WASHINGTON — Lamenting his first teenage cigarette, President Barack Obama ruefully admitted on Monday that he's spent his adult life fighting the habit. Then he signed the nation's toughest anti-smoking law, aiming to keep thousands of other teens from getting hooked.

Obama praised the historic legislation, which gives the Food and Drug Administration unprecedented authority to regulate what goes into tobacco products, to make public the ingredients and to prohibit marketing campaigns geared toward children.

But he didn't say how his own struggle was coming since he moved into the White House. And aides were no more forthcoming.

As senator, candidate and now president, Obama has veered between frank and cagey about his personal battle with smoking.

He promised his wife, Michelle, more than two years ago that he would quit if she let him seek the White House.

He has often acknowledged since that he has "fallen off the wagon." But he hardly ever provides specifics. And though White House aides pack nicotine gum in their jackets to help him resist, they also refuse to give a clear answer to the question of whether the president still sneaks a smoke now and again.

"I hate it," Michelle Obama told CBS' "60 Minutes" during the presidential campaign's early days. "That's why he doesn't do it anymore, I'm proud to say. I outed him _ I'm the one who outed him on the smoking. That was one of my prerequisites for, you know, entering this race is that, you know, he couldn't be a smoking president."

During Obama's two-year White House bid, he was known to occasionally bum a cigarette from a staff member _ while also making sure to emphasize his efforts to stop for good and his progress from his onetime five-smoke-a-day average.

During Monday's bill signing, Obama focused on how the new law would help keep future generations of kids away from the dangerous habit. The president mentioned his own experience very briefly _ just 30 words.

Almost 90 percent of people who smoke began at 18 or younger, he said.

"I know. I was one of these teenagers," he said. "And so I know how difficult it can be to break this habit when it's been with you for a long time."

And then he went back to the merits of the bill and the shortcomings of the tobacco industry, which he accused of targeting young people. One key provision in the new law bans candy-flavored cigarettes and the use of other flavored smokes that might appeal to teenagers. Ads aimed at young people also are banned.

Aides refused to elaborate on his own situation.

White House press secretary Robert Gibbs said he hadn't asked Obama about his smoking and made plain that he didn't plan to. The presidential spokesman stuck to vague language that left the impression Obama still occasionally falls off the wagon, but he did not say so directly.

"I don't, honestly, see the need to get a whole lot more specific than the fact that it's a continuing struggle," Gibbs said. "He struggles with it every day."

Still, it's not as if Obama was ever even a pack-a-day puffer.

"I've never been a heavy smoker," Obama told The Chicago Tribune in 2007. "I've quit periodically over the last several years. I've got an ironclad demand from my wife that in the stresses of the campaign I don't succumb. I've been chewing Nicorette strenuously."

Antismoking Bill, what a JOKE!!
Stopping the sale of lollies that look like smokes awill do JACK.
Kids start smoking because of group peer pressure and being around smokers like their parents.
Again another worthless bill that still protects another industry. Smoking is a massive business and kills millions worldwide, creates billions for the cancer industry and cripples health funding.
Again Obama looks after industry, what else would you expect from this Corporate protector.

Is this the kind of progressive legislation we've been waiting for?

What about all the pesticides in my food, or the carbon dioxide in my air, or the mercury in my water. People are such hypocrites. Everybody rags on smoking but is silent on the many other serious things that threaten us each day.

Why hasn't Obama strengthened the Clean Air Act? the Clean Water Act? shut down coal plants? passed anti-pesticides laws? I love strawberries that have been sprayed with altrazine!!!! MMM, yummy.

The FDA and this legislation is a joke.

Low hanging fruit first?

I am reminded of Billy Holiday -- "The difficult I'll do right now...the impossible will take a little while,"

I feel your frustration at the ways and means of a political system too self-interested to embrace rapid change. Much is broken and has been for decades -- see American education system, see corporate greed hurting the aggregate (Goldman Sachs is handing out bonuses I hear -- good thing they hedged their bets with those credit default swaps and the anticipated public bailout of too big to fail AIG with public money). Can you say S&L McCain and Bush? Is it a realistic expectation that the president can change the dirty water of the swamp of American politics in five months? Is it a realistic expectation for the president to rise above the system that created him -- his vast potential and good intentions not withstanding?

Look to those receiving help to determine what constituency is priority.

The only thing that is going to bring about radical change in this system is a radicalized engaged electorate that refuses to be quiet, refuses to stand down, refuses to go away...one that camps out on the streets of Washington and shuts that city down until real meaningful change transpires. Until then, get used to the picking off of low hanging fruit to pacify the masses. As unemployment rises maybe that will free more people up for the sort of mass dissent that begets fearful politicians which will beget change. As it stands now, many in Washington are too comfy for change.

We have all these pesticides, growth hormones, various carcinogens and mutagens in our food that no one in the FDA or government seems to care about. This smoking bill is insignificant compared to that THREAT. As for the environment, there was an article earlier about Obama secretly meeting with Coal executives over his "clean coal" policy. Everyone knows "clean coal" doesn't exist! I agree with you completely, this legislation is a joke.

When I was a kid we had one fat kid in our class. Now that I'm old and fat - I seem to have the same figure as most kids.
Kill the High fructose "corn" syrup and other additives and insecticides they are killing us. The FDA is worthless against these huge companies.

Other laws that are going to be passed by President Obama.

No Work- Work causes stress, therefore it is bad for you. So everyone just gets a paycheck

No Drinking- Drinking causes liver damage, so everyone just has to drink water.

No Negative Comments To Others- Saying negative things to people can cause low self-esteem. Low self-esteem leads to suicide.

No Walking or Running- Walking and running can lead to shin splints and if you hurt yourself bad you can break bones, this is bad for you.

I support Obama, but he's one smoke over the line on this one.

Besides, last I checked, smoking fruit-flavored nargilla from a hookah is healthier than my old favorite Win**on Lights, which would still be legal.

There's something seriously irresponsible with anyone who with young children who chooses to shorten his live by smoking cigarettes. Especially with all the help and aids available to help quit. If this were the 1940s and we didn't know the dangers of tobacco maybe, but we all know exactly how bad cigarettes are. Very weak personality.

The real issue:

Why must we always forcibly dissuade companies from preying on us? All the regulation in the world won't prevent Big Tobacco or other insidious enterprises from attempting to make a buck at the cost of the health, welfare or sanity of the public. They will always find a loophole. They will always find a way...

True. This problem is becoming pervasive. Stop trying to pass the buck and do your job as a parent. There are bad words out there, and violent movies and video games, and a whole lot of products and information that it is reasonable to keep away from children. Here's the catch, though...t­hat's your job as a parent. The world doesn't revolve around your child, and the government is not here to eliminate any potential dangers and obstacles just because you are unable or unwilling to fulfill your responsibility as a parent by instilling some responsibility in your child.

Another example of second tier legislation, like the proposed consumer protection, meant to distract us from the fact that Obama is not accomplishing anything major. By major I mean the economy and specifically help to Main Street not Wall Street, re-regulation, the wars, the war crimes, civil liberties, health care reform, and he hasn't even touched education. My town is going to cut the class week down from 5 to 4 days because of lack of funds.
