One of the Democratic senators who was on the fence when it came to backing a public option for health insurance coverage is coming out in support of the measure.

On Thursday, Sen. Kay Hagan (D-N.C.) offered her support for the health care overhaul proposal put forth by the Senate Health, Education, Labor and Pensions Committee, of which she is a member. In the process, she issued a statement that removed any doubt about where she stands on a publicly run insurance option.

"My colleagues and I on the Health, Education, Labor and Pensions Committee have been working on a plan to reform the health care system in this country," Hagan's statement read. "We have crafted a plan that will stabilize health care costs and includes a Community Health Insurance Option, which I support. It is a backstop option for people without access to affordable coverage. Health care providers will not be required to participate, payment rates will be set in a competitive fashion, and the community health insurance option will compete on a level playing field with private health insurance plans in the gateway."

The public plan portion of the proposal, known as the Community Health Insurance Option, would be overseen by the Department of Health and Human Services, but follow the rules set forth by the private market. At the same time, it would lower the costs of health care by pooling the purchasing powers of its participants and it would drastically lower the administrative costs customary to private providers. In short, one source on the committee said, it is the robust proposal that progressive wanted. And now Hagan, as her office confirmed to the Huffington Post, supports it.

For days, even weeks, the North Carolina Democrat had been pinpointed as a possible roadblock towards getting a strong public option out of the HELP committee. Progressive groups were running advertisements in her state to compel her to support the provision. Local pressure on the Senator was intense as well as it was widely believed that she was trying to water down the public option during the committee's drafting process.

In the end, Democrats say, Hagan was much more solid on the idea than media reports were letting on.

"The Left is wrong about Sen. Hagan on this," said a Senior Democratic staffer. "For others to attack her as standing in the way of progress on public choice just isn't right. She worked right up to the wire with other Democrats on the Committee. In the end, it will be plan they created together that will pass the Senate, guarantee access to affordable coverage for those who don't have it and preserve the options of those who do."

As our state changes, Hagen had better realize who her friends are. I voted for Kay and we went blue for Obama for the first time since Carter. This state can set the pace for the southeast so we must keep moving forward.

The assault on Democrats has begun in NC, as former governor (D)Easley and his wife are headed for court and it does not look good for them. New governor (D)Perdue is making tough calls and creating many enemies.

Kay and the other doubters had better remember the last election and stop apologizing for winning. We need strong, progressive action or we'll send you packing next time. Blue Dogs beware.

I think Kay has a window of opportunity to help Dems & polarize the state with Health Care.
(seen Burr's #'s lately?)

NC has over 11% unemployment & a lot of Republicans are unemployed and uninsured .
a Southern Republican would rather have Single Payer than be on Medicaid.

but the problem is...
no one here understands the difference in Single Payer & a halfass public option.

the drug & health insurance companies are running commercials all over the place...
where are the commercials for Single Payer or pnhp.org?

I have private insurance, bc/bs. I recently received explanations of benefits for a surgery and it is interesting to note that the allowable charges paid by my insurance company to my medical providers, are the same as the amounts customarily paid by medicare and medicaid.

All private plans with many insured negotiate with the providers to accept these amounts as payments. So it is just as the President is saying, the exorbitant premiums are going to pay third party administrators and insurance executives. Physicians, medical clinics, hospitals and pharmacies are not reaping the benefits. Cutting out the middlemen will not lessen the medical care we receive and our collective modest premiums should assure coverage for all.

ALL of the plans that have been put together with and without the public option is doing exactly that. The only one that is balanced and makes the most sense is the single payer but we know why that was not even allowed in the discussions.

Look at the opposition to the public option, just to include competition into the mix. Do you really think a single payer option would have made it past the front door? I think most thinking American's want single payer. But it's just too high a bar to clear - unfortunately.

requirement to change the senate rules.

The Senate moves to vote on a measure.

At least 41 Senators call for filibuster.

Reid raises a point of order, saying debate has gone on long enough and that a vote must be taken within a certain time frame.

Biden -- acting as presiding officer -- sustains the point of order.

A Republican Senator appeals the decision.

A Democrat Senator moves to table the motion on the floor (the appeal).

This vote - to table the appeal - is procedural and cannot be subjected to a filibuster; it requires only a majority vote -the Vice President casts any tie breaking- vote).

With debate ended, the Senate would vote on the nominee; this vote requires only a majority of those voting. The filibuster has been closed with a majority vote instead of a three-fifths vote.


Contact Senator Harry Reid and tell him you expect him to use the nuclear option, if the republicans filibuster anything!!. remember how Bill Frist used the "nuclear option" to ram samuel Alito through to the scotus

Once again health care will prove to be the Libby's Waterloo. You can't bite the hand that feeds you. How many thousands or millions have the Dems taken in campaign contributions from these evil insurance companies? Is Obama really going to put the thousands employed by the insurance industry out of work when unemployment is already at 10%. real "reform" is a pipe-dream!!!!!!

I'm assuming her plan with the Community Health Insurance Option, because it's a different name, is different inurance from Obama's Public Health Plan. His propposal while running was to allow the uninsured to buy into the same health plan that the congress and senate use. Hagan's is "community" inurance in contrast, which I assume is an option that's locally based. I wonder, is this an attempt from a former opposer to water down the stronger, original option?

I see my country Sweden is on 23rd palce, i feel we still got good healthcare, but it has goten worse since our rightwing started with private options, for they want to privatize it and so far has it only forces up the cost and more cheating in treatment.

After all Swedens rightwings (the liberals) look on USA for isnpiration how thigns should be, when our leftwing (socialists) simply look what can me do best with our own resources and how ot find our own way.

US also ranks lower in infant mortality and has an abysmal rate for women dying in childbirth (extraordinary in this day and age). Also, US spends more and receives worse outcomes than other industrialized nations (and in some cases, also worse than some third world countries...). US visits doctors more often than other countries but is less healthy. This is an horrendous record for the "richest country in the world".

I am afraid that what Hagan and the other nominal Democrats and republicans will offer the American people is just another McCain/Feingold type of bill for health care.
Campaign Reform was so watered down, it did not do anything to go after the lobbyists, the money spent on political candidates, or set any rules.
If public option is not geared for all people, it will continue to allow the insurance companies to make the rules and rake in horrendous profits at the expense of people who want and need quality health care at affordable prices.

We the people have to make Health Reform happen. The Congress work for US and should represent US!

If the Senators and Representatives can't Represent the will of We the people, We need to fire them ASAP!

We need to find Democrats or Republicans who want to work for We the People and kick the Corporate Representatives out of Congress. Prepare for the 2010 Primaries and get theCorps out of the Congress.
