(AP) WASHINGTON - A Duke University official has been arrested and charged with offering his adopted 5-year-old son for sex.

Frank Lombard, the school's associate director of the Center for Health Policy, was arrested after an Internet sting, according to the FBI's Washington field office and the city's police department.

According to an affidavit by District of Columbia Police Det. Timothy Palchak, an unnamed informant facing charges in his own child sex case led authorities to Lombard.

Authorities said that Lombard tried to persuade a person -- who he did not know was a police officer -- to travel to North Carolina to have sex with Lombard's child.

The detective's affidavit charges Lombard identified himself online as "perv dad for fun," and says that in an online chat with the detective, Lombard said he had sexually molested his son, whom he adopted as an infant.

The court papers say Lombard also invited the undercover detective to North Carolina to have sex with the young boy, and even suggested which hotel he should use.

Lombard was charged in federal court in Washington with attempting to induce someone to cross state lines to engage in sex with a child. If convicted, he could face a maximum sentence of 20 years in prison.

Lombard's lawyer did not immediately return a call seeking comment.

Michael Schoenfeld, vice president for public affairs at Duke, said Lombard has been employed with Duke University since 1999. He is now on unpaid administrative leave.

"Duke is cooperating with the investigation," Schoenfeld said. He said the university was notified of the incident after Lombard was arrested.

Authorities executed a search warrant Wednesday evening at Lombard's home, according to court documents. The papers show investigators seized two webcams, five computers and a sex toy, among other items.

Here is a link to his warrant. I warn, read at your own risk. It is very graphic. http://www.wral.com/asset/news/local/2009/06/26/5449181/lombard.pdf

I don't know how many conservatives who live openly with partners of the same gender.

But yeah, according to you guys because he is white and lives in Durham North Carolina he must be Republican. What a way of minimizing the issue.

How did homosexuality come into this discussion? Being gay has nothing to do with pedophilia. Seriously how did this topic come in?

Favorite    Flag as abusive Posted 04:58 PM on 06/28/2009

I had the same question, I posted several comments referring to peoples' presumptions of gayness in this case... but then I went searching for more info on google and discovered that Mr. Lombard lived with a male life-partner and that they had adopted the children as a committed m/m couple.

Isn't Duke one of those God fearing institutions? (or promoters of God or something? In God we trust and all that BS?

Favorite    Flag as abusive Posted 04:52 PM on 06/28/2009

Virtually all American Universities were started by some religious group or another, including Harvard (which recently dropped their religion requirement), Yale, and Standford. The vast majority of academia is a-religious unless you are talking about Brigham Young, Bob Jones University, or Liberty University. So what are you trying to get at exactly?

Duke is a monument to a bad habit. Originally a small Methodist school named "Trinity" it recived humongous funding from the Duke tobacco wealth to become the Princeton of the South in the l930's or so. Its medical complex is awesomely huge, world class and largely removed from the University.

Favorite    Flag as abusive Posted 05:14 PM on 06/28/2009

Actually, Stanford was founded as a non-denominational/secular institution. Harvard has long dropped any undergraduate requirement in theology; certainly not a recent development. The faculty and student body of Duke, despite being in the south, is probably rather liberal.

So no, Duke is not "one of those God fearing institutions." It may have began with religious roots, but most elite American universities are by-and large secular.

Totally irrelevant to the facts.

This isn't a right-left, gay-straight issue.

A monster, ANOTHER monster has abused a another yet one more child.

Indeed. A mentally-deranged straight male adoptive parent can also engage in devious sexual/abusive behavior. I'm not sure why each of these similar incidents seem to bring out the worst in political partisans on both ends of the spectrum. I guess people will use any incident to bolster their claim that they are on the correct side of the cultural wars.

Not recently. Went out of style in the 1960s when the New York Times said "God is dead". Duke University is basically a transplanted "ivy league" school

They're now an educational institution in the multi-national corporation mold. It's a feeder school for the big green MBA greed machine.

The cash cow is a big money medical research hospital, although they do have a fairly high ranked NBA farm system basketball team that generates a nice cash flow most years.

The Gothic Duke Chapel is nothing more than another tourist attraction.

Despite still having a divinity school, but the closest Duke University comes to being "God fearing" is the sign in the business office where you pay tuition.

The sign says: "In God we trust, all others must pay cash!"

The more time I spend on this blog the more I am glad that I am a registered independent. I would love to see a blog that doesn't mention Bush or that someone who did something vile, such as this monster, must be Republican. You bring up issues such as MJ or Bush that have nothing to do with the topic at hand.

