SUN VALLEY, Idaho — Google Inc. is hoping to gain greater control over how personal computers work by developing a free operating system that will attack Microsoft Corp.'s golden goose _ its long-dominant Windows franchise.

The new operating system will be based on Google's 9-month-old Web browser, Chrome. Google intends to rely on help from the community of open-source programmers to develop the Chrome operating system, which is expected to begin running computers in the second half of 2010.

The early versions of the Chrome operating system will be tailored for "netbooks," a breed of low-cost, less powerful laptop computers that are becoming increasingly popular among budget-conscious consumers primarily interested in surfing the Web.

That is a direct challenge to Microsoft, whose next operating system, Windows 7, is being geared for netbooks as well as larger computers.

The vast majority of netbooks already run on Windows, and that is unlikely to change unless Google can demonstrate the Chrome operating system is a significant improvement, said Forrester Research analyst Paul Jackson. He pointed out that many customers had returned the original netbooks that used open-source alternatives to Windows.

"It was not what people expected," he said. "People wanted Windows because they knew how to use it and knew how applications worked."

Google struck a confident tone in a blog posting late Tuesday night announcing its operating system. The Mountain View, Calif.-based company believes it can streamline the operating system to improve speed and reduce security threats.

"We hear a lot from our users and their message is clear _ computers need to get better," wrote Sundar Pichai, Google's vice president of product management, and Linus Upson, Google's engineering director.

Microsoft hadn't responded to requests for comment through Wednesday.

Investors seemed to be betting on Google Wednesday as its shares rose $5.86, or 1.5 percent, to close at $402.49. Shares in Redmond, Wash.-based Microsoft inched up 3 cents to $22.56.

The success of the Chrome operating system will likely hinge on its acceptance among computer manufacturers that have been loyal Windows customers for years, said Matt Rosoff, an analyst for the research group Directions on Microsoft. "Most people, when they get a new operating system, they get it with their PC," he said. "I don't think most people think much about their operating systems."

If enough computer manufacturers embrace the Chrome operating system, it could weaken Microsoft while opening up new avenues for Google to persuade consumers and businesses to use its suite of online applications and other Internet services, generating more opportunities for Google to sell lucrative Internet ads.

Getting consumers and businesses to switch to computers powered by a new operating system won't be easy, as Google has learned from the introduction of Chrome. Google says about 30 million people are using Chrome, a small fraction of the Web surfers who rely on Microsoft's market-leading Internet Explorer.

Microsoft's Windows operating system has been even more dominant for a longer period time despite challenges from Apple Inc. and various systems based on Linux, the same type of open-source software that Google plans to use.

"It's going to be tough," Standard & Poor's equity analyst Scott Kessler said of Google's foray into PC operating systems. "The reality is that as the importance of a device or task increases, people have a much lower inclination to consider a change."

Businesses will be especially reluctant to abandon Windows because, on average, about 70 percent of their applications are designed to run on that, said Gartner Inc. analyst Michael Silver.

"This is going to generate a lot of hype, but it will probably be three to five years before it has any noticeable impact on the market," Silver said.

Consumers are likely to be more tempted to experiment with the Chrome operating system because it probably will decrease netbook prices even further. Microsoft's operating system typically adds $50 to $100 to a computer's price, Silver said.

Netbooks are winning new fans largely because they are inexpensive. Gartner estimates about 21 million netbooks will be shipped worldwide this year. That's still just relatively small portion of the 149 million laptops and other mobile PCs that Gartner expects to be sold this year.

If the Chrome operating system gains market momentum, it could raise antitrust concerns, depending on how Google ties the software with its other products, including its dominant Internet search engine. Microsoft had faced such complaints in the U.S. and Europe in packaging Windows with its now-dominant Internet Explorer browser.

Chrome will run on the same x86 microprocessors that now power Windows and Apple Inc.'s Mac computers, as well as ARM chips used in smart phones.

Google has already introduced an operating system for smart phones and other mobile devices, called Android, that vies against various other systems, including ones made by Microsoft and Apple.

The Android system worked well enough to entice some computer makers to begin developing netbooks that will run on it. Acer Inc., the world's third-largest PC maker, said last month it would begin offering Android netbooks, saying it would cut costs and likely help computers start up more quickly.

Google, though, apparently believes a Chrome-based system will be better suited for netbooks.

The duel between Google and Microsoft has been steadily escalating in recent years as Google's dominance of the Internet's lucrative search market has given it the means to threaten Microsoft in ways that few other companies can.

Google already has rankled Microsoft by luring some of its top employees and developing an online package of computer programs that provide an alternative to Microsoft's top-selling word processing, spreadsheet and calendar applications.

