WASHINGTON — The Obama administration "misread" the depth of the economic troubles it inherited and still expects more new jobs in the long term as the spending pace from the $787 billion stimulus plan quickens, Vice President Joe Biden said.

Republican congressional leaders expressed disappointment about the impact of stimulus spending. "I'm very skeptical that the spending binge that we're on is going to produce much good and, even if it does, anytime soon," Senate Republican leader Mitch McConnell of Kentucky said in a statement Sunday.

"I think the economy is just as likely to begin to recover on its own, wholly aside from this, before much of this has an impact."

Biden, in an interview that aired on ABC's "This Week," said the 9.5 percent unemployment rate is "much too high." The administration had predicted unemployment would stay below 8 percent with its stimulus plan.

"The figures we worked off of in January were the consensus figures and most of the blue chip indexes out there," Biden said. "We misread how bad the economy was, but we are now only about 120 days into the recovery package."

He cited the economic conditions inherited from the Bush administration. "It's now our responsibility. So the second question becomes ... is it the right package given the circumstances we're in? And we believe it is the right package given the circumstances we're in."

While Biden argued that more jobs will be created in the coming months, House Republican leader John Boehner of Ohio said the GOP had wanted the bill to focus on small businesses and helping people keep more of what they earned.

"This was supposed to be about jobs, jobs and jobs. And the fact is it turned into nothing more than spending, spending and more spending on a lot of big government bureaucracy," Boehner said.

Even House Majority Leader Steny Hoyer, D-Md., said no one is satisfied with the results of the stimulus so far. "But we believe the stimulus was absolutely essential," he said.

Biden noted that the plan was set up to spend the money over 18 months. Major programs will take effect in September, including $7.5 billion for broadband Internet service, plus new money for high-speed rail and the nation's electrical grid, he said.

Biden said it's premature to say whether the country will need a second stimulus package.

Other issues Biden discussed during his ABC interview:

_Asked whether the United States would put the lives of U.S. troops on the line should violence flare up again in Iraq, he said "no." The U.S. still plans to withdraw all troops by 2011, Biden said. "We believe the Iraqis will be fully capable of maintaining their own security."

_Biden said if the Iranian government seeks to engage in a dialogue with the United States, the U.S. will engage. "The offer's on the table."

_Biden said Israel has the right to pursue a different course of action on Iran than the U.S. does. "Look, Israel can determine for itself _ it's a sovereign nation _ what's in their interest and what they decide to do relative to Iran and anyone else."

_On North Korea's Saturday launch of missiles, he said such actions appear to be efforts to seek attention. "The question is, is there anything that we should do about it?" Arguing that the U.S. policy has been correct so far, he said, "We have succeeded in uniting the most important and critical countries to North Korea on a common path of further isolating North Korea."

_The Obama administration is "well on the way" to resolving a dispute between CIA Director Leon Panetta and National Intelligence Director Dennis Blair, Biden said. The conflict centers on Blair's effort to choose his own representatives at U.S. embassies instead of relying only on CIA station chiefs. "He declined to give details.

The economy did not get in this condition overnight and it is not going to heal quickly.

Construction is seasonal work and it will take awhile for employment statistics to improve.

Obama is trying to protect and restore the old order. I'm sorry, but this is not the change we voted for. He told us he was for changing the ways financial institutions should be regulated. We agreed, overwhelmingly. So far, we have seen an enormous amount of our money, (trillions of dollars), funneled into their (banks) coffers, with no demand for accountability at all, really. This is just a continuation of the Bush policy. Our rage is justified.

Which one are you guilty of, Mr. Biden?

Misread the economy? Pump millions to billions into the pockets of the rich because "otherwise things would have totally collapsed"?

Whose reality are you and the President care-taking?

If it's taken you this long to see that your administration chose to do the wrong things for the wrong people, then I vote for Stupidity first, Mismanagement second, and Greed last-but not least.

