A private memo distributed by the Republican National Committee calls for like-minded advocates to help defeat President Barack Obama's health care proposals by delaying its consideration.

The memo, which was obtained by the Huffington Post from a Democratic source, provides the clearest illustration to date of the political playbook being used to stop Democratic attempts at a health care overhaul. Much of the material mirrors the speeches and presentations made by conservatives both inside and out of elected office to date. Obama's plan for health care is deemed an "experiment" and a "risk" that could bankrupt the country and dangerously change the doctor-patient relationship.

In particular, the 12-page memo makes the case that it is a Republican priority to slow down the consideration of health care reform before it can become codified.

"The Republican National Committee will engage in every activity we can to slow down this mad rush while promoting sensible alternatives that address health care costs and preserve quality," the memo affirmatively declares.

In an effort to buttress its claims, the RNC highlights internal polling it conducted from June 15 to 17, in which 56 percent of respondents said they would be more likely to vote for a congressional candidate who was a "check and balance" on the president's agenda. Thirty-five percent said they preferred a candidate who would help Obama.

"Every Republican should stand up for health care reform that controls cost, preserves quality and provides the health care that Americans deserve," the memo reads. "This means standing up against President Obama's health care plan. The Obama administration is acting with extreme haste, hoping to push through their health care experiment as fast as they can. Make no mistake -- their timeline is based on what works for them politically, not on what will result in the best health care policy for Americans. The reckless speed with which they are attempting to jam through this experiment is a grave threat to America's health care, and America's health."

In an effort to slow down reform, the RNC advises its advocates to use a whole host of political tools, from organizing town halls, to writing letters to the editor, to booking surrogates on radio and television, to engaging in "Street Theater" protests outside Democratic events. And in a bit of irony, the memo's authors encourage readers to frame the president as the one acting out of political motivations.

"Despite the president's increasingly skeptical reviews, it should also be noted that the Obama administration is fantastic at the PR game," the memo reads. "In some cases, they are even a little too good at it, selling things that are demonstrably untrue."

"The president's PR team uses rhetoric to mask reality, and the White House spin machine is in overdrive trying to convince Americans as well as our nation's health care professionals that their plan is the cure for what ails us," it argues at another point. "Republicans will not allow the Democrats' rhetoric to define this debate."

As for a Republican alternative to the president's agenda, the RNC memo doesn't offer much in the way of details, save to make the argument that the status quo isn't as bad as it is being painted.

"The Republican Party knows we have the best health care system in the world," the memo declares. "The Republican Party also knows it is a system in need of reform because it is costing our families and our businesses too much."

In regard to specific talking points, the RNC Memo has nine of them:

* President Obama and Democrats are conducting a grand experiment with our economy, our country, and now our health care.


* President Obama's massive spending experiments have created more debt than at any other time in our nation's history.

* The President experimented with a $780 billion dollar budget-busting stimulus plan and unemployment is still rising. The President experimented with banks and auto companies, and now we're on the hook for tens of billions of dollars with no exit plan.

* Now the President is proposing more debt and more risk through a trillion dollar experiment with our health care.

* Democrats are proposing a government controlled health insurance system, which will control care, treatments, medicines and even what doctors a patient may see.

* This health care experiment will have consequences for generations, but President Obama and Democrats want to ram this legislation through Congress in two months.

* President Obama's health care experiment is too much, too fast, too soon. Our country cannot afford to fix health care through a rushed experiment.

* Americans want health care reform that addresses, not increases, cost or debt.

* Government takeover is the wrong way to go -- health care decisions should remain between the doctor and the patient.

Officials with the RNC did not immediately return a request for clarification or comment on the memo's subject matter. While documents like these commonly are passed around behind the scenes by like-minded partisans on both sides of the aisle they usually don't make their way into the public. At the very least, it provides an insight into how the Republican Party believes it can gain the upper hand, politically, in the current health care reform debate.

There are plenty of ways to pay for the Healthcare, alot of other countries do it & their citizens have BETTER care than here in the US. People are dying of lack of care and they laugh at it and look upon health care in terms of money and greed, while they themselves will never have to,for example,to declare bankrupcy after having a simple accident,

What gets to me in this Health Care debate is the ease with which the opponents say government can't do anything right and the equal ease with which the supporters acquiesce.

The fact is, there are certain things that both sides are very good at. Government run armies and fight wars, build airports, roads, seaports, launch rockets and responds to most national needs effectively. Business on the other hand makes cars, medicines, paints, clothing and so forth effectively and of course with some regulation from government. Without this regulation of course we would all die from contaminated food and drywall from China.

Without Government involvement to sponsor research, we would not have most of the medical miracles being produced by pharmaceutical companies today. The truth is the nation benefits when both sectors work together. The Space Race realized so much of modern technology that is unheralded all with government drive and direction.

We must have health Care Reform. It is essential to save small business, rescue the health care industry, hold at bay the health insurance industry and level the playing field with our competitors.

Hold the rhetoric and bring on more reasoning please.