Meanwhile, Microsoft has been trying to thwart Google by investing billions of dollars to improve its own Internet search and advertising systems _ to little avail so far. In the past month or so, though, Microsoft has been winning positive reviews and picking up more users with its search upgrade, Bing.

Now Google is aiming for Microsoft's financial jugular with the Chrome operating system.

Microsoft has drawn much of its power _ and profits _ from the Windows operating system that has steered most personal computers for the past two decades. The research firm IDC estimates the Windows operating system and software applications designed to run on it accounted for about $29 billion, or 58 percent, of Microsoft's revenue last year.

Google's chief executive, Eric Schmidt, and its co-founders, Larry Page and Sergey Brin, have not concealed their disdain for Windows.

Schmidt maintains Microsoft sometimes unfairly rigs its operating system to limit consumer choices _ something that Microsoft has consistently denied doing. Google fears Microsoft could limit access to its search engine and other products if Windows is set up to favor Microsoft products.

Schmidt and Brin are expected to discuss Google's new operating system this week when they appear at a media conference hosted by Allen & Co. at the Sun Valley resort in Idaho. They had not arrived at the conference Wednesday afternoon as other participants finished up their lunch and set out for a whitewater rafting trip.

I fix PC's for a living, I'm a Linux Mint user.

IMHO the challenge with OS is that most people buy a pre-made system, ready to run. They buy a Dell or HP, and don't consider the OS. In fact, I would go so far as to say a fair number of PC users are not sure what an operating system is. I know this because I interact with them daily, and I see this often.

As far as many of them are concerned, the OS may as well be a piece of hardware inside the box. When I ask, are you running Windows XP, I have often heard "I don't know", or "what's that" or "yes, I have WORD and Excel"

I have introduced some customers to Linux and have had ups and downs. A few saw the light, and once they got rolling, were happy to have changed.

Also, based on my experience, many people do not understand the concept of saving files as a certain type. ie OpenOffice Writer and saving with the .doc extension. Try to explain this to someone who does not have a clue, and you quickly see the problem.

The point is that for many people, the OS is not understood, and they don't or can't make an informed decision. It will be interesting to see how Google handles this reality. I wish them luck, but they wont succeed if they can't make it work for this crowd too.

A lack of knowledge is usually the problem with most things where people are involved. More people should have good basic knowledge of how these things operate, it would help them make better decisions buying the equipment and choosing an OS and software. Name recognition doesn't work very well with computers for very long, things change quickly.

Most everyone thinks Windows is an application, when it fact it is not.
Heck, I'd venture to say that even Bill Gates thinks Windows is an Application.
He's made the OS so ubiquitous and overpowering that people don't know the difference between an OS and an Application.
The OS is a tool, used by your computer to present Applications to the user.

Can you imagine what a mess we'd be in today if BIOS makers were as self centered as OS makers are?

You're exactly right about not understanding opeating systems. But, then, how many people know how the fuel injection and turbo charger in a car are related through the onboard computer? Or know how antilock brakes work? Give someone the remote control for a new home theater system and watch.

Years ago when a new program was to be launched it took as many as 15 3.5 inch floppies that had to be loaded in strict compliance with a list of instructions. And the PC had to be "100 % IBM compatible." Now, stick the dvd in the drive, agree to the license and watch it go. That's what has to happen for Linux or any other operating system to succeed. I appreciate the idea of competition and getting something other than Windows but I'm afraid to do it myself. I know it's possible to have two operating systems on the machine but - why? If there were a way to load Linux like any program AND be assured I could back out if something went wrong ("system restore") I'd do it. But, even though I'm sure Chrome will have some much better than Windows features, I won't do it until it's painless. Or I see some very compelling reason other than "I hate Bill Gates and Microsoft."

The analogy with the car doesn't fit. In the case of OS, there is one dominant player (MS). Imagine if 95% of the cars on the road were Fords. With cars we already have a wide variety, not so with OS. I am not suggesting people understand the structure of the kernel or the design of a fuel injector, I'm talking about knowing if you take diesel or unleaded.

Regarding you comment "stick the dvd in the drive, agree to the license and watch it go. That's what has to happen for Linux or any other operating system to succeed" this is already the case. Linux is far easier than MS Windows XP or Vista. Try Mint 7, couldn't be easier. After install, office suite, drivers, etc. everything is ready, and the license you agree to says its ok to copy.

just like having competition in the OS world, and keeping Ms on its toes, this is the best argument why at the very least a public option for health care is concerned.

google chrome will be just the ticket for a very light OS that does 90% of what most people need to do with their device. and unlike M$ and Apple, its open, so anyone can develop change or make it better,and let the market decide...... not socialism folks, its capitalism at its best, competition leads prices down and better innovation................

