CIA Director Leon Panetta told lawmakers in a recent briefing that the intelligence agency he heads misled Congress on "significant actions" for a "number of years," a group of Democrats revealed on Wednesday.

In a letter written to Panetta on June 26 by seven Democratic members of the House Intelligence Committee, the CIA chief is urged to "publicly correct" an earlier statement he made in which he insisted that it was not agency policy to mislead Congress.

As the letter details, Panetta apparently acknowledged in an earlier briefing that this statement was not, in fact, true.

"Recently you testified that you have determined that top CIA officials have concealed significant actions from all Members of Congress, and misled Members for a number of years from 2001 to this week," the Democratic lawmakers write. "This is similar to other deceptions of which we are aware from other recent periods."

The letter does not explain what those "significant actions" were. But a source with knowledge of the dispute says it concerns Bush administration interrogation policies. Panetta briefed the Intelligence Committee about these and other matters two days before the letter was written, as well as other dates.

Early reports on the matter said that the letter was signed by six Democratic lawmakers: Anna Eshoo, D-Calif., John Tierney, D-Mass., Rush Holt, D-N.J., Mike Thompson, D-Calif., Alcee Hastings, D-Fla. and Jan Schakowsky, D-Ill. (These are the members who signed the above document). A source with direct knowledge of the letter's content says that Rep. Adam Smith D-Wash., has also added his name to the letter.

The note was made public just hours after Congressional Quarterly reported that the chairman of the House Intelligence committee, Rep. Silvestre Reyes, D-Texas, also stated that the CIA had "affirmatively lied" to his committee.

The CIA, in a statement from spokesman George Little, pushed back on these dual allegations.

"It is not the policy or practice of the CIA to mislead Congress," Little said. "This Agency and this Director believe it is vital to keep the Congress fully and currently informed. Director Panetta's actions back that up. As the letter from these six representatives notes, it was the CIA itself that took the initiative to notify the oversight committees."

Nevertheless, the late-evening stories provide a boost to earlier claims from House Speaker Nancy Pelosi that she was drastically misled by the CIA when it was briefing members about the Bush administration's enhanced interrogation techniques. They also threaten to rip open the debate on whether Congress should revamp the process of how it is briefed on covert intelligence. The Obama White House on Wednesday said it would veto any legislative effort to change the current structure of the briefings, which limits the session to only the "Gang of Eight" lawmakers. Pelosi and her allies want to give the Intelligence Committee the authority to determine who is briefed on the critical intelligence.

I think Congress was misled or only partly informed about many things the White House did but I believe this statement was about Extraordinary rendition. The CIA transferred many without the benefit of formal legal proceedings to places they should not have been taken for interrorgation and in atleast one case they did this to the wrong person by mistake.
Some in the CIA broke US laws but were told that by the government lawyers that is was ok because the laws could be bent and the US needed the information.
I could understand this right after 911 and maybe for ayear so they we could catch up with the terrorists but for more than 6 years is just wrong.
In The Pledge of Allegiance we pledge with liberty and justice for all, just because we can bent the laws to get away with it, does not it mean we should.

Reading the various comments made by the public is an education in itself. It seems very obvious that some of the folks don't actually see or know the difference between truth and lies, and attempt to defend on the basis of this. In fact more then one writer states the CIA and government in general is supposed to lie, like its their job to lie. That's pretty whacked out folks. Corruption and lies breeds corruption and lies. Take a look at this government, and look at all the others.... Its not rocket science to figure out why the world is in the terrible state it is in... when even the citizens believe their government is supposed to lie!

It is fine they are returning to openness and honesty and away from murder inc. The credibility of a country depends very much on the secret services cleaness, humanity and democratic principles to openness and respect for human rights and particularly so when that country is a signatur of the United Nations charter and the Articles of Human Rights.

That charter does not include exceptions for a country to run off and murder people if a group in the power system decides with their subjective ignorance some people do not have the right to exist.

The Cia is very powerful.
It also works in secret by design.
There is an absolute disaster for sure!

Paneta deserves our thanks and an "Ata boy" for acting honorably, as one would wish all Government officials would or even could.
I hope he maintains his own high standards for his entire service.
But somehow I think power will find a way to twist even his good mind eventually.

I am sorry but where does Mr. Panetta state he lied to congress. Your headlines make it look like that is what he said. He has not come out and said he lied to anyone. You have the 7 dwarfs from the dem party stating he mislead them. All they are doing is protecting the incompetent Pelosi. She couldnt be the head of day care let alone congress. Oh by the way. Pelosi is getting 2 new beaches to protect some rats in her state. 15 million of your tax money going to your sweetheart. Keep spending dems.

When they say it is not our policy etc. what they are saying is that it happens anyway.
They do that to avoid legaly admitting to breaking the law, which they did, just as every other branch of the Bush Administration did as well, one way or antoher or both really.

Exactly. It's another example of the "clever and cute" legalese that many organizations and individuals use in an attempt to indemnify themselves. To clarify for anyone who doesn't understand this, the CIA is saying it's not CIA policy to ALWAYS mislead Congress, which would make it a policy, but occasionally they do mislead (lie), and since it's only occasional, it's not a blanket policy.

I just read your article. Its about a wetland habitat restoration project and the word "mouse" is not even mentioned in the project proposal. The only person talking about saving a mouse is your boy from Ohio with the orange skin. It's a completely twisted, bogus attack and you are an id!0t for believing it.

Obamalicious likes to repeat phony "talking points" circulated by the Republicans, instead of doing any research on those talking points. In fact, the purpose behind the talking points is NOT to be true--they're specifically crafted to be untrue, to try to float false issues that will outrage the vast number of people who don't do research.

This nonsense about "the mouse" was tried earlier, in Congressional debates about the budget, where it was often referred to as "a rat". This issue was shown to be phony then, so I'm surprised anyone would dredge it up again. As jwredd says, the bill is about a wetland habitat restoration project, and even if the words "mouse" or "rat" aren't in it, it's likely a mouse and/or rat species or two will be protected by this project. But this project will protect a lot more species than "just" a mouse or rat species. If you don't know the nature of the projects for protecting natural areas and species in a given state, it's best not to make any uninformed statements about them. Life in the US is not all about paving every square inch with asphalt.

I mean America is set up to protect robber barons.
If you manage to lie and cheat and have it for real then the system is set upto protect your newly aristocratic butt.
The rest of us can lie and cheat and steal all we want but we won't SUCEED.
And that is what makes folks bitch, the not succeeding part, they do not care about the lying and cheating and so on.
America eats it's young is a phrase I've seen on bumper stickers.
That seems true to me and is true whichever "side of the isle" you are coming from.
The reason our Governement is corrupt is because "We the People" are as well.
