"India to Pay Parents to Put Off Parenthood"

Bad headline. It should say "India to Pay Couples..." instead. I don't even know what paying *parents* to "put off" parenthood would entail. Child abandonment? Straight-up infanticide?

I know it's nit-picking, but headline quality seems to be a consistent issue around these parts.