But I do know several things:

A) M$ can't keep a secret.

B) Users, governments, trade organizations, etc. either at best eye M$ with skepticism if not outright loathe it. All would pounce at any HINT of such behavior.

C) Google has already been caught doing essentially that. (Gathering any and all user data without notice)

Pretty funny, nobody gets it.

Applications are moving off the desktop and directly into web pages. Gmail, Office Live, Zoho...even Ajax Windows are Ajax based programs that run on your browser. The problem is that IE and Firefox don't handle intense javascript applications and tend to freeze up. GoogleOS will be optimized to run webware and make full use out of these new cloud apps. It will be a beautiful thing once it gets going.

So far they haven't. I don't know about you, but the new FF keeps locking up when I hit javascript intensive websites - worse than ever. The Chrome browser (which I don't use) allows you to close a tab when that happens and not be forced to shut down the entire browser. Hopefully the new ChromeOS will expand upon that and be fully optimized to run intense Ajax webware.

It's going to sound absurd, but the key to this is Gaming.

If this new operating system is fast, secure, efficient and COMPATIBLE to PC GAMES, it will win.

Not just win, but crush Microsoft.

PC Gaming is what has driven the advances in PC Technology for the last decade.
Faster CPUs, GPUs and RAM, larger LCD screens faster mice, improvements in cooling and case design, all can be traced directly back to gamers willing to spend money on these improvements.

Today, if you are not running a modern game on your system, you are only using about 5% of it's capacity to render and compute, no matter what kind of application you are using (with the exception of some of the video editing software).

Gamers make up more than 75% of the market for PC upgrades and new machines, and virtually all of them are sick and tired of the massive choke-point that Windows is!

It's bloat, and it's ineffective use of resources has plagued Gaming since the switch from DOS to the GUI.

If this new OS is GAMER FRIENDLY it will win, hands down.

The ONLY REASON LINUX has not already crushed Windows is this fact, it is not 'Gamer Friendly'.

The real obstacle there, as best as I can determine is legal. Most games are written to use the DirectX graphics library, this is owned by...... Microsoft.

Open GL2 seems to be ok, but there are not many games written to use it yet.

It's still stuck in the ethereal world of thinking that everyone who uses a computer WRITES their own software.

And not only is capable of reading, writing and understanding code, but is also capable of modifying and tailoring code to fit individual applications on specific machine hardware configurations.

This is why LINUX is still an esoteric sidebar in the OS industry.

Gamers are very often HARDWARE savvy, but the code-writing ability of SOFTWARE is a whole different story.

Bill Gates thinks that computer users buy computers to use Windows, when the truth is that an OS is strictly a tool the computer uses to present applications to the user.

Applications are the reason computers are useful to people.

And the vast majority of applications being run, THAT NEED A NEW, FASTER OS, are games.

Email, Web Surfing, Databases, Document Processing, none of these need an improved faster OS, and none of them will show any improved performance with one.

The only improvement they will see is fewer BSODs.

PC Gaming is the Key, and the litmus test.

"QWERTY" ... ever wonder why keyboard layouts seemed so weird.

I know ... I know ... its old school. But once upon a time all typewriters were mechanical. To slow typist down the keyboard were intentionally designed to make typing hard. By the time mechanics caught up to what people were capable of and the subsequent move to electronics everyone was so use to the layout that anyone who designed a better keyboard was out of luck.

I'm not saying google is going to fail ... I'm just saying it's going to be a long time before they catch up to Microsoft.

I think the keyboard layout has more to do with preventing 2 keys from locking up, by physically separating them. It wasn't to slow down typing. Certain keys were kept apart based on use frequency.

Wndows and Mac have nothing even approaching the SELinux security system.

SELinux was written by the NSA (yes, that NSA) to protect our Top Secret information within government computers. Nobody has even begun to make a dent in its high security.

Cruise on over to the SELinux web site at the NSA and check it out.

You can enjoy the same level of security on your own computer, for free. Many Linux distributions have SELinux turned on by default. When it is working properly, you can't even tell that it is there.

At the end of the day, there is no such thing as a completely secure OS. If your computer is plugged into a network that can be accessed via the internet then you are vulnerable. Only question is how long will it take.

You know about all those Firefox vulnerabilities? Well of course they happen on Linux too. The difference is, on Linux, SELinux is there to prevent the malware from digging further into your computer. SELinux stops malware dead in its tracks.

There is already a OS like this it's called Cloud from the makers of Good OS which is called a instant on OS. Good OS is modified version of Ubuntu which uses Google's open source web program suite using technology called Prism like Google Docs And Gmail and so on.
