WASHINGTON — Legislation to overhaul the nation's health systems is unlikely to make it through the House and Senate before the August target set by President Barack Obama and other Democratic leaders, lawmakers said Sunday.

Democrats and Republicans alike said the administration's sweeping health care proposals are moving forward on Capitol Hill but cautioned against rushing into a spending plan that could costs trillions of dollars over the next decade. Obama's health and human services secretary said she remains optimistic Congress would send the White House legislation before the year ends.

"I think everything is on the table and discussions are under way," HHS Secretary Kathleen Sebelius said.

But the White House's strategy to leave the legislative back-and-forth to Congress has produced varying and sometimes contradictory versions of health care legislation _ along with delays. As the Senate turns its attention to Supreme Court nominee Sonia Sotomayor's confirmation hearings, the focus will turn away from Obama's top domestic priority.

The administration's Democratic partners in Congress hinted they would not deliver legislation before leaving town for an August recess. Sen. Debbie Stabenow, D-Mich., said Obama should be pleased with lawmakers' progress; Sen. Kent Conrad, D-N.D., said "there really is plenty of time."

And Sen. Chuck Schumer, D-N.Y., insisted that lawmakers would have the overhaul in place before leaving town in August. He does not, however, expect Obama to sign it before lawmakers return to their home states.

The delay would be a blow to the White House and to Democrats' electoral prospects.

The House and Senate are working toward legislation that would deliver on Obama's popular goals from his presidential campaign, but they are hardly in unison. House Democrats have proposed raising taxes on wealthy Americans to pay for the plan. Democratic leaders, meanwhile, have tried to calm moderate and conservative lawmakers about a proposal that could make their re-election bids more difficult.

Republicans, seizing on an issue that affects all Americans and has shown a glimmer for hope for an out-of-power political party, have lambasted the proposals as rash and irresponsible. They also see the issue as a way to win House and Senate seats in the 2010 midterm elections.

"I think the bigger issue here is why are we going to increase spending and health care by $1 trillion, $2 trillion, $3 trillion?" said Sen. Judd Gregg, R-N.H. "Most of which we can't afford, add that to the debt or add it the tax burden of the American people. Why don't we approach this horse from the other end?"

Gregg and other GOP leaders have painted the Democrats' plan as a government takeover of health care delivery systems that leads to rationing of treatment and backlogs at doctors' offices. More broadly, Republicans have tied the plan to out-of-control spending and a bloated federal government.

"There is no chance that it's going to be done by August," said Sen. Jon Kyl, R-Ariz. "President Obama was right about one thing: He said if it's not done quickly, it won't be done at all. Why did he say that? Because the longer it hangs out there, the more the American people are skeptical, anxious and even in opposition to it."

Even lawmakers absent from the Sunday morning news shows found a way to weigh in on the debate. Through his microblogging feed, Sen. Chuck Grassley, the top Republican on the Finance Committee, offered up a Twitter message to the Democrat who runs tax policy in the House, Rep. Charles Rangel, D-N.Y.

"Chr Rangel wealthy 1pc make 27pc of total income pay 40pc of income tax U hv 5pc health care surTax How hi taxes go to satisfy u?Let's talk," Grassley wrote in the abbreviated blast.

Sebelius tried to calm jittery voters who fear Democrats' plan to tax some employer-provided health care benefits as income. She said the details are far from over.

"Well, the House has a version," she said, discounting any version as final. "There are a couple of different proposals being worked on in the Senate."

Sebelius, Stabenow, Conrad and Gregg appeared on CNN's "State of the Union." Schumer appeared on NBC's "Meet the Press." Kyl appeared on ABC's "This Week."

It has long been known that there has been a group of pro-business, anti-union, pro-NAFTA "Centrists" within the party, known as the Democratic Leadership Council.
As more comes to light about the neo-Christian Fascist group known as the "Family"
and their links to the DLC, it more it becomes obvious why "THE DEMOCRATS" have had such little success at implementing real reform in Washington.
Although the media would like to portray the current Health care reform debate as a fight between the Republicans and the Democratic Party, it is more this handful of wolves in sheep's clothing that seems to make reform impossible.

