In an ABC interview that aired on Wednesday, President Barack Obama acknowledged that his thinking on an individual mandate for insurance coverage has "evolved" since the days of the campaign, when he routinely attacked his primary opponent, then Sen. Hillary Clinton, for the idea.

Later in the day, however, the White House spokesman Robert Gibbs stressed that Obama wasn't straying too far from his initial objections to required coverage, stressing that any mandate would have to include a "pretty stringent hardship waiver" for those individuals who could not pay for insurance.

Speaking at the Daily Press briefing, Gibbs acknowledged that Obama had done some rethinking on the mandate matter. The primary motive, he said, was that major stakeholders in the debate would not support any compromise proposal that did not require the vast majority of 49 million uninsured Americans to be brought into the pool of consumers.

"As the process moves forward in the Senate and the House the president wants to be flexible to the degree to which a piece of legislation will come forward," Gibbs said. "In terms of ensuring that everyone is covered, the president is now open to this idea. I think ... with all the parties and stakeholders involved, there has been discussion that it would be hard to get everyone at the table to stay at the table, if you are not getting that larger universe of people covered."

The remarks cap what has been a gradual, but widely predicted, move by the White House. During the campaign, the president stressed that an individual mandate would be overly burdensome to families who could not afford the costs. But on Wednesday, the president told ABC's Diane Sawyer, "People have made some pretty compelling arguments to me that if we want to have a system that drives down costs for everybody, then we've got to have healthier people not opt out of the system," said Obama.

Adding a bit of meat to the bones, Gibbs said on Wednesday that the president's original concern had not changed and that he would press for additions to the mandate to protect financially vulnerable consumers.

"If the help that they are getting is still not sufficient enough for them to afford it," Gibbs said, "we have to examine a robust hardship waiver."

The increase in federal budget costs from 2010 to 2020 with the Medicare-like public plan would be $112 billion, it found. That is compared to $232 billion under the public plan with somewhat higher rates and $360 billion under a private plan-only exchange."

Many other countries have figured it out. Medicare and Social Security are good examples of how to pay for it, but there are other ways as well. Raising the cap on social security from where it is at about $90k is one recommended way of raising revenues that made a lot of sense to me. A payroll tax is another way. What companies would save on not having to provide healthcare for their employees could be extracted instead in the form of a nominal payroll tax. We should look to the multitude of countries around the world that have figured out how best to do it, but be assured, it CAN BE DONE.

I just got back from the Health Department. I have Medicaid. I had private insurace until I lost it earlier this year. I had to go deal with the fact Medicaid had cut my second migraine medication off. The first one they refuse to cover and I take it daily. I am lucky that the pharmacy has mercy and is helping me with it. The second medication was cut off this week. Anyways it was cut off at first because my headaches were....we­ll....all.­...in my head.....a­t least that is what the Region Medicaid Office told the Health Department. After my visit I was allowed to continue the second medication using a generic. I went to the pharmacy to fill the perscription and the generic was turned down over the computer system due to the fact it was a new medicine issued to me. The name brand was approved due to the fact I had past history with it. We have problems with the government health care system. We will overload the system with radical change. We better have a good plan to put this in motion.

I had 9 surgeries on private insurance when I was working. I became disabled. My wife has a Master Degree and is high risk for cancer. We will not be touched by private insurance. I am in the process of dealing with Social Security. I have the most to gain from the healthcare reform. I also have the most to lose with bad reform.

Medicaide sucks--it's the "poor people" plan and you're treated like dirt on it with no real choices. A few of my young disabled friends have it and they hate it and not many good docs accept it.
MEDICARE (currently for those 65+) should be put in it's place for all who want it--MEDICARE has a lot of choice, many doctors accept it.
I'm for single payer, or the very least single payer option. I'm against Medicaid because it classifies people accroding to their sicioeconomic status--it needs to be shut down and replaced with MEDICARE.

Physicians and hospitals will fight that because of the reimbursements. They only deal with it cuz they have to, as in there are alot of people who have it. It is not just the insurance industry..­.there are other players...­and they all want a piece of the action...a­t our expense

I'm a guy who likes small government and low taxes, but the Bush tax cuts were just stu.pid. Income taxes usually go to paying interest on the debt. The income tax cuts that Bush pushed through were not followed with spending cuts, but an increase in borrowing! So he basically cut payments on the interest to accrue more on the principal! what is that all about? It's insane and irresponsible!

I'm very optimistic that we will get healthcare reform done this time, it's just that many people have gotten cynical to the point that they can't believe that it's happening.

I don't believe it will be easy, just the fact that members in our own party are bought out by insurance companies and big pharma is just plain SAD!

I'm not ready to bite the hand that is attempting to feed me just yet, since it is the Democrats with the ideas that can and will get us any kind of healthcare reform, we need to work WITH them, not against them.

Even D!ckDurbin said we need 60 votes and need Republican support since Kennedy and Byrd can't vote.

Time to be optimistic, not pessimistic.

It's like that line in the movie "A Fish Called Wanda", when one character says, "Stupid people don't read philosophy­..." And Wanda says, "yes they do - they just don't understand it!" ;D

People still love Obama and want to see him succeed. There are just more out there that are disappointed that Conserva-Dems and others in Congress are not listening to the people and what THEY want... We want our President to lead them decisively to make the right decisions.
