The deal to lease Chicago's parking meters to a private company has crippled the City's ability to make comprehensive transportation planning, a new report finds.

Giving up control of the placement and pricing of meters stripped the City of the public right of way, its most important tool for urban street planning and for shaping people's parking and transportation habits, according to the study released Tuesday by the Active Transportation Alliance.

"This means that every potential project on a street with meters, including bus rapid transit, bicycle lanes, sidewalk expansion, streetscaping, pedestrian bulb-outs, loading zones, rush hour parking control, mid block crossing, and temporary open spaces are dictated, controlled and limited by parking meters," the report reads. "These restrictions severely limit innovative planning for bicyclists, pedestrian and transit users."

The City lambasted the report in an email response released late Tuesday afternoon by budget department spokesman Pete Scales, saying it showed a fundamental misunderstanding of the parking meter lease deal and the law of public right of way. It also chastised the ATA for not reaching out to the city before publishing the report.

"The claim that the City has lost control of 'one of their most powerful urban planning and revenue-generating tools' is absolutely incorrect," the response reads. "To suggest that the parking meter concession 'restrictions will severely limit innovative planning for bicyclists, pedestrians and transit users' is wholly wrong. To the contrary, the City continues to pursue a wide range of planning efforts and construction projects, part of an ongoing effort to offer attractive non-driving options."

ATA spokeswoman Margo O'Hara insists the group reached out to the City when it first began work on the report late last year but got no response.

Giving up control of the meters also means money from meters no longer goes to improving nearby sidewalks and roads, a formula the ATA says is what makes for the most sophisticated urban planning.

"A key element of competitive, fair parking strategy is that the increased revenues are used to generate a healthier, more pedestrian-friendly and appealing environment in which it is attractive to shop," the report reads.

Instead, the revenue generated by meters goes to the private company, Chicago Parking Meters, LLC.

"The reason why this is so important to us," O'Hara said, "is that we want to see our streets be safe for pedestrians, be safe for cyclists with innovative street designs. This deal limits and at its most extreme penalizes these designs."

The report recommends that planners adjust parking meter rates based on the principle of market-rate pricing: lower prices where lots of meters are open and raise rates where there's overcrowding.

In its response, the City says its rate increases early this year did just that.

"As ATA notes, the objective of market-based pricing is to bring pricing to a level that will provide optimal utilization of the system. The meter rate increase implemented in early 2009 were intended to do just that, specifically reducing cruising for underpriced parking and promoting turnover and availability," the response said.

The Active Transportation Alliance began researching the report shortly after the meter deal was approved last December.

"We starting looking into it first because of all the political secrecy around the deal," O'Hara said, "but then we decided to ask, 'Well, what is the right price for parking meters?' Raising rates is not necessarily bad -- and parking is often hugely subsidized -- so long as the City is giving people other options, like more bike paths or making the trains more reliable.

"Our impression is that the lease was done from a budgetary perspective and not from a transportation perspective," O'Hara said.

The lease does allow for the city to change meter rates, locations and hours of operation, but it must compensate Chicago Parking Meters, LLC, for any lost revenue. This need to reimburse the private operator for any lost revenue all-but negates the city's ability to change meter rates and hours, as the case the of 32nd Ward Ald. Scott Waguespack illustrates.

Waguespack wanted to reduce the charged hours on 250 meters in his ward for the next three years, as the Reader's Ben Joravsky and Mick Dumke reported in the second part of their exhaustive series chronicling the parking meter deal. But told by the city that he would have to find a way to compensate for over $600,000 in lost revenue, Waguespack scrapped his plan.

Cindy Gatziolas, a spokeswoman for the Mayor's Office of Special Events, said that the City's agreement with Chicago Parking Meters, LLC allows for a certain percentage of the meters to be out of service, without penalty, for events like street fairs and festivals, but wouldn't say what that the percentage was.

The Active Transportation Alliance report comes three weeks after Chicago Inspector General David Hoffman issued a study that determined the city leased the parking meters for nearly $1 billion less than their potential market value and with almost no consideration of the long-term financial impact.

