WASHINGTON — Secretary of State Hillary Rodham Clinton is blaming an exhaustive White House vetting process for the fact that the Obama administration has not yet named a person to run the U.S. Agency for International Development.

Six months into the administration's tenure without having appointed someone to the agency's top spot, Clinton told USAID employees on Monday that several people had turned down the job due to overly burdensome financial and personal disclosure requirements that she called a "nightmare," "frustrating beyond words" and "ridiculous."

She also said the White House had turned down her request to announce on Monday that someone _ expected by officials to be physician and Harvard University professor Paul Farmer who is well known for his work in Haiti _ would be named to the post soon.

"Let me just say it's not for lack of trying," Clinton said in response to an employee's question about the delay, despite her and President Barack Obama's stated desire to have USAID play a bigger role in American foreign policy. "We have worked very hard with the White House on looking for a candidate who, number one, wants the job."

The comment drew laughter from the audience, prompting her to say: "It's been offered." She then launched into a critique of the vetting process.

"The clearance and vetting process is a nightmare and it takes far longer than any of us would want to see," Clinton said. "It is frustrating beyond words. I pushed very hard last week when I knew I was coming here to get permission from the White House to be able to tell you that help is on the way and someone will be nominated shortly."

"I was unable," she said. "The message came back: 'We're not ready.'"

The White House declined to comment on Clinton's remarks.

The State Department said later that Clinton's comments intended to reflect her concern about the vacancy at USAID.

"Secretary Clinton was expressing her shared concern with USAID employees that the post is still vacant at such a crucial time, values the importance and necessity of the vetting process of government officials and knows that everyone involved is working hard towards the goal of announcing a nominee to lead USAID," spokesman Ian Kelly said.

Clinton said the vetting process for senior officials gets worse in each successive administration with the requirements demanding in some cases that candidates hire lawyers and accountants, detail everywhere they have lived since they were 18 and name every foreign citizen they know. "I mean, it is ridiculous," she said.

"Some very good people just didn't want to be vetted," she said.

USAID is in charge of America's foreign assistance. Obama and Clinton have said the agency's work will be essential to what they have called "smart power," a foreign policy strategy centered on defense, diplomacy and development.

I dont know why this is even an issue . We have Geithner who wont explain why Goldman Saks did really well with our money and the auto companies not so much when he had ties with the institutions that are going great. With his background and inability to know how to pay his taxes he was still picked. And should someone be inept and have issues Obama can make them czars. After all there are only 36 now and then we wont have to bother the congress at all.

Well, that's long been thought to be the plan. First she has to undermine Obama more though..... then she can quit and run for 2012. We can credit Rahm with the assist and probably panetta too. I think these choices are proving to be Obama's fatal flaw. Let's watch.....

If someone is honest, does not cheat on their taxes or take money from people behind the scenes then the vetting process should not be an issue.
Seems the only people that have issues with the process have something to hide or did something they should not have.

The vetting process for the Department of State is very difficult because there are alot of political appointees, and honest is not the adject that comes most immediately to mind when you think about the Clintons, their loyalists and their agenda.

She's right. And Holder's announcement of yet another witchhunt is going to continue the problem that being in public service simply means that those who do get through the vetting aren't likely to make any decisions. The next administration will simply see to it that they break you through investigations.

We have destroyed the concept of public service with this kind of partisanship tactics.

What? Who cares if someone smoked pot 50 years ago or had an afair 25 years ago. There should be a limit to how long ago they can dig up dirt. As SOS she can say anything she wants especially when it hurts the department she works in and obviously the last 2 admins had problems with it. So I sugest you stay in your place and let her do her job.

If the media and the GOP wouldn't make such a big deal out of every possible, minute thing in a candidate's life, as they're now doing to Sotomayor (who in my opinion is a very deserving candidate), the vetting process wouldn't have to be a nightmare. Whenever someone is chosen for a post, the GOP begins looking for any little thing it can publicize in a mocking, negative way, and they constantly and loudly spin it on the media. Clinton should blame the GOP and the media too (who ought to have more sense).

John Brennan got an appointment as deputy secretary of NSA, and he was a former tor ture proponent, which is why he dropped out as a nominee for C I A director. The President just appointed him to a position that didn't require senate confirmation. I don't think I'll ever forget or forgive that move.

