Only 10 percent of the approximately 2.8 million parking tickets issued each year in Chicago are contested. But of those contested, over half are dismissed, says Sheldon Zeiger, a lawyer and former parking enforcement hearing officer and former administrative law officer in the Department of Administrative Hearings.

If it is like where I live, more than half of all the tickets are fraudulent. We used to run ahead of them putting coins in the meters to prevent the tickets from being written on the meters that only had a few minutes left on them to prevent the ticket from having fraudulent times written on them. They were writing tickets on cars that had less than 10 minutes on them, and hoping not to be challenged. A law was passed prohibiting the practice of feeding the meters of other cars, and parking became privatized.

We need Police Reform, we can not even trust them to be honest writing parking tickets!

They should be thrown out.

I was in Ann Arbor this weekend and I put money in the meter and set my chronograph to the time that the meter should run out.

I came back a few minutes before the allotted time and the meter was flashing red.
Luckily I did not get ticketed.

Reason: for each ticket, the ticketing officer must appear before the judge and defendant. This is incredibly costly in terms of overtime and manpower lost, so they usually just phone in a dismissal if the defendant decides to appear. Routine in big cities without a meter division.
