WASHINGTON — The Obama administration "misread" the depth of the economic troubles it inherited and still expects more new jobs in the long term as the spending pace from the $787 billion stimulus plan quickens, Vice President Joe Biden said.

Republican congressional leaders expressed disappointment about the impact of stimulus spending. "I'm very skeptical that the spending binge that we're on is going to produce much good and, even if it does, anytime soon," Senate Republican leader Mitch McConnell of Kentucky said in a statement Sunday.

"I think the economy is just as likely to begin to recover on its own, wholly aside from this, before much of this has an impact."

Biden, in an interview that aired on ABC's "This Week," said the 9.5 percent unemployment rate is "much too high." The administration had predicted unemployment would stay below 8 percent with its stimulus plan.

"The figures we worked off of in January were the consensus figures and most of the blue chip indexes out there," Biden said. "We misread how bad the economy was, but we are now only about 120 days into the recovery package."

He cited the economic conditions inherited from the Bush administration. "It's now our responsibility. So the second question becomes ... is it the right package given the circumstances we're in? And we believe it is the right package given the circumstances we're in."

While Biden argued that more jobs will be created in the coming months, House Republican leader John Boehner of Ohio said the GOP had wanted the bill to focus on small businesses and helping people keep more of what they earned.

"This was supposed to be about jobs, jobs and jobs. And the fact is it turned into nothing more than spending, spending and more spending on a lot of big government bureaucracy," Boehner said.

Even House Majority Leader Steny Hoyer, D-Md., said no one is satisfied with the results of the stimulus so far. "But we believe the stimulus was absolutely essential," he said.

Biden noted that the plan was set up to spend the money over 18 months. Major programs will take effect in September, including $7.5 billion for broadband Internet service, plus new money for high-speed rail and the nation's electrical grid, he said.

Biden said it's premature to say whether the country will need a second stimulus package.

Other issues Biden discussed during his ABC interview:

_Asked whether the United States would put the lives of U.S. troops on the line should violence flare up again in Iraq, he said "no." The U.S. still plans to withdraw all troops by 2011, Biden said. "We believe the Iraqis will be fully capable of maintaining their own security."

_Biden said if the Iranian government seeks to engage in a dialogue with the United States, the U.S. will engage. "The offer's on the table."

_Biden said Israel has the right to pursue a different course of action on Iran than the U.S. does. "Look, Israel can determine for itself _ it's a sovereign nation _ what's in their interest and what they decide to do relative to Iran and anyone else."

_On North Korea's Saturday launch of missiles, he said such actions appear to be efforts to seek attention. "The question is, is there anything that we should do about it?" Arguing that the U.S. policy has been correct so far, he said, "We have succeeded in uniting the most important and critical countries to North Korea on a common path of further isolating North Korea."

_The Obama administration is "well on the way" to resolving a dispute between CIA Director Leon Panetta and National Intelligence Director Dennis Blair, Biden said. The conflict centers on Blair's effort to choose his own representatives at U.S. embassies instead of relying only on CIA station chiefs. "He declined to give details.

The Democrats have started their excuses. The will rely on the "Bush is Evil" excuse for at least another 6 months, but soon they will have to start answering for their own stupidity. They spent and spent and spent on every foolish liberal agenda they could get ahold of, now they even have Barney Frank arguing that their are not enough mortgage loans for minorities again (the same argument he made that caused most of the real estate bubble in the firt place). The Democrats are like kids in a candy store and they are trying to get their little bellies full before the adults come and remove them. They wanted to spend and spend and they hoped that the economy would turn around DESPITE their spending, not because of it. No intelligent person could possibly believe that the stimulus package (which has failed in other countries) could possibly help...They were hoping to get lucky and they didn't...The blame lays squarely on each and every person who voted for this radical community organizer...you should never give the keys to the candy store to a little child.

Oh, I thought you just understated the problem in order to get some Republican support while Norm Coleman was pitching a fit over losing to Al Franken in Minnesota. If you had tried to get the right stimulus all in one bill, it never would have passed Republicans and Dinos, so you tried for something that could pass with the number of votes you had then. It's very statesmanlike of you to take the blame that way, to move the conversation onto what needs to be done next. Possibly your best "gaffe" to date.

Im so tired of having the democrats in this country do nothing but make excuses and blame the replublican party for problems they cant fix. Look at what Obama has done in his first seven months as president.
1. Spent more money in 7 months the George Bush did in 8 years. Last I checked our country was in pretty bad debt. Obamas theory= create more money not to metion unempoyement is 1.5 % higher then he promised it would ever be and it only took 7 months to get there not to mention Californias unemployment 11.5 %

2. All you out there who listen to nothing but bias media....... Get a brain, open your eyes and do some research, when Bush was in office everyday # of soldiers killed in middle east.... When Obamas in office you dont hear JACK but soldiers are still being killed. why? Missles in Norht Korea threatening to fire at Hawaii, what has Obama done about it?

