(AP) WASHINGTON — President Barack Obama on Saturday dismissed the idea the nation might need a second stimulus to jolt the economy out of recession and urged Americans to be patient with his economic recovery plan.

Faced with rising unemployment numbers and criticism from Republicans who have already labeled the $787 billion stimulus a failure, Obama used his weekly radio and Internet address to remind voters that reversing job losses takes time.

He criticized Republicans for opposing the stimulus but offering few alternatives to the worst recession since the Great Depression. And he rejected talk of a second stimulus, an idea that has been discussed by Democrats and even famed investor Warren Buffett.

"We must let it work the way it's supposed to, with the understanding that in any recession, unemployment tends to recover more slowly than other measures of economic activity," Obama, who is visiting Ghana on Saturday, said in his recorded message.

The stimulus included $288 billion in tax cuts, dramatic increases in Medicaid spending, about $48 billion in highway and bridge construction and billions more to boost energy efficiency, shore up state budgets and improve schools.

The plan "was not designed to work in four months," Obama said. "It was designed to work over two years."

Since Obama signed the stimulus into law, the economy has lost more than 2 million jobs and the unemployment rate has climbed higher than the White House predicted it would have ever reached without the stimulus.

Some companies say stimulus money helped avoid layoffs. Independent government auditors found that stimulus aid to states helped keep teachers off unemployment lines. But overall job numbers continue to suffer.

Republicans have seized on this opportunity to criticize the president, but they have struggled to find their collective voice. At a news conference Friday, Republican lawmakers criticized the White House for spending so much, while simultaneously saying the administration wasn't spending it fast enough.

With the Obama administration now pushing for a costly overhaul of the nation's health care system, Republicans are casting Democrats as liberals on a shopping spree. In the GOP's weekly address Saturday, Virginia Rep. Eric Cantor, the House Republican whip, accused the Democratic-controlled Congress of reckless spending and careless borrowing.

Though the Republican stimulus proposal this January had its own deficit-pushing price tag of $478 billion, Cantor and Republicans are trying to make their case against Obama as one of fiscal restraint.

"For the stimulus alone, Washington borrowed nearly $10,000 from every American household," Cantor said. "Let me ask you: Do you feel $10,000 richer today?"

In his speech, Obama twice referred to "cleaning up the wreckage" of a recession that began on President George W. Bush's watch. But with Obama's poll numbers slipping on economic issues, Republicans want to lay the economy at the president's feet.

"This is now President Obama's economy," Cantor said.

Yes we could use another stimulus.

Specifically: the governmnet should purchase all the 2$ per peak watt rooftop solar NanoSolar and other producers can supply, for appropriate roofs.

The Government should invest All the billions that NanoSolar and other qualifying producers they can use to ramp up production. For NanoSolar they claim 3M$ per 100GW factory machine. so 1 billion dollars can produce machines that can produce 30,000GWp/years solar panels, that about 100 Power plant equivalents per year. . The governmnet should make sure that the resources, the materials are ready as we ramp up production to these values.

Like we did for wars, and this is a lot easier.

Meanwhile more research and prototypes systems need to be build for BioFuels from Wastes.

Dear research, $2 per peak watt in the best case, if sun-factor equal 6 hour/per day, mean that Government will pay $2 per 6 watthour.
I spend 7KWH dayly. It mean that Government need pay me at least:
7000 watthour/6 watthour x $2=$2333.3­3.
If all family of 2 will spend dayly the same very low 7 KWH, our Government must spend:
$2333.33 x 150,000,00­0=$35,000,­000,000.
In my opinion it is huge money, even if you are right. Do not forget that most householder spend significantly more energy.
Could you, please, show me, where I am wrong?

2$ per peak watt solar work out to 3 cents per KWH over 30 years. My profile has the detailed math. 2000 dollar per 6 kwatt hours per day * 365 * 30 = .03 dollars per KWH.

Our Government has lawyers, bankers and politicians in time when we need, Engineers, Inventors and Scientists with open mind.
We must create jobs not by stimulus, which will feed our sick economy, to make it worse, but by new Invention.
We must reevaluate science of GW, free it from mistakes Al Gore and scientists, which advise and support his wrong vision.
We must change our transportation system and design instead of heavy cars, carts with weight 20 Lb, which will move by road, on roads without intersection.
We must build new power plants, where we could use not only electricity, but also heat.
We must use wood as main source of energy for these power plants and solve all GHG from oven in water to watering forests, surrounding these power plants. IT WILL CREATE THE CHEAPEST SOURCE OF ENERGY WITH ZERO EMISSION.
These directions will create job in USA, despite any globalization.

i more interested in the unemployment numbers for democrat vs republican­.......i know of many businesses doing targeted layoffs 90-95% democrat or non-voters. get someone not of your state to get the voter lists and someone else gets their voter lists meet in the middle and trade lists. now there is no paper or electronic trail.....­..terminat­e until the layoff number is near then toss the rest to republican­s........o­f course these practices are unethical and i would never practice them in my company...­.or just walk the parking lot and look at bumper stickers..­.....since a greater percentage of businesses or owned by conservati­ves.......­.the unemployment numbers should be interesting to see the stats on republican vs democrat

We put in new low-E windows into our house this weekend, and got a tax credit as well as a rebate from the stimulus package. THANKS, PRESIDENT O! And the local window manufacturing company thanks you as well for the additional jobs created by this program. It's working here!

Well, we WILL have another stimulus, but it won't go by that name. Part of it will be called the Highway Bill, part of it will be in the Energy Bill, and part of it will be in Health Reform. Other parts will be in other bills.

Does anybody remember all the warnings of dire catastrophe facing the nation if the Stimulusâ„¢ wasn't passed right now, today, no time to read the bill, just pass it already? The rush and urgency must have fooled people into believing it was going to have some immediate effect. If the effects weren't going to be apparent for TWO YEARS, why all the rush?

Was it a smokescreen for funding pet projects, like Nancy Pelosi's salt marsh mouse project? You remember all the vehement denials at the time, but now it's been revealed the money was committed all along, just hidden from public view. And all those "shovel-ready" projects, they weren't all that "shovel-ready" after all, were they?

Jmama below is right: Give the man at least the first half of his presidency. We gave Bush II an additional four years to dig this hole, even after we saw the mess he was making. And as far as the deficit, it's been 28 years in the making since Reagan first started cutting taxes for the wealthy, doubled the payroll taxes of the middle class, then started borrowing from the Social Security trust fund to pay for it all.

I get what you're saying, I've said similar things myself. But the problem is that people who have lost their jobs and fear losing their homes if the unemployment is prolonged don't have the luxury of time - the 18 - 24 month plan laid out doesn't help pay the bills in the meantime.

Not a lot of alternative. The economy right now is like a ship with a lot of holes, big and small. There's a lot going on right now but it takes time to patch, plug and fix.

People can't wait for the government to do everything. We have to help each other, too.

to call the present stimulus (barely six months since its passage) a "flop" solely on unemployment numbers is stupid. the net effects of stimulus should be gauged also on GDP. The GOP is so eager to rush in calling the stimulus a failure that they cannot wait for at least the next quarter for the corresponding effect of the stimulus on GDP.