It may be a "nightmare", but when unvetted info comes out once someone has been announced, it is a nightmare for Obama because Republicans are looking for ANY reason to trash him. He's trying to avoid that, but unfortunately it's next to impossible...pols will make an issue out of ANYTHING and make it into something huge, if they think it will hurt their opponent.

Not only is she right, but there are situations where Obama should be putting in recess appointments because the republican goal is to stall , stall, stall every nominee for every postilion because they think Obama is an impostor just holding the seat from the repubs for 4 years. They want a do nothing government they can run against and he seems to be giving them their wish. Although I would not ahve voted for Paul or Mc Cain under any circumstance, I am beginning to wonder if I should have stayed home...He seems like he h wants to be liked more than he wants to be President. If you don't do things the first year, it is nto going to happen. He is losing his political capital every day.

What are the things you expect him to do that is not being tackled? Damages that took years will not take just few months to dismantle.
- He helped with economic stimulus that have stemmed the economic downward spiral (I know that it was not a panacea, but it was a start.)
- He is working on the healthcare bill he promised. Has given next week as deadline.
- Iraq war deadline has been set, troops are being withdrawn gradually.
- He promised to finish up the Afghanistan war that Bush abandoned and he is doing just that. (Of course, all war should be stopped but he did not promise to stop this one)
- He has asked congress to repeal DADT and they are currently working on it.
- He has improved America's image abroad and have gotten high marks from every seasoned diplomat in the country.

Of course, Secretary Clinton misspoke on this issue. I would rather have the whitehouse do an exhaustive vetting. Look at things we find out about some of the people that we often extol. Who knew Tom Daschle, the season democratic senate leader, a big proponent of healthcare overhaul(who recently opposed public plan), is a veteran tax evader? I say, vet everyone exhaustively! We need decent and honest people in government, not impostors.

The Iraqis set the deadlines for ending the war in negotiations with the Bush administration. The Obama administration has been trying to undermine the negotiated peace and extend US occupation beyond what the Bush Status of Forces Agreement allows. They have succeeded in obtaining an illegal delay by the Iraqi administration of the SOFA referendum which was scheduled to be held this month. If it were held, the deadline for withdrawal of all US troops would have been moved up to July 2010. The current Obama plan is to withdraw most troops by August 2010 (three months later than his campaign plan) and leave 52,000 American troops in the country indefinatelly. The Bush SOFA says "All the United States Forces shall withdraw from all Iraqi territory no later than December 31, 2011." Obama has said nothing to suggest he wants to honor that commitment. The best evidence that Obama has not lived up to the commitments he made to the voters is that John McCain is a strong supporter of the Obama Iraq policy.

Obama never "promised to finish up the Afghanistan war". He promised to escalate the war and expand it into neighboring Pakistan. He has kept those promises. There is no indication that Obama disagrees with the long war theory. If it takes us fifty years to capture Osama bin Laden he would continue the war that long and if Osama is captured tomorrow we have no plan for ending the occupation.

Just the other day Anderson Cooper asked President Obama about DADT and he said nothing about repeal. He said he wants the law "changed in a way that ultimately works well for our military". He also strongly implied that the existing law is constitutional as his lawyers have argued in court. This homophobic law requires that gay Americans must be separated from the military if they say they are gay. The Don't Ask part is not in the law at all. Interestingly the law provides an individual who has engaged in or solicited homosexual acts can avoid separation by demonstrating they do "not have a propensity or intent to engage in homosexual acts." In other words gay sex is all right as long as you are not gay.

The Obama administration has also done nothing with respect to the Clinton Defense of Marriage Act which the campaign also promised to repeal.

When trying a bold and daring move it is best to not doubt yourself mid-air like this. It can have disasterous consequences. Supporting hillary at this point just means you join her in undermining what Americans, the MAJORITY OF AMERICANS, chose. If you're not familiar, it is how Carter got undermined. Since we've seen this before its best we not repeat that.

What are you talking about? Shes his biggest asset hes got. Remember all those supposed supporters that went belly up after getting vetted. They were trying to get on the Obama band wagon and fell off when the vetting time came. Made Obama look like a fool trying to get jobs for those hanger ons. But there hasnt been any problems with the Clinton picks has there? GEE I wonder why? OH thats right, we knew she was great from lthe gitgo. You didnt and now you compare Obama to Carter.
