SUN VALLEY, Idaho — Google Inc. is hoping to gain greater control over how personal computers work by developing a free operating system that will attack Microsoft Corp.'s golden goose _ its long-dominant Windows franchise.

The new operating system will be based on Google's 9-month-old Web browser, Chrome. Google intends to rely on help from the community of open-source programmers to develop the Chrome operating system, which is expected to begin running computers in the second half of 2010.

The early versions of the Chrome operating system will be tailored for "netbooks," a breed of low-cost, less powerful laptop computers that are becoming increasingly popular among budget-conscious consumers primarily interested in surfing the Web.

That is a direct challenge to Microsoft, whose next operating system, Windows 7, is being geared for netbooks as well as larger computers.

The vast majority of netbooks already run on Windows, and that is unlikely to change unless Google can demonstrate the Chrome operating system is a significant improvement, said Forrester Research analyst Paul Jackson. He pointed out that many customers had returned the original netbooks that used open-source alternatives to Windows.

"It was not what people expected," he said. "People wanted Windows because they knew how to use it and knew how applications worked."

Google struck a confident tone in a blog posting late Tuesday night announcing its operating system. The Mountain View, Calif.-based company believes it can streamline the operating system to improve speed and reduce security threats.

"We hear a lot from our users and their message is clear _ computers need to get better," wrote Sundar Pichai, Google's vice president of product management, and Linus Upson, Google's engineering director.

Microsoft hadn't responded to requests for comment through Wednesday.

Investors seemed to be betting on Google Wednesday as its shares rose $5.86, or 1.5 percent, to close at $402.49. Shares in Redmond, Wash.-based Microsoft inched up 3 cents to $22.56.

The success of the Chrome operating system will likely hinge on its acceptance among computer manufacturers that have been loyal Windows customers for years, said Matt Rosoff, an analyst for the research group Directions on Microsoft. "Most people, when they get a new operating system, they get it with their PC," he said. "I don't think most people think much about their operating systems."

If enough computer manufacturers embrace the Chrome operating system, it could weaken Microsoft while opening up new avenues for Google to persuade consumers and businesses to use its suite of online applications and other Internet services, generating more opportunities for Google to sell lucrative Internet ads.

Getting consumers and businesses to switch to computers powered by a new operating system won't be easy, as Google has learned from the introduction of Chrome. Google says about 30 million people are using Chrome, a small fraction of the Web surfers who rely on Microsoft's market-leading Internet Explorer.

Microsoft's Windows operating system has been even more dominant for a longer period time despite challenges from Apple Inc. and various systems based on Linux, the same type of open-source software that Google plans to use.

"It's going to be tough," Standard & Poor's equity analyst Scott Kessler said of Google's foray into PC operating systems. "The reality is that as the importance of a device or task increases, people have a much lower inclination to consider a change."

Businesses will be especially reluctant to abandon Windows because, on average, about 70 percent of their applications are designed to run on that, said Gartner Inc. analyst Michael Silver.

"This is going to generate a lot of hype, but it will probably be three to five years before it has any noticeable impact on the market," Silver said.

Consumers are likely to be more tempted to experiment with the Chrome operating system because it probably will decrease netbook prices even further. Microsoft's operating system typically adds $50 to $100 to a computer's price, Silver said.

Netbooks are winning new fans largely because they are inexpensive. Gartner estimates about 21 million netbooks will be shipped worldwide this year. That's still just relatively small portion of the 149 million laptops and other mobile PCs that Gartner expects to be sold this year.

If the Chrome operating system gains market momentum, it could raise antitrust concerns, depending on how Google ties the software with its other products, including its dominant Internet search engine. Microsoft had faced such complaints in the U.S. and Europe in packaging Windows with its now-dominant Internet Explorer browser.

Chrome will run on the same x86 microprocessors that now power Windows and Apple Inc.'s Mac computers, as well as ARM chips used in smart phones.

Google has already introduced an operating system for smart phones and other mobile devices, called Android, that vies against various other systems, including ones made by Microsoft and Apple.

The Android system worked well enough to entice some computer makers to begin developing netbooks that will run on it. Acer Inc., the world's third-largest PC maker, said last month it would begin offering Android netbooks, saying it would cut costs and likely help computers start up more quickly.

Google, though, apparently believes a Chrome-based system will be better suited for netbooks.

The duel between Google and Microsoft has been steadily escalating in recent years as Google's dominance of the Internet's lucrative search market has given it the means to threaten Microsoft in ways that few other companies can.

Google already has rankled Microsoft by luring some of its top employees and developing an online package of computer programs that provide an alternative to Microsoft's top-selling word processing, spreadsheet and calendar applications.

