WASHINGTON — Aiming to keep the focus on climate change legislation, President Barack Obama put a plug in for administration efforts to make lamps and lighting equipment use less energy.

"I know light bulbs may not seem sexy, but this simple action holds enormous promise because 7 percent of all the energy consumed in America is used to light our homes and businesses," the president said, standing alongside Energy Secretary Steven Chu at the White House.

Obama said the new efficiency standards he was announcing for lamps would result in substantial savings between 2012 and 2042, saving consumers up to $4 billion annually, conserving enough energy to power every U.S. home for 10 months, reducing emissions equal to the amount produced by 166 million cars a year, and eliminating the need for as many as 14 coal-fired power plants.

The president also said he was speeding the delivery of $346 million in economic stimulus money to help improve energy efficiency in new and existing commercial buildings.

Republicans took issue with Obama's pitch.

"Conservation is only half the equation. Even as we use less energy, we need to produce more of our own," said Senate Republican Leader Mitch McConnell of Kentucky. "We have to admit there's a gap between the clean, renewable fuel we want and the reliable energy we need."

The White House added the event to the president's schedule at the last minute, just three days after the House narrowly approved the first energy legislation designed to curb global warming following furious lobbying by White House advisers and personal pressure by the president himself.

White House spokesman Robert Gibbs said Monday that in phone calls to reluctant Democrats in endangered districts, Obama "affirmed his commitment to support the policy position that they were taking in helping to explain to their constituents and to the American public the great benefit of this bill."

The measure's fate is less certain in the Senate, where Democrats lack the 60 votes needed to block a certain filibuster.

Still, in an interview with a small group of reporters, Obama energy adviser Carol Browner said: "I am confident that comprehensive energy legislation will pass the Senate." But she repeatedly refused to say exactly when the White House expected the Senate to pass the measure, and she wouldn't speculate on whether Obama would have legislation sent to his desk by year's end.

The White House is working to keep energy in the spotlight even as Congress takes a break this week for the July 4 holiday. Obama has spent the past few days pressuring the Senate to follow the House while also seeking to show that the administration is making quick, clear progress on energy reform without legislation.

In February, the president directed the Energy Department to update its energy conservation standards for everyday household appliances such as dishwashers, lamps and microwave ovens. Laws on the books already required new efficiency standards for household and commercial appliances. But they have been backlogged in a tangle of missed deadlines, bureaucratic disputes and litigation.

The administration already had released new standards on commercial refrigeration. Lamps were next.

UN-educated people such as this writer and President Obama think green living is easy and can be done without other consequences.
Some solutions are great IE Florence lights instead of incandescent (now required by law).
Wow these are full of Phosphorus (is an extremely poisonous, Contact with the skin may cause burns.) gas and mercury (It is a dangerous pollutant because it concentrates in animal tissues in increasing amounts up the food chain.), Wait until those are in the landfills.
Oh no everyone who uses these will find a place to recycle them and NONE will ever break before they get there.
And if you read other scientists there are normal cooling and warming of the earth.
What kind of pollutants (global warming) killed the dinosaurs?

"saving consumers up to $4 billion annually"? um, no.... this consumer will simply spend more money to get the lighting he prefers from other markets without such onerous regulation. When I built my house, the toilets cost 4 times more than they should have since i had to source them from Canada, which (at the time, dunno bout now) didn't have the stupid "low flow" requirements that render them less effective. Anybody remember the Seinfeld episode where the super installed terrible shower heads to save water? Everybody went and bought the ones they preferred, and spent more to do so... no consumer savings there.

Compact fluorescent bulbs suck, especially the indoor flood lights. I put them in my kitchen and hallway cans and they burned out in 3 months. What a waste of money. As payback, I simply threw them away in the regular trash. I guess I could have piled in the Suburban to a special recycling place but I figure the environmental damage was a push.

Energy efficiency legislation like banning the simple safe ordinary light bulb is supposed to be "great at lowering people's electricity bills..."

Yes, ban consumers from buying what they want and applaud the savings!
(Little savings in banning impopular products, and inefficient products need to be popular or noone would buy them, classic example Edison’s light bulb, bought 19 times out of 20 in the USA and therefore a banning priority with a big section 211 all to its own in the Waxman-Markey Bill!).

The fact is that efficiency regulation on a product sacrifices performance, construction, appearance and price features, and does not necessarily give the savings suggested anyway.

Does society need to save energy? No, no shortage of electric energy sources...

About "saving lots of emissions banning bulbs" =
Does your bulb give out any gases?
Bans are unfair on emission-free households, now or in the future,
and emissions can be dealt with directly - as is planned anyway - by using new claener coal or renewable (or nuclear) energy

Because of a cluster of health issues, I Do Not use CFLs. Might save a few pennies. But it's not worth lesions on my skin, an increase by more than three times of migraines. Migraines lasting longer and being much more severe in pain. I'll cur my carbon foot print elsewhere.

You might have better luck with the new LED bulbs. They are not yet suitable for all applications, but great for recessed lights and vanity lights.

Dear MoveOn member,
The U.S. House passed a huge energy bill Friday. Lots of good people are applauding the passage of this legislation. But here's the ugly truth:

Big Oil and Coal lobbyists, working in cahoots with some conservative Blue Dog Democrats, weakened the bill terribly—it now falls far short of President Obama's campaign vision to transition America's economy to clean energy and create millions of new jobs.

In fact, the bill repeals a key part of the Clean Air Act and doesn't do nearly enough to shift America to renewable energy—so instead of a boom in solar and wind, the bill locks us into dirty coal power for another generation­.1

Working with progressive champions in the House, we were able to achieve modest gains at the eleventh hour (see details below). But saving the Clean Air Act and fixing other problems with the bill as the fight moves to the Senate will require a massive grassroots outcry.

So we have a decision to make: Should MoveOn launch a full-court press to fix the bill, and turn up the heat on senators who might be tempted to side with Big Oil and Coal?

Thanks, I tried that earlier, it gives a little more info, then provides a link to the actual ruling, and that link does not work. Got to love the gov't....c­an't handle routine things but can handle cap and trade, GM, healthcare, banking, wall street, etc...or can they?

All new domestic refrigeration, A/C units ought to switch over to ammonia as a refrigerant. Ammonia is vastly more efficient than presently-used freons. (The machines use much less power) Commercial units have always used ammonia. The only problem with ammonia is the possibe danger of a leak (it is poisonous) but modern systems are not prone to leakage, as were refrigeration units of yesteryear.
