PHOENIX — The Arizona Senate has given final approval to a bill that would allow people with concealed weapons permits to carry a gun into a business that serves alcohol.

The 19-8 vote completes legislative action on the bill and sends it to Republican Gov. Jan Brewer. She has not said whether she will sign it, but she has long been a supporter of gun rights.

The measure has pitted powerful groups representing gun and bar owners against each other, sparking a debate about whether guns and alcohol can coexist without bloodshed.

Critics of the measure say guns and alcohol are a dangerous combination.

"We don't let people drink and drive, why should we let them drink and carry guns?" said Sen. Paula Aboud, D-Tucson, who voted against the bill.

Supporters say they should be able to protect themselves and their families even if they happen to be inside a business serving alcohol.

"It's very important that criminals are now afraid rather than law abiding citizens," said Sen. Jack Harper, R-Surprise, the bill's sponsor.

The measure would ban drinking while packing and allow restaurants to deny entry to gun-toting citizens by posting a sign next to their liquor license.

Story continues below

The bill initially required that a bar serving alcohol also serve food, but that provision was removed at the request of bar owners who worried about uncertainty over which bars have kitchens.

Forty other states have approved similar measures, according to the National Rifle Association.

In Tennessee, restaurant owners and others filed a lawsuit Wednesday over a similar law that goes into effect July 14, saying it "encourages breaches of peace and unlawful vigilantism."

Randy Rayburn, owner of several Nashville restaurants and a plaintiff, said the measure is an "antibusiness law" that not only jeopardizes public safety, but increases employer liability and hurts tourism and hospitality businesses.

"The Legislature did not understand the unintended consequences of their actions," Rayburn said.

Former Gov. Janet Napolitano, a Democrat, vetoed a similar bill earlier this decade that would not have required people to have concealed weapons permits in order to carry guns in bars.

More than 127,000 Arizonans have concealed weapons permits, which require a gun safety course and background check, according to the Arizona Department of Public Safety.

Drunk in charge of a firearm, seems like an appropriate charge to bring against offenders!

Putting it in a duffel bag conceals it. Carrying the duffel bag completes the requirements.

Everybody knows guns and liquor go together. And we already have guns and churches. Get guns, liquor and churches together and then we can have some real fun.

hmmm . . . seems easier to get a "concealed gun permit" than a high school diploma in Arizona . . . .

And the point of all this is, beyond pandering to the self-esteem of the nerdlingers who currently run the NRA, what exactly?

Because now when Red States turn into war zones, and adults start trying to bring some order to the country... the Goopers and the NRA can start whining "ZOMG TEH LIBR00LZ GUNNA TAEK R GUNZ!!!!1111!!"

Actually, it seems the complete opposite is true.

It's the blue places like Chicago, New Orleans, and Washington DC that have turned into war zones.

Do you want to see what society could be like when all these pesky restrictions on lethal weapons are finally withdrawn?

Do you believe the best way to reduce violence in society is for everyone to be armed to the teeth, to defend themselves and ensure the peace through a protracted Mexican standoff?

Then read this article by English author Martin (son of author Kingsley) Amis before you move to Sweden:

There are a lot of restrictions on firearms that are being discarded at an accelerating rate starting roughly 25 years ago. The restrictions based on mythology and invention of bizarre scenarios are falling. Each change in the law represents an experiment of sorts, the results of these experiments has been excellent so far, no reversals due to adverse results.
We'll find out if the ability to carry concealed in a bar, keeping the strict prohibition against possession and any alcohol consumption, will result in any problems. Probably not.

It is cowboy mythology and bizarre scenarios on which the gun nuts base their case.

Please do active field research (in the roughest establishments, naturally, for proper validation) and keep us posted.

The Tennessee leg was taken over by the GOP in 2008 and in 2009 passed its own guns and bars bills. One interesting side effect: When firearms are allowed on bar premises, bars' and restaurants' liability insurance skyrockets, leading to higher prices for food and beverages.

Better yet: you can get a $600 gun hassle-free but a $10 box of condoms requires an age minimum. Thank you, Sarah Palin!

There are age minimums for firearms. For example, those under 21 cannot buy a handgun from a dealer and those under 18 cannot possess a handgun.

A modest proposal. How about we hold free NASCAR / country music events with all of the Jack and beer you want to anyone with an NRA membership and a loaded gun. Me thinks we might see a positive bump in the average national IQ. What do you think.

They're not allowed to drink while carrying. This just allows them to go into a restaurant for dinner, since even the vegetarian restaurants here serve some alcohol.

Actually, if you read the article, it states that the provision that bars entered into by armed people serve food was deleted.

Really, what part of guns+drunk people=really bad idea is unclear to you.

Are they going to be frisked upon entering? Are the alcohol police going to give them a red mark that shows they aren't allowed to drink?

Bars are already full of people carrying guns, most of them illegally. There is no safety benefit to be derived from passing a law the will cause the law abiding to leave their guns at home, while the law breaking continue to carry theirs as always.
