prostitutes we are talking about in this article are not part of trafficking. Are many of them abused women? Absolutely. Is prostitution a problem for society? Absolutely. But since it is a problem, it's better to give it a monthly (or weekly) medical checkup than to let it spread STDs all over the place.

The trafficked women in Germany do exist and they are being forced to prostitution for far lower amounts of money than what the women in the article earn. In addition to that there is the "interest" in the pedophile scene for young girls and boys. That's the hardcore crime part and it needs to be prosecuted.