Meanwhile, Microsoft has been trying to thwart Google by investing billions of dollars to improve its own Internet search and advertising systems _ to little avail so far. In the past month or so, though, Microsoft has been winning positive reviews and picking up more users with its search upgrade, Bing.

Now Google is aiming for Microsoft's financial jugular with the Chrome operating system.

Microsoft has drawn much of its power _ and profits _ from the Windows operating system that has steered most personal computers for the past two decades. The research firm IDC estimates the Windows operating system and software applications designed to run on it accounted for about $29 billion, or 58 percent, of Microsoft's revenue last year.

Google's chief executive, Eric Schmidt, and its co-founders, Larry Page and Sergey Brin, have not concealed their disdain for Windows.

Schmidt maintains Microsoft sometimes unfairly rigs its operating system to limit consumer choices _ something that Microsoft has consistently denied doing. Google fears Microsoft could limit access to its search engine and other products if Windows is set up to favor Microsoft products.

Schmidt and Brin are expected to discuss Google's new operating system this week when they appear at a media conference hosted by Allen & Co. at the Sun Valley resort in Idaho. They had not arrived at the conference Wednesday afternoon as other participants finished up their lunch and set out for a whitewater rafting trip.

After all these years, shouldn't Windows OS, whatever version, be bulletproof by now. When I bought my first computer with Win98, I chose it to be able to just easily get any software I wanted and any peripherals with little hassle. Everything was fine for a while but now I have Vista and have to get a new printer, scanner and my other older peripherals won't work with it or my old software that I liked. It seems like we're going backward. Office 2007 is worse than 2000 and some nice features have been eliminated. While Apple may be very good, I've been so put off by the cultish arrogance of the company and their users that I don't want to get near them.

One of my favorite and most useful products was an NEC MobilPro handheld computer with pocket versions of Word, Excel, Outlook and some other cool software. It had long battery life in use, no moving parts and quick start up and was fairly inconspicuous for using to take notes in my seminars. And it was elegant in its design. But, it was discontinued long ago although mine still works like new. I now have an HP notebook with touch screen and Win Ultimate that is a royal pain with daily quirks that keep me busy doing maintenance. More is not always better, it seems. I'm not a geek and want something user friendly and reliable but Vista requires me to remember where everything is.

yup, a lot of legacy stuff is being left behind. mostly because the company you bought the software or hardware from either went out of bia, mergered a lot or whatever but will not write a driver for it. People seem to confuse that with being MS's job. It's not and never has been. now sometimes a techie has the same hardware as you and has written one you can use, but it has to be searched for and can be hit or miss. As to old software, if it could run in XP most of the time you can use compatability mode to run it.

The problem is, bulletproof OS's do not make a good business model. Win2K was getting close to bulletproof and if MS had just kept refining Win2K it would be rock solid. But then what would people buy in 3 years time?

This is precisely why Free Software will win in the long run.

Selling software is a bad business model. It's not what people want. They want the USE of the software, not the software itself. The winning model is that of SUPPORTING software. People will pay money to have applications that just work.

If you want to be an early adopter, you can download it in its current state. Or just get started on Linux. Chrome will look a lot like Linux, so if you know Linux, you will know Chrome.

Linux is the best OS .. out there .......

But as an avid PC Gamer .. can't use it ....... plus there are many programs i need running 24/7 ... that are not compatible with Linux .. even by using the application "Wine" ..

Everyone can contribute to the Wine project. Submit bug reports, go in and make the tweak that gets your app to run, every little bit helps. Free software is just like the old "stone soup" story you heard as a kid.

Don't forget:

- SELinux security
- good old setuid from System V days
- nifty new ACL file security, even better than Windows
- taking advantage of new hardware features to prevent stack-based attacks, etc (yes I know windows does this too)
- free developer tools like valgrind that find security holes for you

All these things work together to provide a safe computing environment.

Maybe virus free. But Linux, OSX and Windows are not Malware and Trojan free. Google's Chromes Browser has had more high value holes in it than Firefox and Opera has had. The only browser that is worst is Apple's Safari and it runs on the same tech as Google's Chrome called WebKit.

p.s ... all Windows OS after "XP" are just a bad replica of MAC OS ..... they're planning on releasing "Windows 7" .. & I've heard they are working on "Windows 8" already ...... just to make a buck on consumers ...Seems they're trying to compete with Apple when it comes to the "IPHONE" in robbing the consumers ... APPLE & WINDOWS have realized US consumers will buy anything new .. even though the previous version was released a month ago ..

Please do not confuse Planned Obsolescence with Directed Evolution. Development of these products is continuous, beta version is released before the final one, but people are working on 2 or 3 versions into the future all the time. The difficult part comes in telling them apart.

