WASHINGTON — Legislation to overhaul the nation's health systems is unlikely to make it through the House and Senate before the August target set by President Barack Obama and other Democratic leaders, lawmakers said Sunday.

Democrats and Republicans alike said the administration's sweeping health care proposals are moving forward on Capitol Hill but cautioned against rushing into a spending plan that could costs trillions of dollars over the next decade. Obama's health and human services secretary said she remains optimistic Congress would send the White House legislation before the year ends.

"I think everything is on the table and discussions are under way," HHS Secretary Kathleen Sebelius said.

But the White House's strategy to leave the legislative back-and-forth to Congress has produced varying and sometimes contradictory versions of health care legislation _ along with delays. As the Senate turns its attention to Supreme Court nominee Sonia Sotomayor's confirmation hearings, the focus will turn away from Obama's top domestic priority.

The administration's Democratic partners in Congress hinted they would not deliver legislation before leaving town for an August recess. Sen. Debbie Stabenow, D-Mich., said Obama should be pleased with lawmakers' progress; Sen. Kent Conrad, D-N.D., said "there really is plenty of time."

And Sen. Chuck Schumer, D-N.Y., insisted that lawmakers would have the overhaul in place before leaving town in August. He does not, however, expect Obama to sign it before lawmakers return to their home states.

The delay would be a blow to the White House and to Democrats' electoral prospects.

The House and Senate are working toward legislation that would deliver on Obama's popular goals from his presidential campaign, but they are hardly in unison. House Democrats have proposed raising taxes on wealthy Americans to pay for the plan. Democratic leaders, meanwhile, have tried to calm moderate and conservative lawmakers about a proposal that could make their re-election bids more difficult.

Republicans, seizing on an issue that affects all Americans and has shown a glimmer for hope for an out-of-power political party, have lambasted the proposals as rash and irresponsible. They also see the issue as a way to win House and Senate seats in the 2010 midterm elections.

"I think the bigger issue here is why are we going to increase spending and health care by $1 trillion, $2 trillion, $3 trillion?" said Sen. Judd Gregg, R-N.H. "Most of which we can't afford, add that to the debt or add it the tax burden of the American people. Why don't we approach this horse from the other end?"

Gregg and other GOP leaders have painted the Democrats' plan as a government takeover of health care delivery systems that leads to rationing of treatment and backlogs at doctors' offices. More broadly, Republicans have tied the plan to out-of-control spending and a bloated federal government.

"There is no chance that it's going to be done by August," said Sen. Jon Kyl, R-Ariz. "President Obama was right about one thing: He said if it's not done quickly, it won't be done at all. Why did he say that? Because the longer it hangs out there, the more the American people are skeptical, anxious and even in opposition to it."

Even lawmakers absent from the Sunday morning news shows found a way to weigh in on the debate. Through his microblogging feed, Sen. Chuck Grassley, the top Republican on the Finance Committee, offered up a Twitter message to the Democrat who runs tax policy in the House, Rep. Charles Rangel, D-N.Y.

"Chr Rangel wealthy 1pc make 27pc of total income pay 40pc of income tax U hv 5pc health care surTax How hi taxes go to satisfy u?Let's talk," Grassley wrote in the abbreviated blast.

Sebelius tried to calm jittery voters who fear Democrats' plan to tax some employer-provided health care benefits as income. She said the details are far from over.

"Well, the House has a version," she said, discounting any version as final. "There are a couple of different proposals being worked on in the Senate."

Sebelius, Stabenow, Conrad and Gregg appeared on CNN's "State of the Union." Schumer appeared on NBC's "Meet the Press." Kyl appeared on ABC's "This Week."

Let's pry them loose.

Let's not give up or give in to helplessness. So lobby, protest, fax, e-mail and call. And do it over and over and over again.

We showed the world in November what an involved, informed and educated electorate could do. But one vote is not enough. We have to stay involved and informed and active.

Everybody should give these bums an earful of what you want from health care reform. If this system isn't changed everybody is going to be getting much less health care for lots more money. Rising health care cost is a problem for everybody. Even if you have a good plan now that will be gone unless prices and insurance companies are brought in line. If Democrats can't pass a decent reform bill with a public plan then we need to vote them out of office.

McDonalds, Burger King, Wendy's and the list goes on. Over 25% of Americans are obese. Meaning Fat. They take more pills and doctors visits so they can eat even more.

Many eat poor food because there is insufficient proper food in neighborhood stores.

But obesity is a problem in the US. This is a discussions we need to have from birth to death.

Obese is not fat. Obesity is very, very fat.

And people can live healthy lives while being fat as long as they exercise. Many also may have hormonal imbalances, e.g., thyroid.

Bill Moyers has insurance insider Wendall Potter on, and it has all you need to know about the insurance companies .
a letter to democrats threatening them that they will be in the minority unless they kill the government option. they will give money to their opponents and pay for ads in their districts to their opponents. they will kill it then say it was all about give and take in a democracy and no compromise could be reached. but it's only about money and the ticket they have to the select few who can get it done . and that the average person doesn't have. And nothing will change until they tear down the FOR SALE sign on our government.

People come on here and blast Single Payer and blast the public option. They get into arguments over some BS that either they bring up or the other side brings up. but they never get into what they are for. What is your plan that you support? What is your problem with Single payer? Why do we need insurance companies at all? They really don't do anything but push paper. Why do people need to make 100s of millions and billions of dollars off of people getting sick or in accidents? And i'm not referring to doctors or surgeons or anything like that. What is your plan?

With "Single Payer"... employers (both big & small) will be RELIEVED of the BURDEN that they are currently straining under to provide EXPENSIVE, INEFFICIENT, PRIVATE health insurance to their employees.

WITHOUT this added cost.. MORE jobs can be created... more MONEY can be injected into the economy.

If you lost your job outside of the eligibility period, the Recovery act does not help with COBRA. But at least it does help some people. Regardless, COBRA does have a time limit.

To fund universal health care in France, workers are required to pay about 21 percent of their income into the national health care system. Employers pick up a little more than half of that. (French employers say these high taxes constrain their ability to hire more people.)

Yes, they do pay more in taxes, but they live better. They have more time off, they have a higher minimum wage, they receive a lot of benefits for their higher taxes.

I reminded of when I lived in Connecticut, I moved there from Western NY. When I was house hunting and looked at the property tax rates, I was shocked, the taxes for a comparable house (as I had in WNY) was substantially cheaper. The residents there, thought their taxes were high. But than I found out, they had no services, either.

Yes, the taxes were low, by my standards but there was no street lights, sidewalks, garbage pickup or recycling program. Many communities didn't have their own police force and relied on volunteer firefighters, very rural. No community centers, public parks, or any of the things I was used to having. In some places, they didn't even have snow plows. If you wanted these services you had to pay privately, and it was MUCH more expensive when you did the math than my taxes in WNY. I moved back. I like my lifestyle here, much better. I pay for it, my property taxes are VERY, VERY, VERY high, but I think it's worth it, schools are better and I live in one of the safest cities in the country. We constantly rank in the top 3 safest communities in the US and we aren't a "gated community" we ALL just high taxes.

21% is not all that bad, heck, when you add FICA, FED, STATE and insurance deductions from your paycheck, what percentage do you come up with? My take home pay used to be 30% LESS than my gross, without deductions for my retirement and no I didn't get a refund at the end of the year.