Democrats look at Texas, we all know how you love to raise taxes, but for a state that has no taxes they have a 900 Billion dollar surplus and where 1000 people are moving into the state every month. Where as California whos tax rate was just increased to 8.75% is now about to go bankrupt..­..........­......

I say impeach Obama and let Rick Perry be the president maybe he can turn the U.S. around to be more like Texas.

Seems to me you omit Bush'd panic and rush to give a bailout to Wall Street before he left office

It takes longer than 6 mnths for any finacial slump, disaster,recession or minin depression to turn around in 6 months under a new administration.

Hmmmn if we hadn't been seduced under totally false circumstances we wouldn't have invaded Iraq and still have all those funds that have been wasted.

The statistics of war casualties are constantly sited. Obama opened the door for the media to witness the dead being returned with the permission of the family.

Obviously you're from the Genghis Khan school of diplomacy. You don't invade a country like Korea , whether you like it words are the only means now. Bush did the same.

I think your slant on this is obvious. But do ask your preferred president why he wasn't aware of any financial troubles brewing on Wall Street the past 2 or 3 years. Ask him why he was so quick to stuff their pockets before leaving office with a no payback bailout? Ask him why he let Halliburton squeeze so much money out of us for such a noble cause?

And please tell me why a Democratic President should be seen as the sole owner of situations that it took 8 years to create? ANd why do you in all of your astute political knowledge believe it takes 7 months to make everything better. It took Bush 8 years to make everything worse.

Biden/Obam­a/Bush/Che­ney and all the 'political class' .... they just didn't want to listen.

I really believe Obama is trying to destroy our country. A stimulus bill that only stimulated government growth now they are starting to talk about another one. A budget with a over one trillion deficit built in. A health care plan that won't help many but will spend billions if not trillions and run private insurance out of business. A cap and trade bill that will run the rest of industry out of the country becasue they cannot afford energy cost and the people will not have any disposable income to spend. The debt will cause high inflation, high interest, and high unemployment. The American dollar will be worthless Once this is finished there will only be one thing left standing Obama and the Government. That is why Obama is doing what he is doing.

Okay, then you tell the hundreds of highway workers in this county who have been employed by the American Recovery and Reinvestment Act that their paychecks are "only ... government growth." They'll just look at you like you have three heads. If government necessarily expands a little bit to clean up the economic aspect of George Walker Bush's mess, so be it. That is less important than people doing productive work and being able to afford their housing, food and medical care.

Who cares? What's important is that I'm healthy and my doctors get paid, not whether the government pays them or a corporation. You put the cart before the horse. Government exists to serve the People, not to preserve corporations.

As I said before, the american people aren't suprise at the economy we knew that it was bad. Jobs, are needed and right now as of July10,09 Illinois will know it's fate, so the list keeps going on and on and on and on. There we have it, now it's time to be told that we are looking for awhile of job lost before we start seeing progress. Re-thinking, Re-planning, Re-structuring, and Removing and Re-placing people that don't have the people first.

I am not into party loyalty, nor do I wholly believe either side of the political aisle. There is one thing that I know and that is: both parties are two sides of the same coin in our sham democracy, beholden to special interest, corporations, Wall Street, and banks. Every election cycle both sides, tweedle dee and tweedle dum, go around raising dollars from those who have it, and making false promises to us commoners. Once they are elected, they are back to business, doing business for big business, and getting paid for it. In the meantime, grandma just lost her home to a tax or water foreclosure.

Does anyone remember the 700 billion in stimulus checks that the Bush administration issued? The checks that everyone saved instead of spending? Giving crack cocaine to a nation of spending addicts to keep the house afloat. Now we invest in job creation, and Mitch McConnell has the audacity to use the term "Spending Binge"? Economic Stimulus Act of 2008 (Pub.L. 110-185, 122 Stat. 613 ?

Is that the one you speak of? The cost was $152B, not $700B. And spending increased by 3.5%. Pretty good, considering it was only $300 per person.

Our country is run by big business and our leaders (in name only) are beholden and subject to their influence. Here are some examples:

1) Legislation passed to repeal Glass-Steagall (de-regulation of the financial markets).

2) Legislation to export jobs to third world countries in order to make cheap products, through slave labor, with huge profits realized here at home for greedy CEO's.

3) Legislation to import "blue coller" and "white collar" foreigners for cheap labor both legal (HB1 visas) and illegal with huge profits realized by greedy CEO's; the result is displaced American born workers.

4) Legislation to save banks from themselves through corporate welfare, and ensuring poverty for most Americans for years to come.

5) The credit card companies drafting and finalizing the new bankruptcy bill, making it harder for the average person to liquidate debt, while car companies are allowed to file under government restructuring.
