Rep. Jan Schakowsky (D-Ill.), chair of a key intelligence subcommittee, called for an investigation Friday to determine if the CIA lied to the Congress, citing "systematic deception by the CIA."

In a letter to Rep. Silvestre Reyes (D-Texas), chairman of the House Permanent Select Committee on Intelligence, Schakowsky says that such deception amounts to "a possible violation of the National Security Act and, at a minimum, a blatant disregard of this committee's oversight authority."

In an interview with the Huffington Post, Schakowsky added that the investigation could lead to charges against CIA officials being forwarded to the Department of Justice.

"I think it may be illegal that they failed to inform Congress," said Schakowsky, referring to a secret program about which CIA Director Leon Panetta only recently briefed Congress. Schakowsky said she couldn't speak about the program specifically. She could only say that the program was launched shortly after Sept. 11, 2001 and ended the day before Panetta briefed Congress. She said she could not say whether she thought the program itself was illegal.

"On at least one occasion the committee was actually lied to," said Schakowsky, unable to provide details but backing up an assertion made by Reyes earlier in the week. "There is a pattern here."

Schakowsky said that the recent meeting with Panetta was an "incredibly serious briefing." Following the meeting, seven House Democrats wrote a letter to Panetta urging him to retract an earlier statement he'd made, in which he assert that it is not the CIA's "policy or practice" to mislead the Congress. In response, CIA spokesman George Little appeared to concede that the Panetta had told the committee that CIA had, in practice, misled Congress in the past, but that Panetta had been the one to alert Congress to it in the briefing.

"As the letter from these six representatives notes, it was the CIA that took the initiative to notify the oversight committees," Little said.

Little, however, said that such an inference is incorrect. "Director Panetta did not say--and I didn't either--that the CIA misled Congress," he told the Huffington Post.

The committee members, in their letter, however, insist that he told them the CIA did just that.

Schakowsky wants the CIA assertion tested by an investigation. "We take very seriously this issue of being lied to, being misled," she said.

Meanwhile, President Obama has threatened to veto congressional efforts to expand the number of members who are eligible to be briefed on top-secret matters. Obama's veto threat, it's presumed, stems from a mistrust in the ability of Congress to keep the secret secret.

Schakowsky says the administration position is more politics than substance. "They'd like to control the leaks themselves," she said.

Over the course of the past eight years, Central Intelligence Agency (CIA) leaders briefing the House Intelligence Committee have purposefully withheld information from Congress dealing with the national security of our country. The systematic deception by the CIA is a possible violation of the National Security Act and, at a minimum, a blatant disregard of this committee's oversight authority.

I appreciate that you have begun taking steps to "gather information on the recent notification" from CIA Director Leon Panetta and that you are considering opening a full investigation. It is clear to me that the revelations Mr. Panetta provided create an imperative for an investigation to begin immediately by either the Oversight & Investigations Subcommittee that I chair or the full committee.

It is inexcusable for the CIA to lie, mislead, or withhold information from the Congress. The Intelligence Committee depends on the presentation of reliable and complete information when deliberating important decisions that impact the national security of the United States. Past practices of the CIA compromise the integrity of this committee and undermine the ability of committee members to fulfill our oversight obligations as members to the Select Committee. To ensure accountability and restore faith in the system, I strongly urge you to promptly launch an investigation into this critical matter.

All the possibilities being put forward by "in the know" reporters on intelligence matters are almost certainly red herrings. Many of those reporters probably spend more time spreading misinformation than they do revealing true information.

There are so many options to consider - especially using chemical and biological technology. Consider, for example, contact tracking using prisoners released carrying genetically unique biological species - perhaps of e-coli, for example.

Of course they could also be marked with surgically imbedded devices - possibly even in their brain but then that wouldn't be contageous.

Consider chemically enhanced interrogations.

There are so many interresting possibilities.

The only issue is that the CIA cannot operate on US soil. If they do anything, they will all end up in jail. The only agency that has authority on US soil is the 22 agencies under the Homeland Security (i.e. FBI, Secret Service, and so on).

This is just a cat and mouse game. I think what happened was Cheney had the CIA muzzled for 8 years and basically controlled the flow of information and everyone knows that. They are just delaying the outcome of it coming out.
The first rule of crisis management is to just let it all out and lay it on the table. The CIA is not at fault, but it is Cheney.

One line in this post caught my eye and it was;

"On at least one occasion the committee was actually lied to," said Schakowsky, unable to provide details but backing up an assertion made by Reyes earlier in the week. "There is a pattern here."

One occasion does not a pattern make. One of any thing will not indicate a pattern.

Patterns can begin to be discerned when a minimum of three items appear, and even then,
it's only guessing.

The CIA has been involved in cover ups ever since they were created. They have been breaking laws both domestically and internationally without any consequences for so long that they should be dissolved. PERIOD.

The problem is that it is not "our" intelligence gathering agency. It may very well be hostile to the values of many decent Americans and likely hostile to the wellbeing of many also.

The CIA is a political entity with a record of fascist alignments and criminal activities which needs to be reconstituted.

Though there may need to be changes in how a congress member can report possible constitutional issues to our government if Nancy was correct and torture is illegal then she would have been a patriot and not sent to prison very long before Obama would have let her out by Presidential Pardon. When you take an oath to protect our constitution the fear of prision should not scare you as you have vowed to d.eath.

It is the central charge against the Bush White House, that the administration lied its way into a war in Iraq.



Now comes Dick Armey, once House Majority Leader, who described a classified one-on-one briefing in the vice president's hideaway office in the U.S. Capitol where he says Vice President Dick Cheney went beyond that into outright deception.

According to a new book on Cheney called "Angler," by Washington Post reporter Barton Gellman, Armey, a Texas Republican, had spoken out against the war. Cheney was trying to change his mind. So the vice president told him the threat from Iraq was actually "more imminent than we want to portray to the public at large."

Did Dick Cheney ... purposely tell me things he knew to be untrue?" Armey said. "I seriously feel that may be the case...Had I known or believed then what I believe now, I would have publicly opposed [the war] resolution right to the bitter end, and I believe I might have stopped it from happening."

Did anyone die for any lie Pelosi may have told??

Panetta isn't the bad guy here. He told the Intel Committee in private that they had been lied to and mislead.
Panetta didn't know about the program that has the Intel Com "stunned" for the first six months he was in office. When he was told he ordered it discontinued the next day, initiated an investigation and told the Intel Committee.
Given that everything that goes before the IC is classified, he exercised due diligence in a professional manner.
Heck of a lot better than Tenet and co...

So, in reality, the CIA DID lie and mislead Congress. It may not be policy or practice to mislead Congress TODAY, but it seems that it was policy right up to the end of the Cheney Administration. It was only with the change of Directorship and the collapse of GOP influence that this was exposed.
