In a reflection of a legislative strategy that has left no stone unturned, President Barack Obama on Monday called on like-minded bloggers to help his administration keep the heat on lawmakers to pass health care reform.

"It is important just to keep the pressure on members of Congress because what happens is there is a default position of inertia here in Washington," the president said during an invitation-only conference call. "And pushing against that, making sure that people feel that the desperation that ordinary families are feeling all across the country, every single day, when they are worrying about whether they can pay their premiums or not... People have to feel that in a visceral way. And you guys can help deliver that better than just about anybody."

In a roughly 25-minute session with a handful of prominent progressive bloggers, the president also asked for help combating disinformation about his health care plan.

"I know the blogs are best at debunking myths that can slip through a lot of the traditional media outlets," he said. "And that is why you are going to play such an important role in our success in the weeks to come."

The call demonstrates just how heated the health care debate has become in recent weeks and how much ammunition the administration is willing to bring to the table. At various points in the call, the president offered a strikingly detailed synopsis of his political strategy and health care policy as a whole.

While he refused to insist that lawmakers stay in Washington during the August recess, he declared definitively that, "the time for talk is through."

"Now is the time for us to go ahead and act," Obama declared. "We are working as hard as we can and I have told Harry Reid and Nancy Pelosi that it is critical that we have seen serious forward motion before people leave [in August]."

Moreover, for the first time in recent memory, Obama floated the possibility that if it appears that health care reform lacks the 60 votes needed for passage, he might be open to reconciliation, which would allow for an up-or-down vote on budgetary and tax aspects of the bill.

"Keep in mind that the way we had structured the reconciliation issue several months ago, we moved forward on the basis of the assumption that we could get a bill through the regular order and the regular process by October," Obama said. "If I think that is not possible, then we are going to look at all of our options, including reconciliation. Not because that is my preferred option but because what I think would be unacceptable for the American people is inaction."

Perhaps sensing the ramifications that such a parliamentary maneuver could cause, the president added: "In fairness, I do think that what you are seeing right now is really serious hard work on the part of members of the Senate and those on the Finance Committee. And although I may not agree with every single decision that is made in any of the committees, I think that folks really are working overtime and I appreciate the work that they have done. And I feel confident that we could pass a bill in the absence of reconciliation."


LISTEN TO THE CALL:

The recruiting of blogger support comes at a particularly sensitive time for the president. While hoping to see legislation produced from Congress that carries bipartisan support, which can make its way through both chambers, the White House is cognizant that a watered-down bill could insult the progressive base. Especially at a time when the party has 60 caucusing members in the Senate. At various times during the call, not surprisingly, the president implored the participants not to let the perfect piece of health care legislation be the enemy of something fundamentally good.

"I know that there has been a lot of focus from a lot of people on keeping the bill strong and that continues to be a key focus for me as well," he said. "But there is also a primary point that can't be lost: The status quo is unacceptable... People who would defend doing nothing are defending the indefensible."

Along these lines, the president insisted on multiple occasions that he remained committed to a public option for insurance coverage and even threw a bit of cold water on one of the alternative proposals.

"I'm still looking at the details of a co-op approach. I will tell you that there are some instances of co-ops being set up and just having a very difficult time getting off the ground because they don't have the scale and the resources to compete effectively," Obama said of the approach advocated by Sen. Kent Conrad (D-N.D.) "What I have asked my health care team to do is to look at what evidence we have that this could provide the kind of competition that drives or helps to promote insurance reform... If I can see some evidence that that would work then I would be happy to consider it.

Peppering the president with questions were some of the progressive community's most prominent netroots voices from Jonathan Singer of MyDD to John Amato of Crooks and Liars. As in interviews and public statements past, the president stressed that the White House had already made major steps toward achieving reform, including bringing key stakeholders in the private sector to the table. Repeating his statement on Monday criticizing the posture of some of his Republican opponents, Obama accused those who sought to delay the bill as trying to kill the prospects of reform and, by extension, his presidency.

"I think it was telling, some of you may have seen, a Republican senator this weekend saying, we are just going to delay and delay because if we can stop Obama on this one, this is going to be his Waterloo. We will break him," he said of the remarks made by Sen. Jim DeMint (R-S.C). "That was a quote. And I think it indicates the degree to which a lot of folks may sincerely think that the more time we take the better off we are going to be but I also think there are some who deliberately want to delay this process because they know the longer the special interests have to run negative ads or lobby members of congress, the more difficult it becomes to get this done."

