DETROIT — General Motors completed an unusually quick exit from bankruptcy protection on Friday with ambitions of making money and building cars people are eager to buy. Once the world's largest and most powerful automaker, new GM is now leaner, cleansed of massive debt and burdensome contracts that would have sunk it without federal loans.

But GM, whose 40 days under court supervision was far shorter than anyone predicted, faces the worst auto sales slump in a quarter-century.

At a news conference, CEO Fritz Henderson said the revamped automaker will be faster and more responsive to customers than the old one. It will generate cash and repay billions in government loans ahead of a 2015 deadline.

The new company will build more cars and trucks that consumers want and launch them faster than in the past, the CEO said. GM also announced a partnership with eBay Inc. to test auctioning vehicles online.

"We recognize that we've been given a rare second chance at GM, and we are very grateful for that. And we appreciate the fact that we now have the tools to get the job done," he said.

Known for its sluggish decision-making process and bloated management ranks, GM will create a single, eight-member executive committee to speed up day-to-day decision-making, replacing two senior leadership forums.

Henderson, 50, said General Motors Corp. will streamline its bureaucratic management structure, cutting U.S. salaried employment by 20 percent, or 6,150 positions, by the end of 2009. The cuts include 450 executive jobs.

Henderson, who was promoted to chief executive in March, will run the global company and oversee its North American operations. GM's former chief operating officer, Henderson was chosen when President Barack Obama said former CEO Rick Wagoner's restructuring plans didn't go far enough.

Top executives at the new company will focus on business results, new vehicles, brands and consumers.

Bob Lutz, a legendary industry executive, was "unretiring" to become a vice chairman responsible for creative elements of products, marketing and customer relationships, Henderson said. Lutz, 77, had previously planned to retire at the end of the year after more than four decades in the auto business.

Nick Reilly, who has served as GM's Asia-Pacific president, will become executive vice president of GM's international operations based in Shanghai, China.

The new company will focus on customers, cars and culture.

"If we don't get this right, nothing else is going to work," Henderson said at GM's Downtown Detroit headquarters. "Business as usual is over at General Motors."

The automaker is launching a "Tell Fritz" Web site to allow owners and the public to share their concerns with senior management, and Henderson plans to go out on the road every month.

He said GM will partner with eBay in California to allow consumers to bid on vehicles just as they would in a typical eBay auction. They could also choose a "Buy it Now" option in an experiment to make car shopping easier. Dealers would still distribute the cars.

"As a culture, General Motors needs to be prepared to experiment and adjust," he said.

New Chairman Edward Whitacre Jr. said GM's trip through bankruptcy protection had been extremely challenging. "There have been a lot of long hours, there have been a shuttering of plants, there have been painful layoffs."

Whitacre told reporters after the news conference he expected to have GM's new 13-member board in place in about three weeks.

GM, in a viability plan presented to the government, said it would break even before interest and taxes next year, and be slightly above break-even for 2011 on a pretax basis.

"Sitting here today, I don't have any reason to disbelieve those numbers," Henderson said, giving no details of when the company would make a net profit.

The company's logo will remain blue with white underlined GM letters, although the company had considered changing the background to green to symbolize an environmental focus. GM has no plans to change the background, Henderson said.

He said the U.S. government, which owns a majority stake in GM, has vowed that it would not get involved in day-to-day decisions.

The Treasury Department released a statement Friday afternoon crediting GM's restructuring with saving both the automaker and "tens of thousands" of American jobs.

"The hard work of charting a path to viability now rests with GM's board and management," Treasury said in its statement. "But we are confident that we remain on track to ultimately see returns on these taxpayer investments."

GM received $19 billion to $20 billion more in federal aid on Friday, the remainder of the $50 billion it will receive, Henderson said. A large part of the money will be held in escrow.

Turning a profit will not be easy. GM has piled up losses and survives only because of government loans.

Besides the U.S. government's 61 percent controlling interest, the United Auto Workers union gets a 17.5 percent stake of the company through its retiree health care trust, and the Canadian government will control 11.7 percent. The remaining shares went to bondholders of the old company.

Concessions made by the United Auto Workers union just before the company entered bankruptcy protection have brought GM's labor costs down to where they are fully competitive with Toyota Motor Corp., Henderson said.

The parts of GM not moving to the new company will become part of "old GM," a collection of assets and liabilities that will be sold to pay creditors.

A Few FACTS about the "New GM" which were also true about the "Old GM":

The SAME TIRED OLD "Banksters" are still in control of the Car Company.
These SAME TIRED OLD Captains have run the ship into an iceberg.
The ship is obviously sinking.
The captains are preparing their helicopters to abandon ship and let the steerage class take the plunge.

It has always been their goal, (which remains unchanged), to manipulate herds of people into buying cars that are designed to extract Thousands of extra $$ from each sale without regard for meeting the transportation needs of the car buying public.

The ONLY thing "New" about "New GM" is that the Government will permit GM to dishonor their obligations to their Bondholders, the Stockholders, many Dealerships, their suppliers, the employees, (especially older and retired workers, the very same ones who actually built the once mighty GM), and next the U.S. Taxpayers.

All of the Captains of GM in the last 30 years could make the same statement made recently by incoming Chairman Ed Whitacre; "I don't know anything about cars".

This is NOT the Blog which I have been trying to post. The Moderator has forced me to change my content. My original post on this topic (Which was TIMELY), actually named the names of the incompetents which have run GM into the ground over the past 30 years, including but not limited to Roger B. Smith, Rick Wagoner, Fritz Henderson, etc. All these men were HIGHLY COMPENSATED, lived like kings while guiding GM over the cliff, smug in their luxury, wrong about what transportation products to build, and hateful to the workers who labored to build ridiculous products.

