WASHINGTON — Lamenting his first teenage cigarette, President Barack Obama ruefully admitted on Monday that he's spent his adult life fighting the habit. Then he signed the nation's toughest anti-smoking law, aiming to keep thousands of other teens from getting hooked.

Obama praised the historic legislation, which gives the Food and Drug Administration unprecedented authority to regulate what goes into tobacco products, to make public the ingredients and to prohibit marketing campaigns geared toward children.

But he didn't say how his own struggle was coming since he moved into the White House. And aides were no more forthcoming.

As senator, candidate and now president, Obama has veered between frank and cagey about his personal battle with smoking.

He promised his wife, Michelle, more than two years ago that he would quit if she let him seek the White House.

He has often acknowledged since that he has "fallen off the wagon." But he hardly ever provides specifics. And though White House aides pack nicotine gum in their jackets to help him resist, they also refuse to give a clear answer to the question of whether the president still sneaks a smoke now and again.

"I hate it," Michelle Obama told CBS' "60 Minutes" during the presidential campaign's early days. "That's why he doesn't do it anymore, I'm proud to say. I outed him _ I'm the one who outed him on the smoking. That was one of my prerequisites for, you know, entering this race is that, you know, he couldn't be a smoking president."

Well, not exactly.

During Obama's two-year White House bid, he was known to occasionally bum a cigarette from a staff member _ while also making sure to emphasize his efforts to stop for good and his progress from his onetime five-smoke-a-day average.

During Monday's bill signing, Obama focused on how the new law would help keep future generations of kids away from the dangerous habit. The president mentioned his own experience very briefly _ just 30 words.

Almost 90 percent of people who smoke began at 18 or younger, he said.

"I know. I was one of these teenagers," he said. "And so I know how difficult it can be to break this habit when it's been with you for a long time."

And then he went back to the merits of the bill and the shortcomings of the tobacco industry, which he accused of targeting young people. One key provision in the new law bans candy-flavored cigarettes and the use of other flavored smokes that might appeal to teenagers. Ads aimed at young people also are banned.

Aides refused to elaborate on his own situation.

White House press secretary Robert Gibbs said he hadn't asked Obama about his smoking and made plain that he didn't plan to. The presidential spokesman stuck to vague language that left the impression Obama still occasionally falls off the wagon, but he did not say so directly.

"I don't, honestly, see the need to get a whole lot more specific than the fact that it's a continuing struggle," Gibbs said. "He struggles with it every day."

Still, it's not as if Obama was ever even a pack-a-day puffer.

"I've never been a heavy smoker," Obama told The Chicago Tribune in 2007. "I've quit periodically over the last several years. I've got an ironclad demand from my wife that in the stresses of the campaign I don't succumb. I've been chewing Nicorette strenuously."

I think that giving control of tobacco to a group of people that are currently trying to ban Cheerios cereal as a drug is crazy! They are likely to do something stupid like ban healthier options for smokers such as light flavored cigarettes, smokeless products, and electronic cigarettes (for more information on electronic cigarettes visit www.invisismoke.com)

Amazing! Have leftists all been brainwashed by Ron Paul or something? Since when did pot legalization translate into deregulated markets entirely?

This is great news! The FDA finally has some control over tobacco products! Liberals have been trying for DECADES to get past the tobacco lobby influence and now that it happens, I hear cries of free market stifling! This is NOT criminalization, this is much needed regulation for a dangerous and misleading product and is what I expect from a Democratic controlled congress.

Andy, I don't believe they will make cigarettes safe but any progress towards breaking up the big tobacco influence is OK in my book. Now that you mention it, your probably right, it's not ENOUGH to do what they're doing, Obama isn't liberal enough.

And just because I don't believe in your absurd libertarian ideas doesn't mean I'm confused, it just means I disagree. But the Paul-ites aren't interested in nuance and conversation, just bluntly yelling ANARCHO-CAPITALISM WOOO!!

The regulators haven't regulated anything in a long time. Our toothpaste, pet food, and peanut butter were'nt regulated. They sold kids MDMA in toys, for F#ck's sake! If they aren't going to regulate what they are supposed to regulate, why should we give them more work to do (and expect them to actually do it). This is exactly what cigarette lobbyists want. Less nicotine means more cigarettes sold. Can we all just wake-up to the way our corporatocracy works?? As a smoker, at least I get to choose my way out of this mortal coil. All the non-smokers can live a long life of poverty and broken hips while they watch our leaders screw up our once-great country through greed and religious idiocy. I'll be laughing at them from my early grave.

I smoked for 30 years and then quit about 15 years ago. I watched my father, a doctor, smoke himself to death.....tethered to an oxygen tank 24X7.....struggling for each breath.

