WASHINGTON — The drive to remake the nation's health care system suffered yet another setback in Congress on Thursday when a pivotal group of House Democrats demanded changes in legislation the leadership was drafting on a fast track.

The emerging bill "lacks a number of elements essential to preserving what works and fixing what is broken," 40 members of the Blue Dog Coalition of moderate to conservative Democrats wrote party leaders. To win their support, they said, any legislation would need to be much more aggressive in reining in health care costs as well as in addressing a disparity in Medicare payments they said adversely affects rural providers.

A group of the moderates met into early evening with House Speaker Nancy Pelosi and Majority Leader Steny Hoyer and arranged to sit down with committee chairmen on Friday to go over proposed changes. Officials said the public release of the bill, originally set for Friday, would occur no earlier than Monday.

It was the second setback in three days for President Barack Obama's top domestic priority, although it was unclear whether it would amount to anything more than a brief delay for a bill of enormous complexity and controversy.

There was upheaval earlier in the week in the Senate, where the Democratic leadership is intent on scuttling a proposed tax on health care benefits that has long been key to attempts at a bipartisan compromise. At the same time, Senate Majority Leader Harry Reid and others went out of their way during the day to emphasize eagerness for Republican support.

As an alternative to the benefits tax, Democrats are considering raising taxes on wealthy investors to help pay for health care legislation, along with numerous other options, according to officials who spoke on condition of anonymity. The proposal to extend the current 1.45 percent Medicare payroll tax to capital gains earned by high-income taxpayers would bring in an estimated $100 billion over 10 years.

In the House, Hoyer sought to minimize the day's developments, which occurred as Democrats on one committee were making final decisions on provisions to pay for the legislation.

"Let me make it very clear that everybody in that room thinks we ought to pass health care reform," the Maryland Democrat said.

One conservative Democrat, Rep. Mike Ross, D-Ark., said he believes no House vote should take place until September. That is well past a midsummer informal deadline set by Pelosi, D-Calif.

"I promised the president that we would have legislation out of the House before we went on an August break," Pelosi said earlier in the day. "That is still my goal."

Despite some success _ the nation's hospitals agreed to a cut of $155 billion in projected Medicare and Medicaid payments _ progress has been scant and internal differences magnified.

In general, any bill that emerges from Congress is expected to follow Obama's blueprint for reining in health care costs overall while extending coverage to 50 million who lack it.

Another objective is to make sure that insurance companies can no longer deny coverage or raise premiums to unaffordable levels to individuals with pre-existing medical conditions.

But literally hundreds of details are involved in drafting legislation, and gaining a consensus even among Democrats is proving to be remarkably _ if predictably _ difficult, despite their large majorities in both houses.

As an example, some Democrats are demanding legislation that permits the government to sell insurance in competition with private companies. Republicans overwhelmingly oppose such a plan, deeming it a stalking horse for universal government-run insurance, and many Democrats have concerns, as well.

Some Democrats prefer a plan for a nonprofit cooperative to take the place of government in competing with private companies. Others favor a government role only in cases in which consumers lack a choice in coverage.

Similarly, Democrats are divided on paying for the bill, some preferring more tax increases than others, some favoring more cuts in Medicare and Medicaid.

"We've just got a lot of question and the top of the list would be how to pay for it," said Rep. Marion Berry, D-Ark., one of the Blue Dogs.

"I don't think we have significant cost-containment mechanisms in the proposal yet," said Rep. Adam Schiff, D-Calif. He said he favors provisions aimed at preventing overtreatment of patients and overpayments to doctors, hospitals and other providers.

A dispute over tax increases was at the core of upheaval in the Senate earlier in the week.

Sen. Max Baucus, D-Mont., and chairman of the Finance Committee, has been working for months with Republicans in hopes of gaining support for a bipartisan bill that can command 60 votes.

Efforts to raise money to pay for subsidizing the cost of insurance had focused on a tax on health care benefits for workers with high-cost coverage provided by their employers.

Baucus and Republican supporters argued it would also have tended to reduce the cost of health care overall, as well as offset the cost of the bill. But the Democratic leadership stepped in forcefully, citing poor public polling, opposition of organized labor and concerns about taxing middle-income workers.

