WASHINGTON — Using better-than-expected jobs numbers to press his top domestic priority, President Barack Obama is arguing that overhauling the health care system is essential to the country's economic well-being.

Republicans said the high unemployment rate – 9.4 percent in July – shows how families and businesses are struggling and that Obama's reliance on a large government role in expanding health coverage is the wrong approach.

A net total of 247,000 jobs were lost last month, the fewest in a year and a drastic improvement from the 443,000 that vanished in June as the U.S. tries to pull out from the worst recession since World War II.

"We've begun to put the brakes on this recession and ... the worst may be behind us," Obama said in his weekly radio and Internet address Saturday. He cited Friday's Labor Department report that showed a dip in unemployment, but said, "We must do more than rescue our economy from this immediate crisis. We must rebuild it stronger than before."

He added: "We must lay a new foundation for future growth and prosperity, and a key pillar of a new foundation is health insurance reform."

It's a pitch that comes as the Democratic-controlled Congress struggles to write a health care plan that meets Obama's goals of expanding coverage to millions of uninsured while reining in exploding costs.

"So far they have produced a measure that they cannot sell even to their own members," Senate GOP leader Mitch McConnell said in a jab at majority Democrats. "The only thing bipartisan, so far, is the opposition."

With lawmakers embarking on a monthlong summer break, opponents and supporters of various proposals under consideration are waging fierce campaigns. Obama is redoubling his effort to explain his positions to a public that polls say is becoming increasingly wary he can deliver on his promise to revamp health care.

The president argued that Congress was close to finalizing "real health insurance reform" but, as he has for weeks now, he warned against listening to opponents who he said were spewing misleading information and outlandish claims to defeat "the best chance of reform we have ever had."

Countering the Democratic position, Bob McDonnell, the Republican nominee for Virginia governor, argued that the new Labor Department report was "yet another reminder that families and small businesses are struggling as unemployment remains high."

In the GOP's response address, McDonnell sought to draw distinctions between Republicans and Democrats on economic and health care policy.

"As Republicans, we believe you create jobs by keeping taxes and regulation low, and litigation at a minimum. Americans succeed when government puts in place positive policies that encourage more freedom, and more opportunity," he said.

McDonnell also said that, unlike Democrats, Republicans are committed to helping the uninsured – "not through nationalizing the system with a costly government-run plan, but rather by supporting free-market incentives and helping small business owners make covers more accessible and affordable, and ensuring that Americans can keep their individual private policies."

On Friday, we received better news than we expected about the state of our economy. We learned that we lost 247,000 jobs in July - some 200,000 fewer jobs lost than in June, and far fewer than the nearly 700,000 a month we were losing at the beginning of the year. Of course, this is little comfort to anyone who saw their job disappear in July, and to the millions of Americans who are looking for work. And I will not rest until anyone who's looking for work can find a job.


Still, this month's jobs numbers are a sign that we've begun to put the brakes on this recession and that the worst may be behind us. But we must do more than rescue our economy from this immediate crisis; we must rebuild it stronger than before. We must lay a new foundation for future growth and prosperity, and a key pillar of a new foundation is health insurance reform - reform that we are now closer to achieving than ever before.

There are still details to be hammered out. There are still differences to be reconciled. But we are moving toward a broad consensus on reform. Four committees in Congress have produced legislation - an unprecedented level of agreement on a difficult and complex challenge. In addition to the ongoing work in Congress, providers have agreed to bring down costs. Drug companies have agreed to make prescription drugs more affordable for seniors. The AARP supports reform because of the better care it will offer seniors. And the American Nurses Association and the American Medical Association, which represent the millions of nurses and doctors who know our health care system best, support reform, as well.

As we draw close to finalizing - and passing - real health insurance reform, the defenders of the status quo and political point-scorers in Washington are growing fiercer in their opposition. In recent days and weeks, some have been using misleading information to defeat what they know is the best chance of reform we have ever had. That is why it is important, especially now, as Senators and Representatives head home and meet with their constituents, for you, the American people, to have all the facts.

So, let me explain what reform will mean for you. And let me start by dispelling the outlandish rumors that reform will promote euthanasia, cut Medicaid, or bring about a government takeover of health care. That's simply not true. This isn't about putting government in charge of your health insurance; it's about putting you in charge of your health insurance. Under the reforms we seek, if you like your doctor, you can keep your doctor. If you like your health care plan, you can keep your health care plan.

And while reform is obviously essential for the 46 million Americans who don't have health insurance, it will also provide more stability and security to the hundreds of millions who do. Right now, we have a system that works well for the insurance industry, but that doesn't always work well for you. What we need, and what we will have when we pass health insurance reform, are consumer protections to make sure that those who have insurance are treated fairly and that insurance companies are held accountable.

