[Sometimes I wish I did not have to be the tedious, one-dimensional Marxist but...] I hope the Blogosphere, and the Blackberry Galaxy, and all the digital/wifi urban professional readers here recognize what these growing disparities in quality of life will precipitate: [ISOMORPHICALLY] EITHER 1) a formal caste system reinforced by superstructural mythology/popular memes that over time becomes accepted and sedimented in lower class cognition OR 2) class warfare via property theft and assault spurring authoritarian police state crackdowns, jailing/ghettoization increases, and mercenary/personal protection industry growth fueled by the elite 10 percent. Those teloi are currently vying for prominence. We'll see which one wins.
They may be trying to avoid all the toxins in store bought food. You just can't win. But fishing in the middle of NYC might just be too much to ask.
nothing new here - poor people eat toxic food, drink toxic water and breath toxic air. Why focus on fish?
Because they will soon be prohibiting the poor from fishing, period. This bites into the profits of the Mob-controlled fishing industry. Politicians get kickback from those industries.

I took a drive up the Hudson this weekend and was shocked to see some people fishing directly across from the Indian Point nuclear power plant.

Nothing natural about PCBs. And that mercury will stay in those kids' brains pretty much permanently, with something like a 19-20 year half life in the nervous system. They're seriously better off not giving their kids anything, or scrounging in some garbage cans for restaurant throwaways. Toxic fish 5 times a week is a recipe for disaster.