GM has spent BILLION$ propagandizing the public against their own unionized workforce, never considering that the only avenue of revenge available to the car buying public was to boycott GM cars.

What a joke!! Has anyone reviewed the latest 10 new car offerings from GM? Much of the same with not so great fuel economy, stiff offering those big six's....along with SUV's and style is questionable. Hard to see how they can compete with the Japanese when they, the Japanese, are producing the type cars people want. Seems with all the hype being generated by GM, the "new" GM that is....you would think inovation, great fuel savings and departure from muscle type cars, and cutbacks on their to many Brand offerings.. They are still producing the Camero and will still carry Pontiac for another year....so where is the "New GM".....right back to the "Old GM". What a waste of taxpayers dollars and we are stuck with the bill. The key to success in the car business is producing cars that people will buy, and the way it looks now for GM that is not what's happening. Some of the foreign auto makers like Honda and Toyota are so far ahead in the game it is doubtful that GM can ever catch up. GM at this point seems to be a failed venture that our own government is reponsible for by putting fear in the people that if GM goes so does the Country....Hogwash !!!...should have let them fail !!

Misinformed on a lot of points... the newest car I've seen that GM has put out is the 2010 Equinox, which has 4 or 6 cylinder options. The 4 cylinder gets better fuel economy than the Rav4 or CRV by 4 or 5 MPG.

"The style is questionable"... compared to what? Are you saying that Japanese cars have style.... really?

"they are still producing the Camero and will still carry Pontiac for another year" The Camaro is a Chevy, which is part of the new GM. And, look at sales of the Camaro - GM cannot keep up with orders as of now.

Explain how the foreign automakers are far ahead in the game. If you're talking about fuel economy, I can show you an American car in nearly any segment that will get as good or better fuel economy than imports. If you're talking about style and fit and finish, read reviews of the Chevy Malibu, Cadillac CTS, Pontiac G8, just to name a few. If you're talking about technology, the Ford Fusion Hybrid gets the best MPG out of midsized sedans. If it's recalls you're talking about, you can find just as many recalls with foreign autos nowadays.

I implore you to research some of the new products the domestic automakers are putting out. Educate yourself before jumping to stale conclusions.

I am having the same problem as you state here. The moderator is mindlessly deleting my post over and over again. I started trying to post my blog yesterday (July 10 at noon). The moderator pulls it down every time I post no matter how much I change it up. My post was/is brief, concise, cogent, and meets in every way HuffPost's stated guidelines. So What gives here?

Are there certain points the moderator does not want to hear?

As a taxpayer, I guess I own a piece of GM since the Federal Government loaned them money. Now the new GM has emerged (with a Green Logo) and $48 Billion in Debts. Lets suppose that they succeed, increase sales and become profitable and are able to pay back their debts including the Fedeal Government.

Here are my questions: Will I have to pay any additional taxes because of this bailout? Will I personally get any money back if they pay back money to the Feds.? Just trying to figure out how this impacts me directly.

This it the guy that brought back the Pontiac GTO at 8 to 12 miles per gallon with a giant engine and can go one block faster than other car---- wonderful !!!
This is the guy who was/is? in charge of development of the Volt. A bargain Electric Car at $40 K and gee you only have to replace the $9k of batteries every 3 or 4 years.
I just can't wait to see Lutz's new "creative... products" bursting out of GM Factories. They will , like the GTO be sold in countless numbers. I am sure people are lining up to get on the list to buy that wonderful Volt! What a deal!!!!

Right, you can get 40 miles on a charge. Largely because Lutz built the Volt on an Suv heavy frame. He went at the Volt the same way he did the reborn GTO, he is a dinosaur whose creative idea is to build a too heavy, too big and too energy consumptive vehicle. Just look at his GTO and you can see where his "creative product" ideas come from regarding the $40 k, 40 mile per recharge Volt. Go buy one and you can have tomorrow's SUV.

While it is true many Americans are pissed at GM for being both a shoddy car maker and poor investor, we must remember this - the retired employees are owed what is due them. If the company is able to eventually stand on its feet and continue to provide retirement and health care benefits to its former employees, good for them. My father in law is one of them and he is far from alone. Support this company in its efforts or deny those we love their due. Its the least we can do for fellow Americans.

baloney. The two examples you used recovered almost 100% of their money because thye bought those bonds at a deep discount looking for a vulture profit with a government bailout. And they bought unsecured bonds anyway, not secured.

"The company's white-collar work force will be cut by more than 20 percent by eliminating 6,000 jobs. Executive ranks will be cut 35 percent.

"The bottom line is that business as usual -- and as we have had it until today -- is over,"

management ranks will be cut by 35 percent, or 450 executives, including the elimination of its North American president position. Henderson said he will take responsibility for North American operations.

Now here is REAL change, 6,000 jobs plus 450 executive jobs(clearly should have be gone LONG ago).
Now if they just had cars that could compete on the global marketplace!

I don't want "GM" to succeed. I wanted the real GM--the private company--to succeed. But, sorry, this isn't GM. This is a toy that Obama bought on your back for the enjoyment of himself and his cronies. I want it to collapse and it most likely will collapse, taking many more tax dollars with it. And in the end a hard lesson will have been learned by all except the special interests who were paid off in this whole abomination

Actually, that's not too bad a price for all new from the the ground up technology. Remember when VCR's cost thousands of dollars? The price will come down as the technology expands through the line up. And in today's showrooms, $40,000 isn't really outrageous. In a few years the price will be more reasonable. THey just need to give the car a chance to catch on.

My concern is that Chevy is coming out with a couple of small fuel efficient cars...imported from Korea. Unless the product is produced in the US creating jobs who cares if GM turns it around and becomes profitable?
