Welfare rolls are swelling in states across the country as unemployment rates surge -- except in Michigan.

With an unemployment rate of 14.1 percent, Michiganders are the most out-of-work people in the nation. But unlike their peers Oregon (12.4 percent unemployed), South Carolina (12.1), and Rhode Island (12.1), fewer and fewer Michigan residents are receiving welfare benefits. What gives?

"There's something terribly wrong with Michigan's welfare program," said Peter Ruark, a planning and research associate with the Michigan League for Human Services, in an interview with the Huffington Post. "There are a lot of families that should be covered, but aren't."

The Wall Street Journal reported Monday that welfare caseloads in Michigan had declined 4.8 percent in April from the same time last year, while other states with high unemployment saw increases of more than 20 percent. The main problem in Michigan, said Ruark, is that Michigan's eligibility requirements for cash assistance have not been adjusted for inflation since the 1990s, when Bill Clinton made good on his pledge to "end welfare as we know it."

Before the reforms of the 1990s, the federal government ran a uniform welfare program with little variation among states. In 1996, the Aid to Families with Dependent Children program was replaced with Temporary Assistance for Needy Families (TANF), a funding stream for states to use in implementing their own cash assistance schemes.

For the last 12 years state welfare agencies have seen it as their goal to discourage people from receiving welfare assistance, said Elizabeth Lower-Basch, a senior policy analyst with the Center for Law and Social Policy. She called Michigan a "worrying" case and said that although welfare rolls are increasing in other states, "the percentages are still low."

"Welfare is supposed to be a safety net of last resort but it's not working that way because we were so successful at moving people off the rolls," Lower-Basch said. "We're not meeting people's needs, and that is on purpose."

According to a February report authored by the Michigan League for Human Services, in 1993 a Michigan family of three with no earnings would have qualified for $459 a month in cash assistance. That benefit, combined with any income subsequently earned, couldn't top $774 a month. Those numbers didn't budge until 2005. Today, a family of three with no earnings qualifies for up to $492 in benefits, and the limit is $814.

But if the original amounts had kept pace with inflation, that family would have benefited from $670 a month, with a limit of $1,138.

"Many families whose purchasing power would have qualified them for [cash assistance] in 1993 are being denied such assistance now," the report said.

Other obstacles are the requirements that those seeking cash assistance go through job screening before cases can be opened, and that recipients provide a birth certificate or passport in addition to regular identification.

The poverty rate in Michigan has increased from 10.1 percent in 2000 to more than 14 percent today. Over the same period of time, the number of Michigan welfare cases has decreased, from 36 to 32 percent of poor families.

The Urban Institute runs a Welfare Rules Database to track changes and differences between state welfare programs (as of 2007). The Huffington Post compared Michigan's welfare policies to those of unemployment-plagued Oregon and South Carolina, where welfare rolls are up 23 percent and 27 percent, respectively.

Michigan also has tougher sanctions for welfare recipients who fail to comply with work conditions attached to welfare money. In the worst case scenario, a Michigander can be cut off from benefits for a full year, whereas recipients in Oregon and South Carolina are permitted to reapply in a shorter time frame.

But the maximum monthly income a South Carolinian family of three can earn while retaining eligibility is $670, and an Oregonian family can earn $616 -- limits that are less generous than Michigan's. Michigan also allows cash assistance for a family of three with up to $3,000 in assets and an unlimited number of cars, whereas Oregon and South Carolina limit assets to $2,500 and one car per license in South Carolina and $10,000 worth of cars in Oregon. Oregon offers more to welfare recipients with zero income than Michigan does, but South Carolina offers less.

It could be that Michigan's welfare rolls will surge as laid-off workers lose their unemployment insurance. The state provides up to 79 weeks of unemployment benefits.

Sandra Danziger, a research professor of public policy at the University of Michigan, is skeptical that Michigan's declining welfare rolls are really a reflection of onerous eligibility requirements.

"I don't think that Michigan is particularly extreme in any of these things," said Danziger. "In all the states, it's extremely difficult to get on and stay on and it's not necessarily worth it, given the benefits."

My husbands grandmother came from the south to Michigan to pick cherries in the late 40's she raised a son he worked in the factories raised 4 children never on welfare,. Now 3 of his children have lost jobs, and maybe FORCED to go on some kind of welfare. When unemployment is 18%, and not fault of your own..Now are searching all avenues not to ask for charity or go on welfare. I hope the rest of the country doesn't ever have this kind of pain.

