This is in fact a deffensive move as Arrow is an interceptor co-developed by Isr and US, hence the joint testing.
The strength of US and Isr partnership is based on the fact that technologically both live on the edge of newest most advanced achievments of humanity, be it in alternative energy, green technologies, IT, health care (Isr healthcare system is being studied by Obama's team) and military technologies.
I hope Arrow and other weapons will never be used but in the real world it has to be tested and kept ready just in case...

This could impact the ecosystem of theChannel Islands off the coast of Santa Barabara very adversely along with its inhabitants, especially the marine mammals. It's sad that such a beautiful area is being subjected to this.
I agree. Will boats be restricted from the area during the tests? People travel to the Channel Islands every day; will they be safe?

Big deal. Israel has performed numerous missile tests in the past, including launching of satellites. Nothing significant about this launch.
unfortunately the rocket they use to launch satelites also has a dual purose of launching nuclear warheads.