If you smoke....QUIT.....it's slow motion suicide.

I applaud anything that will curb or halt this awful habit/product/addiction .
it really is insane..sticking leaves in your mouth, lighting them and inhaling!
not to mention all the added chemicals

Smoking caused my dad to have 2 heart attacks in his 40's (he survived, was one of the first to have bypass surgery in 1969)
and my mom to die of lung cancer @ 58 !!!

i am so sad my son smokes..he has 3 young children..I am so afraid something awful will happen

My Grandmother chain smoked for 70 years. Died at 85 from a stroke. My aunt never smoked and would never be near a smoker her entire like and she died at 72 from lung cancer. These people who claim how smoking will kill you and it should be banned to save us simply don't like the smell and want to pass laws to control us.

My maternal grandparents smoked for over 50 years, my grandmother over 2 packs a day - neither of them ever got cancer.

My Dad (a non-smoker) died of lung cancer. I believe that working in a small space with a chain smoker for over 30 years contributed to that.

You know not everyone who smokes wants to quit. For example I smoke a pack of Swisher Sweets a week and quite enjoy it. I also smoke flavored hookah tobacco which I am afraid will be targeted by this bill. I am of legal smoking age and I know about the risks to my health. I am a very strong supporter of the democratic party, but things like this have started to make me think about not voting anymore.

I was strolling down your commend, thinking ''mm hmm, yes"....until I got to this part: "I am a very strong supporter of the democratic party, but things like this have started to make me think about not voting anymore" and quite simply it just doesn't make sense. Just because something you oppose gets approved by your party doesn't mean that the your vote hasn't counted. You are not the only voice there is.

Here's what I am saying. This presidential election was the first I have been able to be involved in (age) and I feel that there is this great divide between myself and who I rallied for. This isn't the only issue, I am also greatly disappointed in what seems to be a complete reversal of Obama's GLBT policy from what he was saying during his campaign and what he is doing now.

This is another major step to making smoking tobacco products less a part of our society and to it's benefit. Yes, it doesn't make it the purchase, sale or use illegal and no law should as we found with alcohol during Prohibition. It does have in part support from Philip Morris for reasons that it locks up or will increase their share of the declining market.
What still needs to be done is to ban all corporate issued coupons, contests, web marketing, only 'tombstone' brand advertising (that is name only, no images, no commentary - and very appropiate). We also need to get international companies, including those based in or have major ops in the USA to not try to get new consumers by marketing, advertising and so on.

Good job on making a decision and keeping to it. Question, did you need the governments help in quiting smoking or was it by your own will power. I completely in favor of those who wish to quit smoking quitting and possibly receiving some help with it, but I am quite annoyed when those of us that don't wish to quit and in my case I take sometimes up to three weeks to smoke a pack being penalized for smoking.

Thanks for posting this. I was getting ready to look for it.
I remember years back in one of my many attempts to quit, I was taking a 6 week course from the American Lung Association. It was VERY educational and I remember learning about this not so secret list. Many of these chemicals are added to make cigarettes even more addictive and harder to quit.

And I have to say they work! About a year before I finally quit, I switched to additive free cigarettes.
They were stronger in nicotine content and yet I kept craving more cigarettes and was feeling discomfort because I was literally withdrawing from the many additives of the 'commercial' ones.

As if nicotine itself isn't addictive enough.....

I wonder if this new regulation will ban those 599 now approved additives.
And if they are required to list ingredients, well - that will be a heck of a list!

Cigarettes are a dangerous, addictive drug. When I was 15 years-old and started smoking, it was to be like my mom and all my friends who smoked. We all wanted to be fashionable, "with it" and follow the group. Today, we KNOW smoking kills and unfortunately too many are addicted slaves to their cigarettes. Smoking makes your teeth yellow, your lungs weaker, your skin wrinkled and ashen plus, your breath and clothes smell. I haven't smoked for many years & I feel so much healthier and FREE. In LA, smoking is banned in buildings. I wish smoking was banned everywhere, so I wouldn't have to walk down the street and smell smoke in the air, as people skulk in front of their buildings to get that big suck of smoke into their lungs - I just can't stand the smell.

Quitting smoking is extremely difficult. If you are interested in overcoming the addiction, I'd like to suggest that acupuncture can help. There is a specific drug addiction protocol that involves very small needles in the ears only. It really does work!

1. Have health insurance (my employer dropped our plan)
2. When health insurance pays for as much of the treatment for quitting smoking as it does for drug addicts and alcoholics, I'll gladly quit.

No offense, but that really doesn't make sense. You are knowingly inhaling something that WILL lead to plenty of potential serious illnesses and you won't quit until you have insurance to pay for your care when you get sick. How screwed up is that.