Thomas Carper, Mary Landrieu, Diane Feinstein, John Rockefeller, and
Joe Liberman.

Until the Democratic Party achieves some control over it's members and message,
that 60 seat majority might as well not exist. Neither health care nor anything else
that pits big business interests against the American People is ever likely to be "reformed".

Congress to act and reassure Americans that they will not end up paying more for less.
This statement is not good enough for me.If they or he does not come off with public option (not watered down) he will lose my vote for sure. They are conceding . To promise no increase is not to say in six mos . it is going to be any better than what we have now..It is not possible to keep this trash health care (insurer's) with some options that don't have a back bone. I am almost sick that there is no strong urge to get this done and right.

The healthcare insurance mafia spends hundreds of millions of dollars on tv ads aimed at reinforcing their sweeeet little mafia scam (otherwise known as healthcare in this country).

If there was a vote up for a pay increase these politicians would be able to muster the energy to take a vote and get that passed. This is just stalling hoping that the public will get distracted and let the issue die down. Amazingly we can find the money to bail out Wall Street, banking industry, and the car industry but by God we can't do the one thing that is most vital for the success and well-being for this country.
We must campaign and get our voices heard.

Congress is not going to cut their feeding tube.They are almost promised a high paying job when expelled from congress as lobbyists. So, all the threats and criticisms do no good. Its win win for them. It is so embedded that it cannot be fixed.
We will be the last country in the world to have a national health care.

Well, at least we know where the healthcare(ha!) insurance mafia's spent a shiitload of their profits -- on our sleaze-bag legislators!

And yet, they whine about the cost of doing business . . . and how they're "forced" to raise their premiums (every few weeks) . . .

But, when it comes to bribing lawmakers -- or cranking out propaganda ads against their sweeeet little mafia scam-business "enterprise" -- no expense is spared!!!

The American taxpayer is the dumbest (and most convenient) sucker around -- to continue subsidizing this obscenity otherwise known as our healthcare system . . . no other country has citizens as stupid as we are.

If our lawmakers did not spend the last six months developing bills specially tailored for special interests or in some cases started with bills originally written by special interests we would not be so far behind the curve.

The American people want the cost issue addressed that is crippling the economy and they want better quality at the same time.

The reason congress is so far behind the curve is that we elected Obama to solve this issue without a business as usual approach. I think he called it change. The health care system is like a water balloon with all the players pushing cost and liability to other parts while trying to keep all the profit for themselves.

Right now, the debate is over raising taxes against a public option. Completely backwards and if congress cannot see how perverted the system they run has become they would easily see that the people KNOW what is possible and they want a NO TAX PUBLIC OPTION.

They do not want a system with even more money in it to waste. Congress has NEVER made hard choices that go against any lobby and for the people. We must hold them to account now.

There's money for everyone and everything but what the people want and need.

Single Payer will greatly reduce the burden on businesses which in and of itself will help stimulate the economy, plus encourage investment as we start to recover.

Meanwhile, families who are already facing huge economic losses (and therefore have nothing to spend) will be spared the real possibility of going bankrupt because of medical costs.

You can make this argument about policy from any perspective that serves your purpose: economic, fairness, national security, etc and skew it accordingly.

But the only policy that addresses all angles is SINGLE PAYER. Yes, private FOR PROFIT INSURANCE will go out of business, BUT ANYONE TAKING PROFITS OUT OF A SYSTEM DESIGNED TO CARE FOR SICK PEOPLE NEEDS TO GO OUT OF BUSINESS. They are worse than TOBACCO.

It looks like Americans will be marching in the streets demanding what their leaders already have.

And we will look like North Koreans or Iranians to the rest of the world.

What kind of a nation are we?

We will be judged by the things we did that we ought not to have done, and those left UNDONE.