Fellow Repubs, I need you to engage in every activity to slow down health care reform. That, of course, as I'm certain most of you will be happy to hear, includes as much s*exual activity in which you can endeavor. Excluding Governor Sanford and Senator Ensign, I realize that it's been some time since many of you have partaken in such activity, to include myself, and many of you, likewise, may not know what such activity mean and/or how conduct yourself under the auspice of such activity.. Therefore, Gov Sanford and Sen. Ensign will be available at 2 this afternoon, and again at 10 a.m. tomorrow morning to offer demonstrations. In an effort to slow down health care, you may engage in s*exual activity as much and as often as possible with whoever is willing to enage with you. If people are not available, you may also engage with other living beings. I would also encourage you to engage with each other if you so desire. In summary...­get cracking and engage....­and may the slow down of health care reform begin.

It is quite appalling and I sincerely hope you on the right never have a loved one or yourself lose everything due to trying to pay for a life threatening illness, even after paying a lifetime of health insurance premiums.

They're probably correct in their assessment.

Health care is roughly 1/7th of the economy. The public probably does not want to go all-in without careful consideration. The longer this plays out, the more doubts will creep into people's heads.

Let's be realistic: there is never, ever a free lunch in this world. There will be costs and downside to any reform. Pretending otherwise, that it'll be flowers and puppy dogs the next day, will not make it so.

The question, and it's a fair one, is do the benefits outweigh the costs. Although the republicans are acting as much (or more) out of self-interest as they do out of any philosophical conviction, I'm ok with that.

It's a serious question that deserves serious consideration. I encourage people to consider the pros and cons carefully before buying a house. How can I ask anyone to do any less when considering revamping 1/7th of the US economy?

I'm told that when one undergoes liposuction, they infuse a fluid to replace some of the mass removed. Only HR 676 seems to address the question of what happens to the fat removed from health insurance.

No doubt something can and will be found, but it might be worth planning ahead of time.

That we need health care reform does not mean we ought to rubber stamp any health care reform. That's the same sort of thinking that rush through the Patriot Act. And see how well that turned out.

That A doesn't work does not mean B will. It could well be that both A and B are bad. Are you seriously telling me that the public understands the details of even 10% of what's being proposed?

Some important questions: Will there be a public option or not? Obama said we can keep our existing insurance if we want it? Does this reform mandate that our employers provide us the existing plan indefinitely if we so elect? Who decides what will and will not be covered? Is abortion covered? What about in vitro fertilization? Will we have to buy generic drugs or do we get to select new ones? Are experimental treatments covered? What is the definition of experimental? Who decides? What's the process necessary to see a specialist?

And these are just a handful of questions that come to me off the top of my head. Are you seriously saying that these issues should just be glossed over without deeper consideration?!

Stupid story. This is a non event, anyone with a brain would lobby for what they believe in employing these methods. How do you think any bill gets passed or rejected, It does not matter if its dem or repubs you have to fight for the position that the people who you represent have elected you to do and this is exactly what the rnc is doing. They are correct on each point made and i say more power to them and hope they prevail. If not the America i have loved will no longer exist with so many wrong directions we have turned since hope and change became our new national anthem from the libs.

1. How come congress exempted themselves from the plan?

2. They will fine people $1,000 for not participating, and expect 36 million people to be fined.
Does that mean most of the uninsured we're so worried about don't want to be insured?

If we could monitor the agencies like the Pentagon which was reportedly still paying dead people wages, and people with non existent social security numbers millions of dollars in wages, so if we can really reign in the abuses that are going on, that we know are going on, and that we have known for years that are going on, then why not be positive about the idea that Obama can marshall in all the abuses and save money that way? I do understand that the plan must be paid for and I support it not adding to the deficit...­but to just say that you are breaking the President.­..that sounds treasonus to me and the continued vilification of the President for trying to save this country and its people by trying to listen to all sides and build a concensus for the best practices he is trying to get should be praised and lauded, instead he is being attacked on all fronts. I ask everyone who is feeling unusually superior today to think about the fact that he can resign the presidency and leave it up to Michael Steele, and the rest of that bunch to dig us out instead. That would most certainly mean that no healthcare reform would be passed and those on unemployment would immediately be kicked off to fend for themselves. Let's see, that is 1.6 million more people without any money having to live in a tent, going hungry...g­reat strategy GOP!

Not America per se, but men have no honor these days. How they can stand up all day long and say the things that they say like the President is not a citizen is beyond the scope of all decency and they know it but they have a following like all those people who look down on someone else to make themselves feel better and superior while they actually doom millions of Americans to having their life savings spent on medical bills, having children go without necessary heart transplants and other surgeries like my granddaughter who was born with a clift palate! She has to wait to see if she can get the care she needs. It is dragging out only to be finished up by the time she goes to school if she is lucky...sh­e lives in Kentucky, but children in Bangaladesh can have theirs fixed for free by the Doctors Without Borders and taxpayers pay for them to do that...but children right here in America are being forgotten, left out of things that ordinarily any parent would want for a sick child. We allow our food to be contaminated with sugar and salt and my older granddaughter became diabetic by the time she was 10 years old because of that! You men really need to get a grip because the mothers of America will not allow you to spoil this one last ditch effort to get healthcare we can afford to provide for our children!
