SEC. 501. [50 U.S.C. 413] (a)(1) The President shall ensure that the congressional intelligence committees are kept fully and currently informed of the intelligence activities of the United States, including any significant anticipated intelligence activity as required by this title.

Even more specifically. The law demands that the President himself ensure compliance.

The problem is not that there is a will to capture or kill Al-Queda operatives, the problem is, it is not legal for the executive branch to order CIA officials to lie to, or mislead members of congress.

It may be just me, but something just don't add up right here. I can't understand why this program would need all the cloak and dagger to keep information from Congress if it really had all the intentions laid forth by the many reports. This whole program is suspect IMO. Something is missing beyond the simple legalities of assas.sinations policies, timing etc. As a citizen who believes in checks and balances within our democracy I do not feel comfortable that someone redefined his role as VP and used some within a critical agency within our government to circumvent this process. Many may want to turn a blind eye and try to label what has/is happening as something merely political, however IMO what has taken place goes beyond being simply political and has tread into very dangerous territory. Governments have been overthrown because of rogue power.

The technologies and methods of this program seem likely to be the real issues.

These recent media stories are likely to be nonsense concocted to misdirect and to create false and distracting controveries.

The media wraps them in colorful foil and hands them to us.

Cheney needs to face charges of breaking the law. He did not have the authority to hide information from congress, and he overstepped his role as VP (breaking ties/stand-in if president is incapacitated). An investigation is warranted, and if this information is proven correct, then legal action should be taken.

Of course, if this were to ever happen, he would just disappear to an undisclosed location with his buddies from the middle east or Halliburton.

The reason the CIA can't inform Congress on national security programs is because Democrats can't be trusted with national security secrets.
