One of the Democratic senators who was on the fence when it came to backing a public option for health insurance coverage is coming out in support of the measure.

On Thursday, Sen. Kay Hagan (D-N.C.) offered her support for the health care overhaul proposal put forth by the Senate Health, Education, Labor and Pensions Committee, of which she is a member. In the process, she issued a statement that removed any doubt about where she stands on a publicly run insurance option.

"My colleagues and I on the Health, Education, Labor and Pensions Committee have been working on a plan to reform the health care system in this country," Hagan's statement read. "We have crafted a plan that will stabilize health care costs and includes a Community Health Insurance Option, which I support. It is a backstop option for people without access to affordable coverage. Health care providers will not be required to participate, payment rates will be set in a competitive fashion, and the community health insurance option will compete on a level playing field with private health insurance plans in the gateway."

The public plan portion of the proposal, known as the Community Health Insurance Option, would be overseen by the Department of Health and Human Services, but follow the rules set forth by the private market. At the same time, it would lower the costs of health care by pooling the purchasing powers of its participants and it would drastically lower the administrative costs customary to private providers. In short, one source on the committee said, it is the robust proposal that progressive wanted. And now Hagan, as her office confirmed to the Huffington Post, supports it.

For days, even weeks, the North Carolina Democrat had been pinpointed as a possible roadblock towards getting a strong public option out of the HELP committee. Progressive groups were running advertisements in her state to compel her to support the provision. Local pressure on the Senator was intense as well as it was widely believed that she was trying to water down the public option during the committee's drafting process.

In the end, Democrats say, Hagan was much more solid on the idea than media reports were letting on.

"The Left is wrong about Sen. Hagan on this," said a Senior Democratic staffer. "For others to attack her as standing in the way of progress on public choice just isn't right. She worked right up to the wire with other Democrats on the Committee. In the end, it will be plan they created together that will pass the Senate, guarantee access to affordable coverage for those who don't have it and preserve the options of those who do."

I appreciate the fact that you have point of view that you are willing and able to defend, but please don't take refuge in talking points that insult that intelligence of folks that can separate reasoned arguments and painfully disingenuous "data". I jerk around with a lot of the topics on HP, but when someone stridently believes that there is no room for improvement in our healthcare system, they better come with goodfaith information. At least get on board with the MDA.

I can't get excited by a proposal that "...would be overseen by the Department of Health and Human Services, but follow the rules set forth by the private market." The private market sets the rules? Isn't that how we got into the mess with the banking industry, over and over again? We've got to stop supporting legislation that is constrained by the dictates of "the private market." Once upon a time, government set rules to limit the excesses caused by pure capitalism. Now the government has become captive to corporate interests.

There was a time when politicians would craft legislation with fine print that diluted their perceived good intentions. Now they just come out and say it! We'll follow the private market rules! It's upside down, bizzaro world.

When she ran, what did she promise the State of NC? How was her views different from that of Dole's. I would like to know specifics, not the generic stuff, like: "I will see that NC is taken care of". Did she ever mention Health Care, Jobs or anything of substance. I would like to see clips of all the democrates and what they promised during their campaign.

If 87% of Americans are happy with their health care why are we going to ruin a system that works. Perhaps people need to look at facts at check survival rates of cancer between US, Canada, Britain. Which country has the best survival rate - ours does.

Those who want a public option - how about creating a non- profit organization to assist those who do not have health insurance. The 47 million number is inflated. There are 10 million out of those 47 million who already quality for medicaid - they just have to sign up. There are 10 million who can afford health insurance or younger indivdiuals who do not feel the need to get insurance. There 20 million who lost health insurance at some point in time that is included in this number. There are perhaps 7-10 million who are illegal immigrants.

We should not RUIN the best healthcare system while the MAJORITY of Americans are happy with their health care.

Okay Senator Hagan does the Community Option cover at the LEAST 97% of Americans that the Public Option did? Personally myself I would prefer a Single Payer System and wish someone could get an answer from the CBO on how much it would cost.

Pass the Public Option Plan with a stipulation that any state who doesn't want it can opt out ( just like with the Stimulous Plan ).

It's too bad that the only people hearing all these astute comments about the useless "public option" that will continue to keep insurance industry digging into our pockets and the national economy, are those of us reading the Huffington Post. Hardly anyone else knows enough about this issue to have an informed conversation even.

Most people don't know the difference between the public option and Single Payer, and those that do just seem to think we are not ready for a Single Payer plan.

Only Ed Schultz seems to talk up Single Payer a lot. Bernie Sanders and a few other Senators, but not really getting enough national exposure. I don't hear enough from MovOn.org even. Or Ralph Nader.

We need to get the word out BIG TIME somehow.

Any ideas ?

A March on Washington....All 276, ok maybe 1276 of us ?

....that won't get much attention.

When the comments here reach the 100,000 level, maybe there will be strong enough interest to effect a real change.

I really share your frustration. I was hoping that, at this juncture in the healthcare reform process, the Dems would be rallying the moderate Republicans toward a sollution, not settling for watered-down, "reform-like" measures from their own that fail to address the fundemental problem: Why do U.S. citizens need insurance entities pulling a profit margin out of the healthcare system, when the insurance companies provide no medical service to the endusers.

I would like to think that those of us that sent e-mails to the democrats who didn't support public option had a part in her changing her mind. I asked if she was receiving money from the health lobbyist. I sent an e-mail to each one of the democrats and the president and the speakers of both houses.