What has Michigan Governor Jennifer Granholm done about any of this, from Day One she stepped foot into office?

Looks like nothing.

I've never been to Michigan, but it looks like this faux-Democrat governor of theirs has really sat on her hands throughout her terms in office. Looks from here like she's done squat, even as people suffer.

Michigan's Governor doesn't really have alot of power. most of the power is actually in the state legislature.
The State House is controlled by Democrats because the majority of people in the state live in the urban ares of southeaster Michigan. Whereas, the Senate is controlled by Republicans because the rural hicks who populate the rest of the state tend to vote republican.
Basically Granholm has spent the last 8 years trying to keep the obstructionists controlled Senate from turning the state over to corporate lobbyists.
By the way, Michigan economy wasn't very good when Granholms Republic predesessor, John Engler was in office for 12 years either.
Because of the Repub control of the Senate, Englers record budget deficits have still not been corrected.
But hey, nice try at the standard repub talking points there.

Those "rural hicks" are tired of their tax dollars being funneled to detroit, lansing, flint, and pontiac. They are tired of paying the bill for welfare of people that feel that working is to good for them.

The reason migrants come to michigan is for the jobs that are available. Berrien Co., for example, 20,000 to 30,000 migrants show up every summer to work the farms. Yet Benton Harbor has about that many people, 75% unemployed.

Migrants have to register and most live in texas (makes them US citizens) and I have never worked with people that work harder and more willing to dig in get their hands dirty to do a job. You could learn something from them.

Sorry you can't get welfare. But you know what, those "rural hicks" are still working and feeding you while you wait for you check to come in. Time for Americans to quit expecting government to fix their problems.

While the auto industry falters yet again, as it did during the 70's, the diversified western side of the state kept the state out of bankruptcy.

Yes, Democrats do have answers to the states problems. Unfortunately, gassing the obstructionist Repubs who control the state Senate is against the law so the state cannot move beyond the "we need to lower labor costs" "pro business" economic strategies that the Rupebs put in place during the 90's.

As my name implies, I am a Michiganian. Luckily, I am employed.

Nothing beats the sheer beauty of MI. Any of the Great Lakes, but especially L. Michigan with it's pristine water and sugar sand beaches are breathtakingly awesome. The resort areas, that do depend on tourism, could use some help. First, it was high gas prices and now it's unemployment that is hurting the vacation spots.

I love Michigan including the big D, the esoteric Ann Arbor area, the sand dunes "up north", the falls in UP UP North, the resiliency of the people, MoTown, the seasons (OK, it's cold, cold, cold and hot) and the "can do" attitude..

Are unemployment is high, but we are not down for the count. We'll come back.

Michiganders are finding out that what is good for Wall Street and corporate America isn't good for them.

In 1970 the U.S. provided almost all of its own goods and services. Today this has all changed. The U.S. doesn't produce its own goods anymore and as for services the biggest service sector employer is now Wal-Mart.

Now America has become a loser country no thanks to stupid ideas like free trade which is a euphemism for labor arbitraging as in ship U.S. jobs to China.

Wall Street and corporate America, you did what the former USSR couldn't do--destroy this country.

Every now and then I start getting a little scared, wondering if I will end up on the streets. Reality draws me back - there are women with small children out there, men who are trying to provide for their families, people who have lost their homes and all the pleasant little parts that make a home. There are old folks who are trying to survive with a static income and constantly rising prices for everything from gasoline to toilet paper.

I pray this impossible situation ends tomorrow - Americans need jobs that pay a living wage, Americans need health care that doesn't consume their entire paychecks, Americans need to be treated with respect; after all, our fathers, sons, brothers, neighbors are giving their precious blood for us. Just as so many soldiers have before them.

Theo was just in MI. It's pretty bleak. Theo would encourage everyone who is able to take a little trip through the area. If things don't turn around soon, and on a national/global level, what you see there is the future of your own community. Regarding the 14% unemployment number...it's a lowball number, non-inclusive of many underemployed and long-term unemployed.

I was laid of as a EMT and get no unemployment because it was a non-profit company salvation army harbor light rehab, the adult wavier heath plan is froze, so no health insurance, and unless your a woman with child/children there is no help with shelter. I cannot even buy a minimum wage job here in utica michigan, I am ready to drive off a cliff.