Take your pick. There are no other accolades to describe the actions of this administration, or its lobbyist supporters.

What happened to all those promises:

-rollback the tax cuts for the wealthy
-end the forever war in Iraq
- surgical - not SURGES - intervention for Afghanistan
- close Gitmo
-green jobs
-affordable education

etc. Nothing for the people, Joe, NOTHING.

I guess that's one way you could take his comments. Another is that he was just acknowledging that Bibi and Avigdor Lieberman have been bad-mouthing Ahmadinejad about the same way McCain has, perhaps more, and Biden refuses to preach to Israel's big mouths about staying out of Iranian politics; he's staying out of Israeli politics. A choice which I question, as much as we get involved on Israel's behalf, but the point here is that he is not really giving anybody any green light for pre-emptive invasion.

That would be illegal under international law, and nothing the vice president -- or the former vice president -- says can change that.

The problem is that we have two groups of the same snake running this country. When you have this kind of a problem, nothing will change. Biden knows the problem, but he wont do anything to stop it. Its called if they ended the war today, NOW, as we speak, money that is lterally getting wasted down the rat hole, could go back into the economy and healthcare. Nobody wants to do it, becuase of the oil. This is a greed driven group in Washington, more concerned with filling thier own pockets, than that of the American people. For all his talk about knowing how hard the Public has it? BS. If he really planned to do anything about it, it would have been done the day they took office. CFR won't let them do it. The public would have seen our civil rights given back to us, we would have single payer, our jobs would not have been lost due to cheating banks. Folks, we elected Obama to undo the damage, make him do it. Call and harrass congress, the senate, Biden and tell them we have had enough. I am, and I won't quit until we see real change.

I get that so many people are just waking up to the fact that we do not back up our $$ with "gold" and they are upset and think that is insanity. They are probably right...however....it's not like this just started last year! Our economy has been run this way for DECADES people! Hello?

Maybe this practice SHOULD Change, but considering we...and the world... has been teetering on total economic collapse since September of last year, do you really think NOW is the time to change our entire National economic system, that has been in place for DECADES? How long do you think it would take to do THAT? In the meantime what happens to everything else that depends on STABILIZING our economy FAST?

How about we stablize the economy first and then do something about the "system" when we aren't in a economic collapse panic, and can do it SMART and carefully?!

But he doesnt seem to agree. Obama continues to talk about spending even more money we dont have. He even said the first stimulus did its job when it didnt.And because bills are passed so quickly with noone seeming to really know whats in them we dont even find out how the money is wasted till way after the fact.

We have been "spending money we don't have" for DECADES. For decades we have not backed up our dollars with GOLD. We have just been printing money out of thin air for DECADES.
Why are people acting like this is President Obama's practice only? Every Congress and Administration has been printing bogus $$ for DECADES. Republican and Democrat.

I think Obama has very good intentions, and has acted on those intentions, but many of us are now very angry and worried as we see trillions of our public dollars being transfered into the private sphere. It is happening at a truly alarming rate. I don't feel any sense of betrayal about Obama. I just think that he needs to start listening to the people who elected him instead of the banking industry and the people who created the crisis. That may be too much to ask. Maybe the oligarchy we have become is too powerful. That would be tragic. Remember that during the campaign, Obama summoned the people to step up and become citizens again and demand change. We did. He also talked about the kind of change we needed in the banking and financial industry. We overwhelmingly agreed. Why is that change not happening? I'd really like to know.

Because above and beyond all that you or I or any starry eyed infatuated with Obama groupie might think of him, he is a politician. A politician. He is certainly not as bad as others have been, but he is certainly not the messiah of change he campaigned as because in the real world of being president, he either can't be or at some point chooses Not to be after meeting the $$$powers that be$$$ that own All of Washington politicians to some degree. The banking industry is back to 'business as usual' after making their getaway, and all you hear from every politician in Washington is the same old double talk. Come August, when virtually no Americans have been put back to work who have lost their jobs because of this so called bailout, you will start experiencing the end of the party for Obama and company right to and through the 2010 election where many of them will join the unemployed.

