WASHINGTON — Steven Rattner, who led the Obama administration's efforts to restructure General Motors and Chrysler through swift, government-led bankruptcies, plans to depart his post, officials said Monday.

Rattner will be replaced by former steelworkers official Ron Bloom, who has been a key member of the task force and adviser to Treasury Secretary Timothy Geithner. The administration said Monday that Rattner had decided to return to private life and his family in New York City.

A leaner General Motors Co. emerged from bankruptcy last week and Chrysler Group LLC shed itself of Chapter 11 protection last month during short stints through the bankruptcy courts once thought impossible. Rattner headed the government's work to reshape the two companies, which were severely threatened by overwhelming debt, poor management decisions and sluggish sales.

"We are extremely grateful to Steve for his efforts in helping strengthen GM and Chrysler, recapitalize GMAC and support the American auto industry," Geithner said in a statement. "I hope that he takes another opportunity to bring his unique skills to government service in the future."

Rattner won praise for his job managing the massive restructuring of General Motors and Chrysler through billions of dollars of taxpayer funds. Appointed to lead the newly created task force in February, Rattner helmed the day-to-day talks that led to concessions at GM and Chrysler. Rattner struck deals with the United Auto Workers union, the car companies' bondholders and Italian automaker Fiat, which aligned with Chrysler as part of the company's reorganization.

When Obama decided he wanted former GM CEO Rick Wagoner to leave the company, it was Rattner who delivered the news to Wagoner.

GM CEO Fritz Henderson, who succeeded Wagoner, said in a statement that Rattner's expertise "was a key contributor toward a new GM emerging in record time."

Rattner's government service came under a cloud with an investigation of an influence peddling scandal back in New York. Authorities have said that Rattner, an investment banker, was unlikely to face charges in the investigation which involved a large state pension fund that provides retirement benefits for more than 1 million government employees.

Bloom will assume leadership of the task force's activities as the government transitions from day-to-day restructuring to "protecting the substantial investment the American taxpayers have made in GM, Chrysler and GMAC," Geithner said. Bloom is a former investment banker who worked with the United Steelworkers union for more than a decade, advising the union through a painful restructuring of the steel industry.

Rattner, a longtime Wall Street financier, was the co-founder of financial firm Quadrangle Group and previously served as deputy chairman and deputy chief executive officer of Lazard Freres & Co. LLC. He is a former reporter with The New York Times and is married to Maureen White, a former national finance chair of the Democratic National Committee.

Rattner had hinted of changes at the task force with GM and Chrysler emerging from bankruptcy. In a conference call with reporters last week, he said "the task force will inevitably get smaller as this becomes more of a monitoring function."

"I would say, speaking for a number of us, including myself, we have been so busy getting to this point that none of us I think, individually, are at a stage that we can tell you what our specific plans are but we should be able to do that in the coming weeks," Rattner said.

Ignorance alarm. The Auto Industries biggest problems of the last & next few months is the financial restructuring of Chrysler & GM first and possibly others next. That's just life support so the industry can get to the point where they need a Car Czar who needs to know anything about cars.

For now, they need someone who understands finance, bankruptcy and deal making. Rattner just completed the Chap 11 restructurings of both Chrysler and GM in record breaking time. He and his staff must have been working 16/7 the past couple months and I bet they are ready to rotate off such an intense workload and stress.

General question who ever is still here.

With Ameriica having its "fat" obesity problem, what are we going to do as they push cars smaller and smaller to meet the MPG requirements? What are we going to do in the snow and ice states when the cars won't remain on the roads in a little wind and ice?? Semi trucks, commercial trucks arn't getting any smaller. Possibly a plan to kill us off ?

YES. They figure it in but they dont actually pay it to the funds in many cases. They take it from our wage and who knows where it goes. Funds are often "underfunded" meaning we paid it , they have it but they didnt put it where it goes. Then they file bankruptsy to prevent having to pay it and the judge will make them pay maybe 30 cents on the dollar. This has been a major problem. I pay 5.50 per hour of my wage into my health and welfare package. (insurance, retirement) then not know where it goes. Our union is set up that companies must provide a paper report every month and they are allowed to be 3 months behind. (too long for me) but they cant go years with out showing the money they deducted from my wage.

Weve had a number of contractors weve had to go after than defunked on paying and it went with out watching. Presently in my town a local factory is 7 million behind in there payments. Lack of watchdogging. Another Enron thing.

Who has fears of higher interest rates and inflation? Krugman is yelling for a second stimulus. Summers says the worst may not be over in the global economy. We're still a little to close for comfort to a worldwide level of insufficiency of demand that might trigger a deflationary spiral. There can't be many/any serious folks worried about an immediate threat to inflation.

My guess is this was planed. His exit was when GM ermerged from bankruptsy. Then the Union takes over as they traded the pension debt that GM owed them (they were underfunded for years and needed to anti up even in bankruptsy ) So now let the unions make it or break it. They will concede wages for their own good. Otherwise they would have no doubt lost most their retirement funds just as the airlines did when they all filed. Companies file just to avoid the underfunding and then maybe pay 30 cents on the dollar.

More than $400 million in federal stimulus money has come to New Hampshire this year, and more is on the way.
The Office of Legislative Budget Assistant reported last week that $413.6 million made its way to the state under a list of programs that involve education, highways, environmental, health and human services, energy and law enforcement. …
So far, a total of 50 jobs have been created by the funding, 34 of them full time. The OES will be headed by a director whom Gov. John Lynch has not yet appointed. All five OES jobs are described as full-time temporary positions that will go out of existence in September 2011, the end of the federal fiscal year.
You read that right. The stimulus package in New Hampshire has created 50 temp jobs, apparently all of them bureaucrat positions, and none of them permanent. The Office of Economic Stimulus (OES) employs five of those people, and when the governor appoints the director, that position will pay a $110,000 salary, plus benefits.
Roughly speaking, those 50 jobs cost the American taxpayer $8.32 million per position. If we calculate part-time positions as one-half of a full-time job, the cost per full-time job would be $9.9 million. At that rate, the $787 billion Porkulus package should generate about 79,495 jobs across America — or about what we lose today by 1:37 pm in new unemployment claims.
