WASHINGTON — The Obama administration "misread" the depth of the economic troubles it inherited and still expects more new jobs in the long term as the spending pace from the $787 billion stimulus plan quickens, Vice President Joe Biden said.

Republican congressional leaders expressed disappointment about the impact of stimulus spending. "I'm very skeptical that the spending binge that we're on is going to produce much good and, even if it does, anytime soon," Senate Republican leader Mitch McConnell of Kentucky said in a statement Sunday.

"I think the economy is just as likely to begin to recover on its own, wholly aside from this, before much of this has an impact."

Biden, in an interview that aired on ABC's "This Week," said the 9.5 percent unemployment rate is "much too high." The administration had predicted unemployment would stay below 8 percent with its stimulus plan.

"The figures we worked off of in January were the consensus figures and most of the blue chip indexes out there," Biden said. "We misread how bad the economy was, but we are now only about 120 days into the recovery package."

He cited the economic conditions inherited from the Bush administration. "It's now our responsibility. So the second question becomes ... is it the right package given the circumstances we're in? And we believe it is the right package given the circumstances we're in."

While Biden argued that more jobs will be created in the coming months, House Republican leader John Boehner of Ohio said the GOP had wanted the bill to focus on small businesses and helping people keep more of what they earned.

"This was supposed to be about jobs, jobs and jobs. And the fact is it turned into nothing more than spending, spending and more spending on a lot of big government bureaucracy," Boehner said.

Even House Majority Leader Steny Hoyer, D-Md., said no one is satisfied with the results of the stimulus so far. "But we believe the stimulus was absolutely essential," he said.

Biden noted that the plan was set up to spend the money over 18 months. Major programs will take effect in September, including $7.5 billion for broadband Internet service, plus new money for high-speed rail and the nation's electrical grid, he said.

Biden said it's premature to say whether the country will need a second stimulus package.

Other issues Biden discussed during his ABC interview:

_Asked whether the United States would put the lives of U.S. troops on the line should violence flare up again in Iraq, he said "no." The U.S. still plans to withdraw all troops by 2011, Biden said. "We believe the Iraqis will be fully capable of maintaining their own security."

_Biden said if the Iranian government seeks to engage in a dialogue with the United States, the U.S. will engage. "The offer's on the table."

_Biden said Israel has the right to pursue a different course of action on Iran than the U.S. does. "Look, Israel can determine for itself _ it's a sovereign nation _ what's in their interest and what they decide to do relative to Iran and anyone else."

_On North Korea's Saturday launch of missiles, he said such actions appear to be efforts to seek attention. "The question is, is there anything that we should do about it?" Arguing that the U.S. policy has been correct so far, he said, "We have succeeded in uniting the most important and critical countries to North Korea on a common path of further isolating North Korea."

_The Obama administration is "well on the way" to resolving a dispute between CIA Director Leon Panetta and National Intelligence Director Dennis Blair, Biden said. The conflict centers on Blair's effort to choose his own representatives at U.S. embassies instead of relying only on CIA station chiefs. "He declined to give details.

The economy has misread for more than a decade as welfare was cut but the results not tracked and as poor people have been made invisible and not worthy of political debate or commentary ( except by Edwards , who apparently used them in between trysts).Now that the entire U.S is turning into the Rust belt
politicians are noticing. Haven't they ever heard of glasses?

those who have the bennies of government employment are like people swathed in thick quilts wondering
what all the fuss is about when the wind blows. We need lobbyists for the homeless and the poor, instead of lobbyists for the pharmeceutical and oil companies.

great post. "bennies of govt employment" is key. the govt is heading toward the same fate at GM. an upside down pyramid where the load of many is carried by only a few. if we continue with this govt growth we won't have enough people to support the govt employees.

Great insight, Joe. It doesn't help that "Change" promised by Obama doesn't extend to 1) replacing the Goldmanites and their acolytes like Geithner with people like Sheila Bair 2) continuing to give the bankers who caused the problem billions in direct dollars and guarantees while refusing to fund states and local governments for real difference-making relief 3) failing to grow Democratic spines in creating meaningful health care reform without loopholes for the insurance/pharma companies that buy Congress

The list could go on and likely will. So far, behind the soaring rhetoric and PR, this Administration is not delivering the changes it promised. So...business as usual? Likely. As Mama used to say, "The road to hell is paved with good intentions." It seems that's all this Administration is trading in thus far.

I agree but there's no conflict between our two posts. Krugman's point was the downturn was going to be steeper and longer lasting than the rosy pictures the Obama team was being fed AND therefor the stimulus needed to be larger in order to address a problem of this magnitude AND that the stimulus, with it's emphasis on tax cuts, was largely wasted.

He also expressed his fear that it would be nearly impossible to get a second round of stimulus out of the congress which would be alarmed by the state of the economy, the sharply rising national debt, and the cost of the other items on Obama's agenda.

And he walked us all through it citing his information sources and using itty bitty words even I could follow. I especially liked the way he drew parallels with the Great Depression and the politics of that day with our current situation.

Of course he was promptly attacked for being a Clinton loving racist republican who caused
Enron's downfall and doesn't know anything anyway. Just like the Bushbots did when he correctly predicted the effects of Bush's economic debacle.

I've got nothing against Vice President Biden,but I wish all of them would (read), just take out the days that all of you men/women in congress need to really (read) and then discuss why your going to go for a bill or not and then you won't have to always say you mis-judge. Look, most of the american people did not mis-judge we knew that this economy was under a rock and it wasn't prudentials. I wish someone will be honest and come out and say it, we don't have enough jobs in america to support the country, we are living on (borrow) time. What will this do to admitt it? It would then get the right heads together to create jobs this is whats needed Vice President Biden, clear and simple there is no way of getting around it or we will all have to take ships and go overseas and work( that's a thought?) to actually see americans take ship and go and work at the jobs that are own by americans but shipped overseas (wow!). Jobs! Jobs! Jobs! Jobs! we all need to get new bumper stickers saying, Jobs for America!

How easily we forget. The economic problem began with Corporate America shipping jobs over seas. That means Amerca has an unemployment problem - which means our govrnment has much less in tax revenue with which to solve our problems. A stimulous package must begin with closing the loopholes which encourage investments in foreign lands. Simple.

A decline in the Dollar relative to foreign currencies makes U.S. goods more competitive with foreign goods both at home and abroad and therefore helps create U.S. jobs. A continuing moderate decline of the Dollar is an essential element needed to end the recession.

Their first mistake was to allow Pelosi & Co a free hand to draft the legislation. One might have thought that Obama, Biden and their economic advisors would have devoted a lot of time during the transition to crafting the best economic recovery package feasible.

We gave the super wealthy tax breaks and they created a society built on a gambling casino. They expanded their companies but shipped out jobs overseas. They created the private health insurance industry that leaves people sick and broke. They developed an education system that no one can afford. They created speculation bubbles that destroyed our retirement funds and they ran up the national debt to such proportions that no one can do anything about it.

The glories of our tax break free market love affair of the past 40 years has sent us in the direction of becoming a third rate country with a first rate military. The only thing we're good for is sabre rattling, starting wars that we can't end, shipping arms overseas, and buying weapons to kill each other with.

What's most amazing is that the people who brought us to this low point are now on the outside throwing stones!! Incredible!

Most of what you said is true but the causes are correct. We haven't had free markets. And it wasn't tax breaks that caused those problems. Government intervention in the markets, NAFTA, the Fed etc. has encouraged this self destructing economy.