He never campaigned as the "Messiah of change". Over and over again, he said, "It's going to be tough. I'm going to make choices you don't like. Things are going to get worse before they get better. Change won't happen unless all of you make changes as well."

Hello? He NEVER promised us a rose garden. The people who voted for him - the smart ones, anyway - realized that. So we're not disappointed now. The only people who are disappointed and angry at the ones who had unrealistic expectations when voting for him, or who didn't vote for him because they wanted 4 more years of Bush.

He never pretended to NOT be a politician. I knew I was voting for a politician. How could you or anyone else NOT know that?

I thought the same thing. Now I am beginning to wonder why he is not fighting harder for us? DADT, legalizing marijuana, siding with the banks and credit card companies, telling us to leave the Dem's alone who are against single payer health, releasing the stimulus money to slowly, not going after Bush and company, and the list goes on.

It's only been 120 days, with 10% of the stimulus spent... most economists said it would be a year before we saw a turn around.

As for other issues, I believe Obama has started things rolling. But "we did" needs to be "we are" as there is still plenty for us to do to get things passed, eg. healthcare reform.

What did people think, that the minute the stimulus bill passed, the Government would just start handing out bricks of billions of dollars in cash, willy nilly, like Bush did in Iraq... and a day later Rome would be built...our economy would be buzzing? (Like Bush rebuilt Iraq...NOT)

Where were all these Republicans etc, who are yelling now, when George Bush and the Republican Congress was "literally" allowing them to hand out wheel barrows of cash money to the tune of Billions of dollars to who the h##l knows, going to WHERE? NO one knows to this day! Not one PEEP from Republicans then...and they STILL don't bother to ever mention that.

The Economic melt down was dumped on us out of NOWHERE in Sept 2008..until that moment Republicans were telling us the economy was doing GREAT...it was sound.
The Republicans had eight years to know what the heck was going on with our economy and over see it! EIGHT YEARS. It was George Bush/Dick Cheney's economic meltdown, and ALSO their BAILOUT.

President Obama took office six months ago, 4 months AFTER the REPUBLICAN crisis was just dumped on the people....and the unemployment snowball was ALREADY rolling DOWN HILL.

All those people who kept saying Democrats thought Obama was the messiah...NOW seem to expect him to BE the messiah and just wave his hand and solve THEIR mess in six months.

If you pay attention to HuffPo, you will see countless articles showing you that he is fighting for that change. Look at Healthcare, for example. Look at the stimulus, when he tried to include money for volcano monitoring and Flu Pandemic Preparedness, and he was shot down, only to have a volcano explode and a flu pandemic to break out.

The GOP has been blocking every change he's tried to make. They've been blocking, yet offering no alternatives of their own. He's tried reaching across the aisle to include them in decisions, and they've spit on his hand.

And then his own party's turned against him for reasons of money and personal agenda. Look again at healthcare. He tries to pass a solid public option, like he promised US, and our own congressmen and women shy away from it because the insurance industry's giving them money.

A President can't just make laws and pass them, he has to work in tandem with other people. And a lot of those other people are corrupt and filled with self-interest.

That's where WE come it. We HIRE these congressmen. We can FIRE them. Obama told us early on that WE would have to work hard for change. Instead of complaining, maybe you should check to see if your congressmen and women voted for the public option. If not, then you need to do YOUR part. Lobby them. FIRE them.

We're all in this together. Stop expecting Obama to wave a magic wand.

Nobody expects that. If you read my post, I said many are rightly concerned about the fact that Goldman Sacks seems to be in charge of this, not people who want to restore regulation of Wall St. I am not alone. Naomi Klein has said she thinks this will go down as the biggest heist in history. I agree Obama has done a lot of what he said he would do. This just isn't one of them. And it's a biggie!