Why can't issues be human issues instead of partisan issues to many of you? And from my experience self proclaimed liberals are no more open minded than some of the most rabid conservatives I know. Also the way many of you bash the entire South is appauling, as if the North and coasts are the bastions of acceptance. Let's be real about one thing: 1 in 4 girls is sexually molested and 1 in 5 boys is sexually molested; all before reaching puberty. This numbers may actually be underestimates. Why can't you guys put away your Republican vs. Democrat issues and get to solutions of problems like this?

I'm liberal and I whole-heartedly agree with you. I come across many supposedly open-minded individuals here who are no better that the Right in there lack of ability to use Logic with their immediate blame game.

Ditto. Issues such as this are much deeper than politics. This goes to the root of being human, of what it means to protect children. What are society's responsibilities? What can be done to prevent such atrocities from happening? Kudos to the incredibly strong souls who catch these evil people on the internet. I don't know how they can handle the horrors, but thank God somebody can. God bless that poor little boy. We need to seriously change this culture and recognize that adults MUST protect children. If adults just care about their own "rights," whether it's for semi-pornography on network tv or sexual libertinism, they should be shamed. Sometimes shame, disgrace, judgment are very appropriate by the larger society.

The first step is to stop calling perpetrators by any other name than MALE.
Men are the problem, not people, not monsters, not peds, not gays, not straits, not dems or repugs.
MEN.
Men rape
Males shoot up schools
Men are terroist
Males abuse animals, sexually harass females, torture prisoners, on and on.
And if one brings up an extremely rare case of women perpetrating one of these crimes then I'll tell them about the time my college football team won the AAA national championship.
If these crimes were overwhelmingly committed by black, Farsi speaking, lesbians we wouldn't have a problem saying so. Not to mention working within that framework to stop the abuse they perpetrate.

This guy gets only 20 years max? There needs to be life sentences for offenders with this level of callousness and premeditation (adopting so as to have a victim and money maker.) Because sentences are so inappropriate, many states now have Sexual Violent Predator statutes (preventative detention), which costs a forture and will likely be overturned by the time this freak is released back to "society." If he has only one conviction, he wouldn't be seen as an SVP (ie. not caught for previous sexual assaults.) Many fathers who abuse their children have gotten ordered into counselling!

Favorite    Flag as abusive Posted 04:31 PM on 06/28/2009

That's the way it will remain until we start to see crimes against people just as bad as crimes against property. Children, as they tend to own next to nothing and are not "workers", are treated the worst in our society.

I agree. 20 years is nothing for this kind of inhumane crime. And drug traffickers get more time? This kid's life is ruined. He will never be able to have normal relations. Its ought to be 20 years minimum.

He was arrested for a specific single crime; Title 18 USC, Section 2422(a)

"... attempt to persuade ... an individual to travel in interstate commerce to engage in sexual activity that is Sex Offense with a Child ..."

That ONE crime carries a maximum penalty of 20 years.

If you can stomach to read the affidavit that accompanied the arrest warrant, you'll understand he will certainly be charged with additional crimes before he goes to trial, both by the federal government and by the State of NC.

But they only needed the one charge to take him into custody immediately and prevent him further harming to the child.

If there is a wife, she is where all the non-abusing relatives are: turning a blind eye to what is happening under their noses.
You know, like the wife in Austria who had no idea her husband had built a dungeon under their home and kept his daughter there for decades while he raped and inpregnated her over and over again.
They have to want NOT to know more than they want to know, if they can do that, they can even ignore the smell of rotting bodies. They can turn a blind eye to anything.

As an adult survivor of childhood sexual abuse, I don't think it is helpful to take such an pessimistic view.

I was sexually abused between the ages of 6 (at least that is when I started to remember it) until 11 and I am not obese, able to socialize, have no more than a traffic ticket as a criminal record, and have fantastic communication skills.

Am I forever changed and hurt by what happened? Of course I am. But that doesn't mean that my life is over. I now volunteer at my local rape crisis center to help other childhood and adult survivors of abuse and their families. Maybe more should try to do something constructive to help prevent sexual abuse and help the survivors of sex abuse before writting off a 5-year-old.

First let me say I am happy you are a survivor. So am I. I didn't let it beat me down.. If anything it taught me to be careful but also to be kind to my fellow human being. I went through therapy and I was messed up emotionally for awhle...But I went on to marry, college, had foster children, and had children of my own.

My empathy and understanding helped greatly when I had a foster child that had gone though the same thing I had gone through. I let her come to me, i nstead of forcing her to talk about it, and she was then full of questions. She too went on to college, has a very good job, and a beautiful child herself.

Good for you. Hats off. But there are many who can't get over it. Therapy isn't always available and parents don't often know how to handle the situation.

The main point is, some who can get help will go on to be a survivor, some won't. And some people's lives are over. It's not automatic.... it just depends on a variety of factors.

Thanks for the correction; I thought it always referred to having to have eyes in the back of their head because they didn't know from which direction their certain demise would come. I know in grade school four eyes referred to glasses.