With the public’s trust in his handling of health care tanking (50%-44% of Americans disapprove), the White House has launched a new phase of its strategy designed to pass Obamacare: all Obama, all the time. As part of that effort, Obama hosted a conference call with leftist bloggers urging them to pressure Congress to pass his health plan as soon as possible.

During the call, a blogger from Maine said he kept running into an Investors Business Daily article that claimed Section 102 of the House health legislation would outlaw private insurance. He asked: “Is this true? Will people be able to keep their insurance and will insurers be able to write new policies even though H.R. 3200 is passed?” President Obama replied: “You know, I have to say that I am not familiar with the provision you are talking about.” (quote begins at 17:10)

This is a truly disturbing admission by the President, especially considering that later in the call, Obama promises yet again: “If you have health insurance, and you like it, and you have a doctor that you like, then you can keep it. Period.” How can Obama keep making this promise if he is not familiar with the health legislation that is being written in Congress? Details matter.

Well that's JUST great. Which is it mr. prez. Yes I get to keep my private insurance or NO.

On the issue of the health care:

I know Obama will pass the thing with the help of the senate and house. I'm not worried about that. A good bill will be passed shortly.

I believe Obama is trying to set it up where we'll give him a cookie for doing the right thing, and I'm not going to do that. That health Care bill is the least of things he has to do to get me back again full throttle lauding him like I did during the campaigns. We voted for change we can believe in, and I want it delivered! All the change promised, all of it. We have the numbers in congress to aid Obama start delivering these things; I dont want them delivered too close to next election, to avoid the appearance of doing it for re-election. Mr. President, get those progressive agenda you promised passed.

In an unrelated issue, I have been going through all the posts and blogs on this site, I have not favorite-d anybody. You know why? Nobody has made any impression. Lets try to pick it up here. I will not Favorite anybody unless they are above par.

So all in all, everybody, from the POTUS on down to us posters, is just not QUITE meeting your expectations at this particular point in time. However, it does appear that we all have reason to hope. If we exert ourselves just a little harder (are you listening there in the oval office? eclub is rubbing his chin and squinting as he evaluates.­..) we may YET win your approval!! And get a cookie!! We all wait with bated breath to know whether we have "made any impression­." If not, utter despair and desolation will undoubtedly follow.

eclub, you seem to put too much yourself in the center. Try to put the goal of change (progress) in the center of your thinking and attention. Your whole perspective and judgment might become different. For one thing, you would not expect everything and everybody to make things happen to satisfy your own personal standards, whatever they might be. You would become "goal oriented" and "action oriented", versus "self-oriented" and "passive oriented". I cannot guarantee, but I'm pretty sure that your feelings, judgment, and results would look and feel a lot different. Remember Obama's campaign theme --- "Be the change that you want" It's what Gandhi said. He changed the British Empire, the mightiest worldpower in early and mid-20th century. Think about it.

You must understand, I supported Barack Obama during the 2008 election, no revolution!
Enthusiastically. I was surprised to see his picks for cabinet. I disagreed with make up of his cabinet. Vehemently. But, he's the president, and I still want him to deliver what he promised. I believe he made it harder on himslef when he didn't have to. He came in with a respectable mandate, and has spent a lot of it by being a nice guy, in the middle, etc. But hey, if that is what it will take, fine.

On Gandhi (took me a while to spell that correctly), he was successful in part because of the nature and benevolence of his enemies. If the Brits were as mean spirited the GOP and right wing nuts, they could have said "go ahead and starve to death, Mr. Gandhi". Moral of the story? I don't think we should rely solely on being Mr. nice guy.

America is behind the rest of the developed world when it comes to universal health insurance- I am an Australian and enjoy a very high standard of healthcare. It's absurd for the nay-sayers to suggest that it can't be afforded. Ironically it might even help provide a much needed stimulus to your economy.

I look on in horror at the wealthiest country in the world allowing so many of it's citizens to live in such poverty, homeless and with no recourse to good healthcare. Shameful really.

