There should have been an ultimatum - as soon as congress is able to pass new regulations, then TARP $ could be distributed.
It's amazing to me that so many commenters are amazed by this. MS is only doing what capitalists do--make money off of the system in any way they can. Any way of making money that is technically legal, they will "do." They are not stupid, they are not even risk-takers b/c they gamble with others money. They're merely amoral and entitled.
And the government can't "punish" the scoundrels (unless they're blatant crooks like Madoff) because they need the economic wheels, as they are now designed to turn, to keep turning.
Don't expect these fellas to change. All we can really do is hiss at them when they are in our sights.

Is it me, or is this country on a downward trajectory? It is so depressing. When Obama spoke of change, and investing in America's future by improving schools, health care, green jobs and infrastructure, I was hopeful. But now it seems that no one has the stomach to go into the debt it would take for such an investment.
Now I see that we could be back on the "bubble machine" of fake wealth, perhaps because that is all we have in terms of any kind of wealth. As long as this country does not have a strong manufacturing base it will not be an economic superpower. How are we going to build a strong manufacturing base if we keep bailing out the F'ing banks and other financial institutions??!!