The city of chicago. STARVED for more money because of so many crony deals and payoffs, along with mismanagement it sickens. As the 4th of July rapidly approaches, have you ever wondered WHY the city of chicago has its 4th of july fireworks celebrations on the 3rd or 2nd of July? It is so the people of Chicago can stay home and eat and TURN THEIR NEIGHBOURHOODS INTO 4TH OF JULY WARZONES WITH ILLEGAL FIREWORKS. Ever try to call the police on the 4th? THEY WILL NOT RESPOND. Every year the city of chicago lets its citizens BLOW THE HELL OUT OF THEIR NEIGHBOURHOODS, leaving tons of garbage all over the city streets, to be cleaned up at the taxpayers expense, And it is ILLEGAL. Fireworks have been illegal in this city for decades, everything but sparklers and snakes. BUT, does the city fine anyone for breaking the laws? No. The police are AWOL. Duh mayor don't care which is surprising considering the GAZILLIONS they would make in tickets and fines for blowing them off FOR WEEKS PRIOR TO AND ON THE 4TH OF JULY.

First the Inspector General's report, now this report by the Active Transportation Alliance. Is anyone really surprised? Just two examples of analysis that should have been done by the City Council. Instead, they just allowed Daley to ram this parking meter deal down their throats. Maybe that's why some Aldermen supported the foie gras ban - they know exactly how those geese/ducks feel.

What is really worrisome about Daley's over-privatization plan benefiting the personally and politically connected is where our city funds have been invested.

I hope that pension funds have not been invested with the hedge fund company his son-in-law works for!

Just as in the parking meter/ public transportation fiasco - it's not how much tax you pay -it's what we get for our taxes. We are not getting a good public transportation system.

Chicago residents are absolutely fed up with the reckless spending by Mayor Richard Daley. This is a wealthy city that is essentially going bankrupt because of irresponsible accounting, budgets and contract awards.

Note that this absurd "deal" that Daley organized with the bank that his nephew orchestrated the deal for has now kept people from using public parking meters and small businesses are hurting. Great move, Daley. Also note that this deal was cleverly pushed through at the same time that former governor Rod Blagojevich was being impeached (??!).

This arrogant mayor not only bull dozed an airport overnight without anyone knowing and without anyones approval, but is also in the process of moving the Chicago Childrens Museum to a beautiful public park location that will be destroyed. This "deal" is being orchestated with the bank that his brother is in charge of. Why does the Childrens Museum have to be moved?? Chicago residents have been left helpless and have no idea where all of the billions of dollars are being spent in this city. Just yesterday Daley announced that he would be held responsible for money lost on the 2016 Olympic Games if held in Chicago and not profitable - this is ridiculous - we, the tax payers, are the ones that will obviously be held responsible. I hope very much that the games DO NOT come to Chicago because it will provide yet another scandalous venue for a select few in the Chicago political arena.

Until recently, I was so impressed at what a beautiful job city planners had accomplished in beautifying Chicago. Green initiatives, flowers, the cows, and programs of the such made Chicago a dream. This past year, I have to drive on constant alert as the pothole situation has been a ridiculous and persisting threat that goes without repair. The underpass from the Magnificent Mile onto Lake Shore Drive - Chicago's crown jewel - went without repairs for almost one year, which was pretty telling that more significant problems were about to hit.

I could care less about paying more at the meters or even paying the highest sales tax in the nation if it actually looked like that money was going into the city's infrastructure. Instead, I hear constant complaints about the awful roadways throughout the city, every other meter is busted and thus not a valid parking spot, and I see more and more people shopping online or outside of Cook County. I was a big supporter of Daley, but I feel really let down, and I can't wait until the moronic Todd Stroger is given the boot.

How long until someone asks for some accounting of what is happening to our money? I keep hoping that Daley's car bottoms out in a mammoth pothole - perhaps then, he'll realize that this city has bigger problems than worrying about whether or not we can get the Olympic bid.

Someone elsewhere pointed out that with the Shakman monitor and the feds watching for patronage, privatizing everything is the mayor's way of beating the system. He will just offer contracts and private jobs for political favors, rather than city jobs.

As for him being voted out? Blago got a second term, Todd Stroger won easily. I'll believe King Richard can be dethroned when I see it. Even money says his son will succeed him after two more terms.

The parking meter deal was "supposed" to help Daley balance the budget. BUT, Daley recently announced that the city will have to lay off over 1,000 people because of budget shortfalls. Where did the money go? Doesn't sound like it actually went to balance the budget, but maybe his buddies pockets are jammed packed with cash. Business as usual. Thanks for nothing Daley. At least this will get more people on the transit system. I sure hope he doesn't get the Olympics, or this city will crash and burn from the debt.