We will require insurance companies to cover routine checkups and preventive care, like mammograms, colonoscopies, or eye and foot exams for diabetics, so we can avoid chronic illnesses that cost too many lives and too much money.

We will stop insurance companies from denying coverage because of a person's medical history. I will never forget watching my own mother, as she fought cancer in her final days, worrying about whether her insurer would claim her illness was a preexisting condition. I have met so many Americans who worry about the same thing. That's why, under these reforms, insurance companies will no longer be able to deny coverage because of a previous illness or injury. And insurance companies will no longer be allowed to drop or water down coverage for someone who has become seriously ill. Your health insurance ought to be there for you when it counts - and reform will make sure it is.

With reform, insurance companies will also have to limit how much you can be charged for out-of-pocket expenses. And we will stop insurance companies from placing arbitrary caps on the amount of coverage you can receive in a given year or a lifetime because no one in America should go broke because of illness.

In the end, the debate about health insurance reform boils down to a choice between two approaches. The first is almost guaranteed to double health costs over the next decade, make millions more Americans uninsured, leave those with insurance vulnerable to arbitrary denials of coverage, and bankrupt state and federal governments. That's the status quo. That's the health care system we have right now.

So, we can either continue this approach, or we can choose another one - one that will protect people against unfair insurance practices; provide quality, affordable insurance to every American; and bring down rising costs that are swamping families, businesses, and our budgets. That's the health care system we can bring about with reform.

There are those who are focused on the so-called politics of health care; who are trying to exploit differences or concerns for political gain. That's to be expected. That's Washington. But let's never forget that this isn't about politics. This is about people's lives. This is about people's businesses. This is about America's future. That's what is at stake. That's why health insurance reform is so important. And that's why we must get this done - and why we will get this done - by the end of this year.

This is the standard diversionary tactics. You accuse your opponent of what you are actually doing. Kind of like the pot calling the the kettle black.
What really gets me is the way Pelosi trys to spin things. I have actually started looking for town hall meetings to attend so my voice can be heard now and it isn't the voice the President and Pelosi wants to hear.
I have read about half of the proposed bill and don't like what I see one bit. This is just a worse disaster intended to take the place of the original disaster.

I guess, Obama thinks that he is the only community organizer who has the right to say anything about anything. There are a lot of people who have been involved in local politics for a long time. They were going when he was coming. And to those who might want to say well those were different times, things have changed. Does it matter if they are "my" politicians or "your" politicians? When politicians exhibit elitism, arrogance, petulance and a desire to grab more power shouldn't they be out of work politicians?
We all should have the same stake in the game and should have the same desire for success as a whole and not a desire to blindly cheerlead for one side or the other because both sides have had plenty of chances to further their agenda's without doing so.
Overpromising and underdelivering has become standard for both sides and I think all of the incumbents should be thrown out.
We continue to place blame on President's while electing the same representatives and Senators over and over again. The legislative body of congress has been giving the people of this great nation a raw deal for a long long time.
It is way past time for the American people to unite and start showing that we still hold the reigns of power. The only way to do this is to start electing new faces, stop the partisan divide which only strengthens congress and start acting in the best interest of the country as a whole.

The people showing up at the town hall meetings are not showing up there to get more information about healthcare; they're showing up to stop the debate. There is a big difference between getting a point of view across and what is being done at the town hall meetings.
This is not "community organization" at work; this is "dis-community organization". If one truly cares about their community; why would they oppose healthcare for members of the community.
What you have from my point of view, is a small group of people show up at these meetings with one goal, that is making sure members of congress are not allowed to explain why there support or don’t support healthcare reform.
Before deciding the plan is bad; why not let members of congress explain what the plan is and where they stand on it. Then in a civilize manner explain why they agree or disagree with the plan.

The way some of these people is acting is a “spoil child”; this is not the way civilize people act. The “whole world” is watching; remember that.

I agree that there should be civil debate on this issue and how to get where we need to be with it.
What I disagree with is that you have the so called leadership acting like a spoiled child. How many times have we heard Pelosi say "We won the election?" This only shows how divided the country is because if we were united it wouldn't matter which party won the election and we wouldn't have all of the "WE" stuff going on. The Democrats did win the White House and did win a majority of seats in the House and Senate. This only puts more burden on them to do something substantial with the power that was granted to them through the will of the people.
And again, wanting to ram a bill down peoples throats without the people truly knowing the repurcussions of the law is not having good solid debate over a proposal.
I have been keeping up with most of the proposals, what the CBO has said about the costs of such proposals and what our problems are and I do not like what I read. There is health care rationing in the proposed bill. The proposed bill also takes freedom of choice away from individuals and puts the onus of decision making on the government who should stay out of our healthcare altogether.

