WASHINGTON — Hailing the House, President Barack Obama put pressure on senators Saturday to follow its lead and pass legislation to limit greenhouse gas emissions, helping usher the U.S. into a new age of energy efficiency.

"Now my call to every senator, as well as to every American, is this: We cannot be afraid of the future. And we must not be prisoners of the past," the president said in his weekly radio and Internet address. "Don't believe the misinformation out there that suggests there is somehow a contradiction between investing in clean energy and economic growth. It's just not true."

The legislation, which the House narrowly approved Friday night, would place the first national limits on emissions of greenhouse gases from major sources _ such as power plants, factories and oil refineries _ to reduce the gases linked to global climate change. It would also start moving the U.S. away from fossil fuels and toward cleaner power sources, such as geothermal, wind, solar and more nuclear generators.

The potential impact on people's daily lives is great. If the proposal, which faces an uncertain fate in the Senate, were to become law, it could make it more expensive for people to heat, cool and light their homes; mean more smaller, fuel efficient and hybrid electric cars; and create more "green" jobs, or environmentally friendly ones. Windmills and solar panels might replace smokestacks.

The complex bill, would require the U.S. to reduce carbon dioxide and other greenhouse gas emissions by 17 percent from 2005 levels by 2020 and by 83 percent by midcentury.

Opponents complain about the costs and say some industries will simply move their operations and jobs out of the U.S. to countries that don't control greenhouse-gas emissions.

House Democratic leaders said the bill helped accomplish one of Obama's campaign promises and would make the U.S. a leader in international efforts to address climate change when negotiations take place in Denmark this year.

"We passed transformational legislation, which will take us into the future," said House Speaker Nancy Pelosi, D-Calif., after the 219-212 vote.

Success will be tougher in the Senate. Majority Leader Harry Reid says he wants to take up the legislation by the fall. Sixty votes will be needed to overcome any Republican filibuster.

The "razor-thin vote in the House spells doom in the Senate," said Sen. James Inhofe, R-Okla.

The White House and congressional Democrats argued the bill would create millions of green jobs as the nation shifts to greater reliance on renewable energy sources such as wind and solar and development of more fuel-efficient vehicles _ and away from use of fossil fuels such as oil, gas and coal.

Republicans saw it differently.

This "amounts to the largest tax increase in American history under the guise of climate change," declared Rep. Mike Pence, R-Ind.

In the Republicans' weekly radio and Internet address, House GOP leader John Boehner of Ohio said, "By imposing a tax on every American who drives a car or flips on a light switch, this plan will drive up the prices for food, gasoline and electricity."

But Obama said the measure would cost the average American about the price of a postage stamp per day.

I have been told, but not read it, that many amendments were added to this bill at the last minute and was not read by many in the House. One in particular is an amendment that states before anyone could sell their home ... the government would have to come in and do an inspection to make sure is was fully updated, energy efficient windows, enough insulation in the home, updated energy efficient appliances and heating and cooling systems. If they don't pass the inspection, you can not sell your home until all improvements are made and inspected again. I hope all Senators do the right thing and defeat this bill. I believe the bill should be written again but not by the President or any of the members of the house. This bill should be written by Americans, after all... we are the ones who are getting ready to be taxed like never before. President Obama, shame on you for trying to get a bill pushed through Congress before anyone has taken the time to get it all read. The people of this nation will remember who voted for this bill and at election time.... we will show you our reactions..... by removing all of you from office.

Dear MoveOn member,
The U.S. House passed a huge energy bill Friday. Lots of good people are applauding the passage of this legislation. But here's the ugly truth:

Big Oil and Coal lobbyists, working in cahoots with some conservative Blue Dog Democrats, weakened the bill terribly—it now falls far short of President Obama's campaign vision to transition America's economy to clean energy and create millions of new jobs.

In fact, the bill repeals a key part of the Clean Air Act and doesn't do nearly enough to shift America to renewable energy—so instead of a boom in solar and wind, the bill locks us into dirty coal power for another generation.1

Working with progressive champions in the House, we were able to achieve modest gains at the eleventh hour (see details below). But saving the Clean Air Act and fixing other problems with the bill as the fight moves to the Senate will require a massive grassroots outcry.

So we have a decision to make: Should MoveOn launch a full-court press to fix the bill, and turn up the heat on senators who might be tempted to side with Big Oil and Coal?

