No it's not. Nowhere near it. The top marginal tax rate from 1932 through 1981 was never less than 60%, and usually much more - as much as 94% in 1944-1945. It was over 90% from 1951-1963. The rich have scored hugely since 1986, far more than they deserve, and the middle class has suffered. Time to get back some of that money they've stolen from society. And what Congress is suggesting is a pittance.