Obama's plan is a patch on our current system, that will still leave Big Insurance and Big Drug Corporation in control and making obscene profits. By patching the current system, Obama may enable it to limp along for decades to come. If he fails, health care and health insurance costs will continue to rise, until the middle class is unable to afford basic care. Then the middle class will demand a true government run single payer system, and we will finally get a health care system as good as Canada's. So let the Republicans defeat Obama's modest, conservative patch to the present system, let them spread crazy
lies about it, and claim that it is socialized medicine. Let the current system continue until it collapses from the insurance companies greed. That is how we will finally get real socialized medicine.

I have two crucial observations
1). Either the Democrats are too naive or the Public Option was never designed to succeed. If it was, why call it such a contentious and stigmatizing name (at least in USA)? Why not 'Health Safety Option' or 'Save Americans from Being Exploited' option. The only name that could be worse than Public Option is 'Government Nationalization Option'.

2). Has anyone noticed that even the Insurance companies agree there should be reforms but not the Public Option. Do you know why? For a couple of worthless and toothless regulations, they will gain extra 49 million UNinsured people. More than twice the population of Canada or about the population of Great Britain. If this goes the way most progressives are DREADING, Obama could end up to be the best GIFT the Insurance companies could have wished for. It would be like Cristmas, thanksgiving, wedding annivesary and Birthday GIFTS all rolled into one!

Obama is the Judas of the American people. He is leading us right to where Big Parma and the Insurance companies want us so they can sqeeze whats left of the money from the poor then move up the economic ladder to the middle class. The only ones with healthcare in the end are the uppermiddle and upper classes. The rest of us can just die off since we don't have any money anyway.

You can actually read the bill that came out of ways and means and get your real answers there.
I believe that the people that are speaking up have read it because if you do read it you will have very legitimate concerns.
The government will be allowed into your bank account to pay for what they consider to be your fair share of the bill. Your healthcare under this plan will be rationed and once you reach 60 you will be required, REQUIRED, no choice in the matter, to attend death counciling.
Read the bill and tell me that you don't have legitimate concerns that makes you want to jump up and scream.
Besides all of this the government employees will keep their benefits unchanged while the rest of us become second class citizens as far as our healthcare goes.

There have been a few comments today that I have seen suggesting that if we do not get a public option health care program, then they should not get another dollar of our tax money! Enough of giving BILLIONS to the insurance and drug companies, the big corporations and the big banks...an­d the rest of us are left in the dirt! Very few people I know can afford to take their kid to the doctor for a sore throat and come out with a $600 doctor's bill...PLU­S $150 for the antibiotics! Enough already!!! (This situation actually happened with my granddaughter!)

That's the most important thing to tell Congress: whatever level of assistance they are able to pass, none of it is to be paid via insurance. All government payments are to be paid directly to the hospital or doctor's office providing treatment.

The World Health Organization Ranks the US 24th in life expectancy, behind virtually every European country as well as Canada and Australia (which of course the US doesn't want to be like).
The US ranks #72 in Health Performance behind countries like Cuba #36, Columbia #51, and Mexico #63.
Where the US leads is in total health expenses as a precentage of GNP at #2. In the world only the Marshall Islands are more expensive.
When politicians tell you that the US has the best health care THEY ARE LYING TO YOU.

Brutal numbers! What most people don't seem to understand is that while we have over 47 million people UNinsured, the rest of us pay for that in increased premiums.

I am getting a bad feeling about this whole issue. First, we find out on Friday afternoon (the preferred day and time to dump bad news into the cycle) that big Pharma has won their battle to keep negotiations for cheaper drugs OFF the table. Then, Senator Dick Durbin announces that he may dump the public option. WE, THE PEOPLE CANNOT WIN!

I wrote a comment about a month ago that bears repeating now....we will NEVER have significant health care reform in this country until we have campaign finance reform. Our politicians have been bought and paid for by the lobbyists who are strangling our government­...and our economy. Millions upon millions of dollars are being spent by the insurance companies to defeat any reforms...­and I'll give you three guesses where that money is going!!! The anti-reform ads are running 24/7 and the lies and distortions are beyond the pale! To call this an "uphill battle" is a gross understatement! I'm getting really discouraged!!

This is an argument that I have been making for years with people I know and here for some time. Basically we essentially have a system that instead of being one person one vote is really one lobbyist with millions equals one Congressman's vote. The biggest problem though is that reform of the campaign/election system requires either a push for reform by the very people most benefiting from the current system or some form of hopefully non-violent revolution. And personally I do not see Americans having what it takes to make the latter action possible. They have been sold the drivel that everything here is wonderful and there is nothing really to be learned from the rest of the countries of the world except do not be like them in any way. The 'news' here is all bought and paid for just as is your Congress, so the protection we are supposed to get from the actions of a free press has been destroyed. And I join you in being deeply discouraged about seeing any real change.