Yeah I do, the ultra-right wing loonies have convinced many in your country that welfare and healthcare is a drain on the economy. Whereas it feeds straight back into it- even providing a buffer against the domino effect of collapse. Economies don't work like a household- they are not isolated.

That should answer your next question..­. I live in a rich country with a better welfare standard. So I have not had to take any homeless in. Also I live without fear of being gunned down in the street, rampant crime, no gated suburbs and most importantly NO private beaches (in Australia they're open for everybody to use).

PS: Never-mind the minor spelling error. Btw, I have my dictionary set to British/Australian too (it's a big world/internet).

* A 59% majority say his proposals call for too much government spending, and 52% say they call for too much expansion of government power.

I still don't understand why we don't just do the simplest and most effective thing. Let everyone that wants to buy into Medicare. The infrastructure is already there, Medicare is extremely efficient and just as good as the "cadillac" plan I used to have. It would help Medicare's bottom line as well by widening the pool to include younger and healthier people. As it is, of course it is stressed by only covering the over 65s and disabled. This would be a win-win solution.

Universal Health Care is a crock! The government wants to add +15 million illegal aliens and +10 million citizens to a system w/o increasing the number of doctors/nurses or hospital beds. How can anyone not understand that this will result in rationing of care and increased cost for worse service?

Health Care is not a right! It's nice to have -- like a house -- but not a right any more than having a house is a right, or owning a car is a right. With half of the electorate already not paying any Federal taxes, just how long do you think it will be until the Feds come for YOUR money to fund all this crap that the moochers vote into existence?

So, in a country that purportedly values every individual's right to life, liberty and the pursuit of happiness, you feel that the "moochers" as you so charmingly call the people who clean your bathrooms and empty your trash, have no right to health care? On a wage of, say, $7.50/hr, they're supposed to pay for their own hospitalization? Any idea how long it might take to pay off a $70,000 hospital bill at $7.50/hr,? Or maybe they're just not supposed to go to the hospital in the first place, when they're sick, so that people like you won't have to part with any of their precious dollars? That's really patriotic! It's a little difficult to pursue happiness when you're in the cemetery thanks to the compassionate conservatives.

On Rush Limbaugh's radio show, because the obama administration is trying to "rush" (no pun intended) the health care bill through, he speeds up the audio from obama, pelosi, reid and frank when ever there are comments that he wishes to discuss. It is hilarious.

Yeah, I heard him doing that yesterday. It's extraordinarily immature.

He played a speeded-up clip of Obama saying "The insurance industry should not be free to do whatever it wants to do," and Rush said:

"See? Obama is against Freedom!"

He sure was quick to conflate the interests of the insurance companies with the interests of his listeners. I wonder how many of them own insurance companies?

Have no Idea why this was scrubbed..­.but I will try it again.

It did not take long for me to see a big reason why the GOP is all up in arms about this health care reform. Section 111 Prohibits Pre-Existing condition exclusions. That is a big deal for Insurance companies. It means it will be wrong for insurance companies to only cover healthy people. You know they don't want that.

Strange things happening. I've noticed that scrubbing too on some of my most recent comments, AFTER they have been posted. Your comment and your point MAKES PEOPLE THINK. That might be a very threatening action for those determined to help maintain the unacceptable status quo. You should follow up your hunches, and look more into possible "Trojan horses" inside h p.

Why are some politicians are so vocally AGAINST health care reform? Just check out www.opensecrets.org and you'll see how much they've received in campaign donations from health care companies. It's no coincidence that these anti reformers have been receiving the largest donations from health care companies. They're not looking out for what's best for the American people, they're looking out for that fat-pocketed donees.

John Boehner (R-OH) has rec'd more money from Blue Cross Blue Shield/Wellpoint than any other person in the House of Representatives.

Mitch McConnell (R-KT) 3 of top 10 campaign contributors are healthcare companies. They've donated over $200,000 to his campaigns since 2005.

Henry Waxman (D-CA) 6 of top 12 contributors are health care companies ($35,000 in 2009)

Every time I hear a quote from a politician against reform of health care, I look them up to see who their campaign contributors are. So far, every one that I've looked up is highly paid by healthcare companies. What exactly do the healthcare companies do for us anyway? All they are is expensive middle men between doctors and patients -- the gatekeepers to our good health who's profits get fatter with every claim that they deny.
