WASHINGTON — A pillar of U.S. communities since the nation's founding, the post office is facing the prospect of closings or consolidation of services at hundreds of locations amid a sharp decline in business due to e-mail.

The Postal Service may register a loss of nearly $7 billion this fiscal year in spite of a 2-cent increase in the price of stamps in May, cuts in staff and removal of collection boxes.

Post officials sent a list of nearly 700 potential candidates for closing or consolidation to the independent Postal Regulatory Commission for review. More may be added, but the current list of candidates can be viewed at the commission's Web site, http://www.prc.gov

Some of the offices could be closed while others could have some of their functions consolidated with other offices. For example, in some cases preparing mail for delivery may be shifted from Office A to nearby Office B, but the first office might still offer such services as selling stamps and mailing parcels and letters. In other cases one of the offices might be closed.

Postal Vice President Jordan Small told a congressional subcommittee that local managers will study activities of approximately 3,200 stations and branches across the country and consider factors such as customer access, service standards, cost savings, impact on employees, environmental impact, real estate values and long-term Postal Service needs.

No changes are expected before the end of the current fiscal year on Sept. 30. There are 32,741 post offices.

"We anticipate that out of these 3,200 stations and branches, under 1,000 offices could be considered as viable candidates to study further," Small said.

In addition to the switch of business to the Internet, the recession has hurt the post office by reducing advertising mail. Last year's high gas prices also siphoned millions of dollars from its coffers.

Just last week the Government Accountability Office added the Postal Service to its list of troubled agencies, saying serious and significant structural financial challenges face the agency.

"Every major postal policy, from employee pay, to days of delivery, to the closing of postal facilities must be on the table. Without major change, the day will soon come when the Postal Service will be unable to pay its bills," GAO said.

Congress is considering a bill to change the way the post office funds its retiree health benefits over the next two years that could save it $2 billion annually.

The post office also filed a petition with the independent Postal Regulatory Commission indicating that managers are looking at closing many post offices to save money.

In addition, Postmaster General John Potter has asked Congress for permission to reduce mail deliveries from six days a week to five.

Last year, mail volume fell by 9.5 billion pieces to a total of 203 billion pieces. It is expected to fall by 28 billion pieces this year to a total of 175 billion pieces.

I have gained a complete new understanding why people are no longer sending things through the USPS. I was sent a letter from New York, the sender dropped it off and paid for the automated postage on Sunday, the automated postage told him it would take 3 days to be delivered. It is now Friday and the letter still has not arrived.

Takes 5 days to send a letter? No wonder people are no longer sending things through the mail. I have always been a fan of sending birthday cards, etc through regular mail, but now, I'm going to have to find alternative methods if it's going to take over 5 days to get to the person.

The 'local' post office is critical in many areas and many politicans will fight for their voters in small towns and neighborhoods to keep open some PO's that should be considered for closure.

Still, the USPS does have to make adjustments for today's realities and should approach carefully the closure of any offices. Perhaps they could do like in the old days in rural areas of having local stores offer basic postal services, today using convenience stores, paying commissions on stamps and other sales. You can often buy basic stamps in many supermarkets and that should be expanded to more and many convenience stores. They should also consider reducing services to the most isolated and rural areas of the USA, perhaps to 3-4 times a week.

It's hard to shut down a constitutional right but this administration loves doing that! I love birthday cards, ordering TV products, receiving conformation of my pay and tax return. Christmas cards, union and church newsletters, plus jury duty and warrants. Balances from Fidelity New York life and oil wells in Oklahoma. It's kind of amazing that this story isn't held way up high, because Fed-x and UPS took away from the US POst office so that 1) the government wouldn't have to pay. 2) insiders became extremely rich from a known tax made business. 3) and though employees are well compensated in FED/UPS they are worked like jerks.

FED-EX loves to DOUBLE BILL people, now that's a free market. If you have any small business listed in theier database or anything that sounds like a business they will try and bill you twice. You pay at the counter and 2 months later - viola!- an invoice for the same amount.

Thought I was imagining things until it cam up as a Class Action Lawsuit.

I know of 4 Post offices they can close. All are within a five minute drive and two within walking distance. Just think of the money they can save.

4 Postmasters
4 Clerks
Rent on 4 buildings etc.

And this is a small rural town with about 500 people.

What do you think happens when post offices close? How do you think people, particularly those who live rurally, will get mail? Consider the cost and effect of all of those who live rurally having to drive to a centrally located post office to get and send mail. More gas, more climate crisis, more wear and tear on roads.

I would love to have my local post office closed - perhaps my neighborhood would *finally* get appropriate delivery service for the first time.
Sadly, my local office is the repository for the low performers in the area.
Won't miss them.

My mail carriers are beyond reproach. They are absolutely fantastic. We should appreciate the more.

On the other hand, post office branches need to be open 24 hours and have decent free parking.

How do you end programs and services that the people aren't willing to give up? You bankrupt the government.

This is what voting for Republicans, beginning with Reagan, has led to. Their "starve the beast (government)" strategy leaves no other choice but to cut government programs.

The plan for the last 30 years has been to get the US into so much debt there would be no other choice but to end all government programs except the military and pay the salaries of members of Congress, the president and v-president, and their staffs.

Everything owned jointly by Americans (roads, highways, bridges, dams, water, etc.) would be sold off to anyone (American or from other nations, other governments), the proceeds going to pay off US debts and corporate middlemen who brokered the sales. Americans would have no rights of passage (roads, highways, bridges) or usage.

Liberals have been warning about this for 30 years, but the corporate media keeps everyone distracted, with birthers and reality TV, and empty political debates.

That's what we liberals predicted, hospital closings and pandemics, when Reagan began "starve the beast" strategy 30 years ago.

As one public program after another closed down, there would be repercussions throughout all of our lives including hospital closings and pandemics, and worse (people dying in the streets, with nobody picking up the bodies because there is just no money).

Single payer will be the ONLY method where the middle class can get health care. Private insurance will be squeezing out all but the very rich.

The postal service is great value, no doubt about it. Who else is gonna carry a letter you wrote across the country for 42cents and hand deliver it? Try ordering something and compare the rates between USPS and private carriers.

This is nothing more than an excuse to give up market share the govt has to PRIVATIZATION.