I found this that I like in the bill, incentive for fuel efficiency in cars:

Fuel Efficient Vehicle Vouchers
The bill would authorize a program within DOT that would provide vouchers for the
purchase or lease of a new car or truck to individuals who trade in an eligible vehicle for
one that is more fuel efficient. The bill defines an eligible vehicle as one that averages
18-miles-per-gallon or less and would set minimum fuel-economy requirements for
vehicles purchased or leased with a voucher. The eligible vehicle would have to be
subsequently dismantled. The vouchers would range in value from $3,500 to $4,500
depending on the characteristics of both the old and the new vehicles.

Any bill that is passed on a Friday evening before a congressional recess smells of dead fish. Why all the silence? The president needs to lay down the law when the Senate reviews this bill. Dennis Kucinich and Ron Paul are the only two reps in the House that have a brass set. I love Ron Paul cause he wants to ditch the FED and Kucinich has never taken a dime from a lobbyist or a PAC. Thanks for the link.

This stood out to me as a way for investors to manipulate the system. This will create a commodities market.

Found on page 5 - top of second from bottom paragraph of the CBO's cost estimate.

H.R. 2454 would not restrict the types of entities or individuals who could purchase,
hold, exchange, or retire emission allowances under the GHG cap-and-trade program. An
unlimited number of allowances obtained in one year could be saved or “banked” by
market participants indefinitely to be used or sold in future years...

I'm not a lawyer, but I see so many flaws so far, I could never site and post them all. I may have to stick to generally summarizing and just putting facts in perspective.

I too live in Austin. I contacted Jim Hightower's Executive Assistant and requested a recommendation for a political action group to tackle this issue. It hasn't come up yet on his website. Hopefully I'll hear back from her soon.

I really cannot fathom how anyone thinks this is going to change the major polluters unless I am totally not understanding how this is going to work. As a derivative how are these things going to be regulated to make sure that retired consumption allowances are off the market. It already says in the bill that they put options and probably naked shorts will be allowed on these so what happens when an allowance is retired?

There is a fascinating new article in the Green section of HuffPO discussing IFR technology by a philanthropist and entrepreneur who is willing to implement if funding of $3 Billion can made available for a full scale plant. Several of us have already discussed this technology earlier in the thread and were concerned about waste, however from this article it appears several scientists now have a solution which could power cars. There's an open letter to President Obama by Devilstower on the DailyKos about mountaintop removal mining which Obama continues to allow. 30 West Virginians were arrested for protesting as were 11 last week. Has anyone seen coverage on the news? He gives other names and addresses besides Obama's which you can protest mountaintop removal mining and the arrests of US citizens.

An Open Letter to the President

Dear President Obama:

I watched your address to the nation today.
Considering that a single volcanic eruption releases several times the amount of carbon dioxide than the entire human race releases in an entire year, how has the world survived countless such eruptions throughout the planet's 4.5 billion year history?

You believe that your meaningless and empty words, authored by someone else and read from a TelePrompTer, can somehow change the ideological struggle between Islam and the West overnight, taking credit even for the uprising in Iran.
You claim that there is no contradiction between investing in clean energy and economic growth, yet study after study shows otherwise.

If you truly wanted to become energy independent, if you truly wanted to facilitate economic growth, you would invest in the American people and the resources America is blessed to sit upon.
The problem, Mr. President, is that--for now, at least--you're getting away with it. An obedient media and ignorant people are lost in your smile and ample charm. .
But it won't be for long. 2010 is right around the corner, 2012 is not far behind, and we're waking up. America is waking up. Mr. President, I take comfort in knowing you'll be on the speaking circuit and measuring the drapes for your presidential library in no time.

Oh Exxon will be just fine with this bill. We subsidize the oil industry very heavily in this country. Our prices for oil from the Saudi's is completely different from the prices that the Japanese and other industrialized nations pay. Why do you think the Chinese have such a heavy presence in the Sudan. OIL. We are all competing for the same dwindling resources. Of all the industrialized nations our price at the pump is the lowest.

Once again you all are missing the point. While you talk about what other countries are doing or if there is or is not global warming you are forgetting the whole point. THIS BILL.

This bill does not reverse, stop, or slow down global warming. This bill does not create more jobs. This bill is not designed to help the American people. This bill has two purposes one so the Democrats can say they tried or passed important global warming initiatives for the nation and the world and gain more votes. Second this bill is the largest revenue stream for our ever expanding government. It is not designed to stop global warming or anything of that nature it is just another power and money grab.

Actually, it will increase the emission of greenhouse gasses. By shifting manufacturing from the US to China and other countries that are not as concerned about scrubbing the gasses they emit. This isn't the point though, since it is more about a power grab than the environment. Governments such as Chavez, Castro and Obama need to keep the electorate poor and dependent. They are the most loyal voters.
