WASHINGTON — President Barack Obama has ordered his national security team to investigate reports that U.S. allies were responsible for the deaths of as many as 2,000 Taliban prisoners of war during the opening days of the war in Afghanistan.

Obama told CNN in an interview that aired Sunday that he doesn't know what how the U.S.-allied Northern Alliance behaved in November 2001, but he wants a full accounting before deciding how to move forward.

"I think that, you know, there are responsibilities that all nations have even in war," Obama said during an interview at the end of a six-day trip to Russia, Italy and Ghana.

"And if it appears that our conduct in some way supported violations of the laws of war, then I think that, you know, we have to know about that."

The president's comments seem to reverse officials' statements from Friday, when they said they had no grounds to investigate the 2001 deaths of Taliban prisoners of war who human rights groups allege were killed by U.S.-backed forces.

Reacting to the interview, Physicians for Human Rights hailed Obama's decision.

"President Obama is right to say that U.S. and Afghan violations of the laws of war must be investigated," said Nathaniel Raymond, a Physicians for Human Rights researcher. "If the Obama administration finds that criminal wrongdoing occurred in this case, those responsible _ whether American or Afghan officials _ must be prosecuted."

But Obama's direction _ discussed as he toured a former slave castle on Ghana's coast _ does not guarantee action.

"We'll probably make a decision in terms of how to approach it once we have all the facts gathered up," Obama said.

The mass deaths were brought up anew Friday in a report by The New York Times. It quoted government and human rights officials accusing the Bush administration of failing to investigate the executions of hundreds, and perhaps thousands, of prisoners.

U.S. officials said Friday they did not have legal grounds to investigate the deaths because only foreigners were involved and the alleged killings occurred in a foreign country.

The Times pointed to U.S. military and CIA ties to Afghan Gen. Abdul Rashid Dostum, accused by human rights groups of ordering the killings. The newspaper said the Defense Department and FBI never fully investigated the incident.

The allegations date back to November 2001, when as many as 2,000 Taliban prisoners died in transit after surrendering during one of the regime's last stands, according to a State Department report from 2002.

Witnesses have claimed that forces with the U.S.-allied Northern Alliance placed the prisoners in sealed cargo containers over the two-day voyage to Sheberghan Prison, suffocating them and then burying them en masse, using bulldozers to move the bodies, according to the State Department report. Some Northern Alliance soldiers have said that some of their troops opened fire on the containers, killing those within.

Dostum, the Northern Alliance general who is accused of overseeing the atrocities, has previously denied the allegations. He was suspended from his military post last year on suspicion of threatening a political rival, but Afghan President Hamid Karzai recently rehired him.

It may have made us all feel good to see "our side" seemingly win the war, but the war did not need to be fought, and almost eight years later still is not finished. We could have used our forces to surround Tora Bora, kill or capture those directly responsible for 9/11, and then gotten out of the country, to let the Afghans settle their own disputes.

The Hubris and ignorance that led us to get involved in internal Afghan affairs has been very expensive for our country. In my opinion, it was a mistake. I dislike the Taliban very much, but ridding the country of Al Qaeda might have, in the long run, been sufficient to undermine the Taliban's military strength, and would have cost us far less. Since Bush let Al Qaeda escape from Tora Bora, we no longer have the option of eliminating them as a fighting force through a quick, decisive action.

Started on our soil?

There was a war during the 1980s in Afghanistan. We didn't want to fight the Russians directly, so we used some lunatics in Afghanistan as a proxy. The enemy of our enemy is our friend type of thing; under the CIA's Operation Cyclone, we give them some guns and cash and they kill people that we don't like.

One of the people we were paying to lead the group of mujahideen was none other than Osama bin Laden. He made a great ally, until he got mad at us during the Gulf War for interfering in Middle Eastern affairs, and decided to form al-Qaeda.

I'm not justifying the crazies, but this did not start on our soil. We will continue to have problems with crazies until we learn to stop manipulating other sovereign nations for our own benefit.

From my prospective Obama is doing better at running the country than any of his predecessors that I can recall. Due to his efforts the world is starting to not perceive us as the biggest bully on the block. Respect for the humanity of even those we disagree with is not a sign of weakness. We have often supported and encouraged governments that abuse their citizens and on some occasions been involved directly in these acts of violence. When WWII ended we prosecuted the Germans, Italians, and Japanese for their conduct during the war. To regain our moral compass we must apply those same standards when we are involved to live in a world of laws.

It does, but that would apply to Iraq, not Afghanistan, per se.

If you're sharp, you know that the September 11th, 2001 attacks on the USA were "an inside job" - a "false flag" event. And, as such, neither Afghanistan nor Iraq (nor any other nation) were really responsible. If you want to know who the perps were, follow the money...

Discovering that the mass grave is really there, and that it dates back to the Bush Jr administration, will be simply facts.

Obama has to be willing to push for an investigation that will lead to prosecution, something he has not been willing to do so far.

The world is watching us, and how we handle the heinous acts during the Bush Jr administration. By Obama refusing to investigate and prosecute, he's sending a big message: "My administration condones what was done."

Yes, in many ways he has condoned the Bush crimes that so many have demanded Obama to act on, and he refuses for ridiculous and stupid reasons to do. This is but one of many to look into...I think it is important, but there are other things Bush did that warrant more urgent attention.

From his words to touted idea of fairness. This is the aspect (...the broken pattern) of the president's agenda that so perplexes. One realizes the need to run such unpredictable unassuming approaches to getting things done when one is operating in an environment of fear, hate, and entrenched self-interest. From the outside looking in...it tests allegiance. The president deserves patience. The very Party that hails self-determination and holds shovels of guilt in dirty hands that dig/dug epic holes (economy) position (wolf-like) to bemoan a lack of immediate results (domestic and foreign). Killing prisoners of war and dumping them in a mass grave is a war crime. The Obama administration seems intent to hold the Bush administration accountable for nothing -- not for torture, not for waging illegal war, not for any war atrocities that see the light of day, not for the CIA lying to Congress, nothing. No matter how ergregious the information about American war crimes, the US government fails to act and yet the President has words of warning to Iran about human rights and the rule of law and speeches in Africa about human rights and the rule of law. This is a disgrace to everything this country stands for. It is as though the Bush administration burned the soul out of this nation and even now, the country is unwilling to take it back.

YOU have to hold everyone accountable so hey If they want to open that can a worms and ignore the economy and get folks back to work fine with me but they will be the ones with egg on thier faces. IF it means that much to them go for it show America the real way politics is blantant disregard for Americans serving our country.

Our allies killed 2,000 people who may or may not have been our enemies. Our allies used the US Military to settle old scores they had with other Afghanis. If our allies committed these atrocities (which they did no doubt I remember the news reports) then they should be held accountable.

Yeah, In terms of international legal treaties, which the US is signatory to, ALL atrocities occurring as a result of an illegal invasion and occupation are the responsibility of the invading party, even those of occupation resistors. It does not matter that the atrocities in this particular case that "foreigners were involved and the alleged killings occurred in a foreign country"