Let us also not be intimidated by knee-jerk conservative scare tactics designed once again to de-rail universal health care for the benefit of profiteers in the industry. Simply put, we need Universal Medicare guaranteed for every American man, woman and child. We should consider terminating Medicaid, special programs for veterans and children, and include EVERYONE under Universal Medicare. Veteran's hospitals can be the spawning grounds where this public plan unfolds.
Medicare has demonstrated single payer public plan CAN work and work well. Medicare has an overwhelming approval rating and a mere 3% administration tab. It is outrageous to even think a government run program is unworkable, as conservatives are claiming, when it is already proven to work in over 20 countries. Yet "the greatest country in the world" can't get it up and running??? What fools the conservatives and moderates (in both parties) think Americans are.

The "Blue Dog" Dems in the Senate should be allowed a voice. They after all, are allowed to represent their constituents, and are responsible to them. But they joined the Democratic party to support it, not just to obtain a political "flag of convenience" to assist them in gaining office. Let them vote their hearts (or purses), but in votes against Republican filibusters let "Sanders Rule" apply. They should vote to support cloture or be ejected from the Senate's Democratic caucus. And those who harm rather than help the interests of the party should not be assisted in elections, either. I resent the use of party funds to support these Quislings!

Who are these Republicrats ?? They need some real Democrats running against them.

By the way, health coverage is not the same as health care. Do you remember what we used to call county health offices, where you could get immunizations and blood test for a marriage license? Well that is what we need, not coverage, but care. We need public health offices, just like we have public fire depts. and a public schools, and they need to be on every corner, funded by state, federal, and local dollars. They could do basic first aid, emergency triage, immunization, blood tests, health counseling, and finally, referrals to doctors who do specialized medicine. If we had these public health offices, we could cut our national health care costs in half. Then, if the government stepped in and established a review committee to oversee medical charges, then we could save half of what is left.

Hey, look, a complete health care solution in a paragraph !!!

Those who are affraid of change better get wise soon. At the rate we are going, if we don't do something soon, we are doomed! Only the filthy rich will be able to afford medical care.

The public deserves to know who is destroying our medical care. Costing us more money, each and every day. Some one has a list of these sellouts, publish it, along with their phone numbers and we can all do our part. Taking back our government from the corporate lobbyist that care about nothing but the contents of their wallets.

I'm mad as h. e. l. l., and I'm not going to take it any more!

Before I give the Democratic Party any more of my money, I want to know that none of it will be going into the future campaign funds of these BlueDogs. If they are not supporting the party, why is the party supporting these DINOS? When the next election comes up, find a Dem willing to support the party's goals and fund that campaign.

But none of our party leaders have the courage to stand up and do what's right for us. They seems to be too busy protecting their own careers and doing what's "politically correct".

I sure wish Reid would stop the Republican ass kissing. The opportunity is NOW for a public option and the disarming of the stronghold that the insurance mafia has on America's health care.

It's now or never. America ELECTED a democratic president, senate and house, to make these difficult changes. The money barons and insurance companies have all contributed to the financial devastation of America. It's time to get the blood suckers out of health care.

Mr president and members of congress, are you going to do the right thing and get us a public option or single payer health care system? It's in your hands. If you believe in a higher calling, then now is the time. History and the future of America is in your hands. We need to get the insurance leeches out of health care once and for all.

Your future as politicians and the health and well being of America is in your hands. Do you have the conscience, fortitude and guts to do the moral and right thing? This bill, is THE MOST IMPORTANT BILL OF YOUR CAREER.

We are watching you and pray that you will do the moral and right thing.

I didn't read the whole article, after all the sun is shining and where I live that only happens about six times a year.

It appears to be almost verbatim an article that appeared several weeks, if not months, ago. Why is that? I did notice in the comments that someone was kind enough to make a list of the blue cur democrats who are dragging both feet in all that money the lobbyists keep dumping in their direction.

Monday morning, I am going to be working my way through that list on the telephone. Suggest others, if they have the time, do the same. We are not going to sit down and take this pshjit. (just thought I'd invent a new way to spell it)