I'm sure that Microsoft is more worried that it will be sitting on top of the linux kernel, which not only exposes their operating system to significant competition, but also their application business. anything that makes linux more palatable to the general public is problematic. The more the general public sees free software in operation, the more they are going to realize that Google Docs, Zoho or OpenOffice and a few other open source products can handle 95% of what they need to do in their life. I haven't spent more than $30 for a piece of software in years. And that's only because I actually needed one or two additional features that weren't free.

Software used to be something that only came from big companies with big budgets for computers and developers. Now anyone can write code on their own computer. It's turning the software business upside down. The pieces are still falling.

I've just starting evaluating Open Office on my PC, and I find it does everything that MS Office does and nicely. And, it's free. If Momma Google brings us programs like Open Office and an OS as good as MS, there will be a mass migration over to Google. Anything to put it to MS!

you pay for the computer plus whatever the manufacturer decides to charge for installing the OS and any other 'free' software. The operating system itself is free.

For instance, if I can talk Jane and Jon Doe into wanting Chrome on their systems, then I can get the software without paying for it, but still make money by charging the 'Doe's' for the labor and time.

Imagine if you could get automobile engines for free and then get paid to install them for people? It's funny that the free concept doesn't work for everything. Just a thought.

Just to stir things up a bit...

I loaded up some coal to fire up my Amiga 3000 about a month ago. 16 MB of RAM, etc. Specs worthy of telephones and clock radios these days.

Looking past the slowness of some things, using the interface was like a cool breeze; as if a glimpse to what might have been were revealed.

I turned it off and returned to unpleasant reality.

LOL, Ubuntu is moving up fast and you didn't even list a Linux OS.

Also, if Mac OS ever got to over 10-15% of the market, the malicious script writers will rip it to shreds. The only thing protecting Mac OS is the small market share; less people to target=less potential payoff. Mac OS is the most insecure and hackable mainstream OS out there.

Conversely, the Chrome browser could not be hacked at this years Pwn2own contest. Safari fell in three minutes with last year's exploit... yes, last year's.

In a word "compatibility"

It's the bugaboo that was used to cement M$'s lead in the first place. Average people want to use what is "standard" and what everyone else uses. Therefore they use windows. Cross platform software solves that but is expensive and can be interfered with (right M$?) network OS is an interesting concept, but again it will always come down to the software that people are using. Imagine if, for instance, facebook only worked on particular browsers on particular OS'?

Installs in a breeze. Automatic system/security updates. 'nix level security. All the functionality of Windows. Use Open Office for spreadsheets, documents, etc.Wider selection of software.

Try free Linux, Open Source Free Software works, is easier to install and more configurable than Windows, has no Viruses or trojans, you won't become part of a botnet that brings down governments (heh).
Freedom means choice. I'm happy with Linux.

I use CrossOver. Excellent for heavy (and light) duty Microsoft-specific applications. I even run IE in it when I have no choice because the site only supports that browser.
I have their icons on the desktop just like a normal Linux app and CrossOver is started in the background whenever I run one of them.

Really, Gimp isn't bad but it's no Photoshop. What I need is the plugin support.

One thing I find lacking in Linux distros (I favor Mint or Ubuntu) is any good video editing software (including the Ubuntu Studio dist.), that's the one thing I actually use the Mac for... if I can keep it from crashing 5 times in the middle of a project.

LOL...Bill Gates et.al. bought that (some say stole it) and tinkered a little and renamed it DOS. Then sold it to IBM who didn't put exclusivity into the contract. Was great business story, not a great consumer story.

Bzzt! MS-DOS was puchased from a computer company in Seattle. CP/M was produced in California and finally sold MANY years later to Digital Equipment.

wow, way off there bud. IBM contracted Bill for software for their XT's. he did snooker IBM into letting him keep the rights to the software (big big mistake by IBM LOL!) and yes he paid 50 grand for what he and a couple of buddies of his made into the original DOS. And I am real confused why you think it would have been better for consumers that IBM keep the rights to DOS? What advantage would that have except they run it into the ground? Now you may be confusing how Steve Jobs stole the concept of windowed computing and the mouse from Xerox's PARC.

From what I gather, the Google OS will run on a Linux Shell, use Google Chrome browser and all your apps will be online through the browser. That kinda leaves me a bit cold to the new OS. There's a 90% chance that I will stick to Windows 7. It's been an exceptional OS since I've been running the RC.

Using a Linux kernel, making Chrome OS open source, keeping the architecture simple, and focusing on web tools and applications compatibility is in fact a superior strategy, and one that has the best chance of success against Windows.

Don't hold your breath on the Chrome part being open-source. Lots of google code is closed-source.
